PROMULGATING GUIDELINES ON MEDICAL QUARANTINE AT HOME AND IN LODGINGS FOR COVID-19 PREVENTION AND CONTROL

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Government’s Decree No. 101/2010/ND-CP dated September 30, 2010 on guidelines for Law on Medical Examination and Treatment in terms of implementation of isolation measures, enforced isolation measures and specific anti-epidemic measures during epidemic period;

Pursuant to the Government’s Decree No.75/2017/ND-CP dated June 20, 2017 on functions, duties, powers and organizational structure of the Ministry of Health;  

Pursuant to the Prime Minister’s Decision No. 173/QD-TTg dated February 01, 2020 on COVID-19 epidemic declaration;

Article 1. Promulgated together with this Decision are the guidelines on medical quarantine at home and in lodgings for COVID-19 prevention and control.

Article 2. These guidelines are applicable to households and lodgings of persons placed under compulsory medical quarantine.

Article 3. This Decision takes effect from the date on which it is signed and supersedes Decision No. 345/QD-BYT dated 07/02/2020 by the Ministry of Health.

Article 4. Head of Office of the Ministry of Health; Chief Inspector of the Ministry of Health; heads of affiliates of the Ministry of Health; heads of Institutes of Hygiene and Epidemiology; heads of Pasteur Institutes; directors of hospitals affiliated to the Ministry of Health; Directors of Departments of Health; heads of health units of other ministries and central authorities; and heads of relevant units shall implement this Decision./.

1. Purpose

Prevent community transmission of COVID-19.

2. Forms of quarantine

Quarantine at home and in the following types of lodgings: private houses; apartments; tenements; dormitories of schools, industrial parks and factories; hotel rooms, rented housing and lodgings of regulatory bodies and units.

3. Quarantined persons

- Persons having contact with confirmed cases;

- Persons subject to quarantine in quarantine zones and testing negative for SARS-CoV-2 according to the Ministry of Health’s guidelines;

- Other groups of people according to the direction of the Prime Minister or National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health’s guidance given based on the pandemic’s progress.

14 days starting from the date on which the quarantined person last comes into contact with a suspected source of infection.

5. Requirements for quarantine rooms

- It is preferable that the quarantined person stays in a separate room. Otherwise, the quarantined person should sleep on a separate bed, which is placed at least 2 meters away from other beds and far away from common areas.

- Quarantine rooms shall be well ventilated, be regularly cleaned, have no air conditioner and minimal interiors.

- If possible, select rooms situated at the end of the corridor, downwind and/or far away from areas with many passersby for quarantine.

- Quarantine rooms shall have their own bathrooms, soap and water.

- Quarantine rooms shall have garbage bins with lids.

6. Implementation

6.1. People’s Committees of communes where there are persons under quarantine

b) Direct, organize and supervise quarantine strictly.

c) Provide resources for quarantine according to regulations.

d) Enforce quarantine upon any quarantined person who does not abide by quarantine requirements.

dd) Give encouragement and support to quarantined persons to help them feel rest assured and complete their quarantine.

e) Provide local hotline numbers for quarantined persons to contact when needed.

6.2. Management boards/managers/owners of apartment buildings, dormitories, hotels and rented housing

- Closely cooperate with local healthcare units and relevant units in quarantine organization.

- Assign officials in charge of COVID-19 prevention and control tasks and publish their contact (name and phone number) for other people to know and get in touch.

- Organize supervision of quarantined persons to ensure compliance with requirements.

- Notify households and persons staying in lodgings accommodating quarantined persons of information on the quarantined persons (special cases shall follow the Ministry of Health’s guidelines) for them to know, cooperate in quarantine organization and supervise quarantine.

- Communicate about COVID-19 prevention and control. Hang posters, notifications and guidelines concerning COVID-19 prevention and control.

- Not host mass events in common areas, places of residence or lodgings.

- Provide sufficient face masks for quarantine supervisors.

- Equip garbage bins with lids and hand sanitizer at lobbies, corridors, stairways and elevator doors (if any).

