DECISION
INTRODUCING SELF-QUARANTINE GUIDELINES FOR PREVENTION AND CONTROL OF COVID-19 ACUTE RESPIRATORY DISEASE
THE MINISTER OF HEALTH
Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;
Pursuant to the Government’s Decree No. 101/2010/ND-CP dated September 30, 2010 on guidelines for Law on Medical Examination and Treatment in terms of implementation of isolation measures, enforced isolation measures and specific anti-epidemic measures during epidemic period;
Pursuant to the Government’s Decree No.75/2017/ND-CP dated June 20, 2017 on functions, duties, powers and organizational structure of Ministry of Health;
Pursuant to the Prime Minister’s Decision No. 173/QD-TTg dated February 01, 2020 on COVID-19 epidemic declaration;

Article 1. Promulgated together with this Decision are the self-quarantine guidelines for prevention and control of COVID-19 acute respiratory disease.
Article 2. The self-quarantine guidelines for prevention and control of COVID-19 acute respiratory disease are applied to households and establishments accommodating persons under compulsory medical quarantine.
Article 3. This Decision takes effect from the date on which it is signed.
Article 4. Head of Office of the Ministry of Health; Chief Inspector of the Ministry of Health; heads of affiliates of the Ministry of Health; Head of Institute of Hygiene and Epidemiology; Head of Pasteur Institute; directors of hospitals affiliated to the Ministry of Health; Directors of Departments of Health of provinces and central-affiliated cities; heads of health units of other Ministries and regulatory bodies; and heads of relevant units shall implement this Decision./.

1. Objective:
Prevent the spread of COVID-19 acute respiratory disease.
2. Quarantine method:
Medical quarantine according to the 2007 Law on Prevention and Control of Infectious Diseases.
3. Quarantined persons:
Persons to be put under compulsory medical quarantine are those who do not display a COVID-19 symptom (coughing, fever or dyspnea) and:
a) Have stayed in the same house or establishment that accommodates a confirmed or suspected COVID-19 case;
b) Have worked together with a confirmed or suspected COVID-19 case;
c) Have been in a tourist group, business team or group of friends with a confirmed or suspected COVID-19 case;

dd) Have sat on the same row or the two rows in front of or behind a confirmed or suspected COVID-19 case in a land vehicle, a train or an aircraft; or
c) Are foreigners coming from China or have travelled to China before arriving in Vietnam (excluding Hubei province) within 14 days prior to the date of entry.
4. Quarantine period
a) The quarantine period shall last for 14 days at the maximum and start from the date on which the person to be put under quarantine comes into contact with a confirmed or suspected COVID-19 case or enters Vietnam.
b) If the person suspected to have contracted the disease is confirmed healthy, quarantined persons related to this person will be released.
5. Implementation
5.1. Health officials
Health officials shall:
a) Investigate and compile list of persons to be put under quarantine to record the addresses of their houses or accommodations, their mobile phone numbers, and names and phone numbers of their contacts. Provide phone numbers of healthcare authorities for quarantined persons, families of quarantined persons (hereinafter referred to as “families”), and managers of establishments accommodating quarantined persons (hereinafter referred to as "managers”).

c) Give instructions on how to take their own temperatures at least twice a day (morning and afternoon) and record such temperatures and general health condition in the daily health tracking form to quarantined persons.
d) Give instructions to families and managers on how to disinfect their houses or accommodations such as cleaning the floor, surface of objects and doorknobs using soap or disinfectants or common cleaning agents.
dd) Monitor and record the health condition of quarantined persons in health tracking forms. Report daily monitoring results to district-level healthcare authorities.
e) Abide by regulations on prevention of transmission to health officials as regulated by the Ministry of Health when coming into contact with quarantined persons.
g) Give instructions on how to put used facemasks, handkerchiefs and tissues into separate garbage bags, which are to be left in a corner of the room, to quarantined persons. During the quarantine period, if the quarantined person displays any suspicious symptom, these items shall be collected and handled as infectious waste. Otherwise, these items may be treated as normal garbage.
h) Give instructions and distribute leaflets on COVID-19 prevention to families and managers to have preventive measures implemented in their households and establishments.
i) Immediately report to healthcare facilities of the higher level and local governments and cooperate in transferring quarantined persons to the hospital if they display any COVID-19 symptom such as fever, coughing or dyspnea while under quarantine.
k) Support and treat quarantined persons with sincerity to help them feel comfortable and reassured during the quarantine period.
l) Report the final result to district-level healthcare authorities and local governments upon end of the quarantine period.

a) Quarantined persons shall comply with the quarantine order and duration. Each quarantined person should stay in a separate room or sleep on a separate bed if another room is not available. The bed should be at least 2 meters away from other family member's beds.
b) Quarantine rooms shall be well ventilated, be regularly cleaned and have minimal interiors.
c) Quarantined persons shall take their own temperatures at least twice a day (morning and afternoon) and record such temperatures and general health condition in the daily health tracking form;
d) Quarantined persons shall avoid leaving their quarantine rooms, meeting family members or other people face to face; monitor their own health; ensure personal hygiene, wear facemasks and regularly wash their hands with soap or other antiseptics.
dd) Quarantined persons shall report their temperatures and health condition to in-charge commune-level health officials.
e) Quarantined persons shall promptly notify in-charge commune-level health officials if they develop fever, coughing or dyspnea.
g) Quarantined persons are prohibited from leaving their houses or accommodations without permission.
h) Quarantined persons shall put used facemasks, handkerchiefs and tissues into separate garbage bags and leave them in a corner of the room.
i) Quarantined persons shall not eat together with other family members or other people in their accommodations.

Family members of quarantined persons and employees and managers of establishments accommodating quarantined persons shall:
a) Limit contact with quarantined persons, wear facemasks and keep a distance of at least 2 meters if meeting face to face.
b) Clean the floor, surface of objects and doorknobs in their houses or accommodations using soap or disinfectants or common cleaning agents.
c) Give support to quarantined persons during the quarantine period.
d) Promptly inform in-charge commune-level health officials if a quarantined person develops fever, coughing or dyspnea.
dd) Provide cleaning equipment, soap, disinfectant solutions and facemasks for quarantined persons upon request.
g) Avoid holding large gatherings in their houses or accommodations.
5.4. People’s Committees of communes and communities where there are persons under quarantine
People’s Committees of communes and communities where there are quarantined persons shall:

b) Direct and strictly monitor quarantine operation, and enforce quarantine if any person to be put under quarantine does not abide by quarantine requirements.
During implementation of this Decision, any difficulty arising should be reported to the Ministry of Health (General Department of Preventive Medicine) for research and resolutions./.