- Clean and disinfect common areas:

Disinfect with common cleaning agents or disinfectant solutions containing 0,05% active chlorine (ensure contact time of 10 minutes) or 0,1% active chlorine (ensure contact time of 01 minute) or at least 60% alcohol; prioritize disinfection by wiping/cleaning:

+ The floor, walls, chairs, tables, objects in common areas (lobbies, recreational areas, sports areas, etc.), public restrooms, stairways and elevators (if any) at least 01 time/day.

+ Doorknobs, banisters, balustrades and elevator buttons and cabins at least 02 times/day.

- Immediately notify local health authority or call the hotlines of the local government and local  health authority upon detection of a person having fever or cough, throat pain or breathing difficulty.

- Give encouragement and support to quarantined persons to help them feel rest assured and complete their quarantine.

6.3. Healthcare workers

a) Cooperate with local police and mass organizations in neighborhoods in investigating and compiling list of persons to be put under quarantine to record the addresses of their houses or lodgings, their mobilephone numbers, and names and phone numbers of their contacts. Provide phone numbers of health authorities for quarantined persons and their families or managers of their lodgings.

b) Cooperate with neighborhoods and management boards/managers of lodgings accommodating quarantined persons in notifying the requirements, purposes and duration of quarantine to these persons and their families or managers of their lodgings; encourage voluntary compliance.

c) Take temperature and monitor health condition of quarantined persons on a daily basis. Record the results in the daily health tracking form. Report to commune-level healthcare stations, which will report to district-level healthcare centers.

d) Give instructions to lodging managers, household heads and family members of quarantined persons on how to disinfect their houses and lodgings such as by cleaning the floor, surfaces of objects and doorknobs using common cleaning agents or disinfectant solutions.

dd) Strictly abide by regulations on prevention of transmission to health officials as regulated by the Ministry of Health when coming into contact with quarantined persons.

e) Give instructions on how to put used facemasks, handkerchiefs and tissues into garbage bags or bins, which are to be left in a corner of the room, to quarantined persons. During the quarantine period, if the quarantined person displays any suspicious symptom, these items shall be collected and handled as infectious waste. Otherwise, these items shall be treated as normal garbage.

h) Immediately report to healthcare facilities of the higher level and local governments and cooperate in transferring quarantined persons to healthcare facilities if they develop fever, coughing or breathing difficulty for timely examination and treatment.

i) Support and treat quarantined persons with sincerity to help them feel comfortable and reassured while under quarantine.

k) Report the final result to district-level healthcare centers and local governments upon end of the quarantine period.

l) Report to competent authorities and cooperate in enforcing quarantine upon any quarantined person who does not abide by quarantine requirements.

m) Provide hotline numbers of healthcare facilities for quarantined persons to contact when needed.

6.4. Quarantined persons

a) Undergo quarantine at their home or in their lodgings for the required period and make a commitment with the local government (using the form enclosed therewith).

b) Check their own temperature and monitor their health on a daily basis. Record their temperature and general health condition in the daily health tracking form. Inform their temperature and health condition to commune-level healthcare workers on a daily basis.

c) Immediately inform the in-charge commune-level healthcare worker if there is fever, coughing, throat pain or breathing difficulty.

dd) Not leave their home or lodgings while under quarantine.

e) Ensure personal hygiene, wear facemasks and regularly wash their hands with soap and water or other antiseptics. Not share personal items such as bowls, chopsticks, spoons, cups, toothbrushes, face towels, etc. with other people.

f) Put used facemasks, handkerchiefs and tissues into separate garbage bags to be handled according to regulations.

g) Not eat or sleep together with other family members or other people in their lodgings.

h) Have a balanced diet, drink enough water and do simple exercise in their rooms.

6.5. Persons in households and lodgings accommodating quarantined persons

a) Limit contact with quarantined persons, wear facemasks and keep a distance of at least 2 meters if meeting face to face.

b) Clean the floor, surfaces of objects and doorknobs of their houses/lodgings using common cleaning agents or disinfectant solutions.

c) Provide individual meals for quarantined persons.

e) Give encouragement and support to quarantined persons throughout the quarantine period.

During implementation of this Decision, any difficulty arising should be reported to the Ministry of Health (General Department of Preventive Medicine) for research and resolution./.
