CIRCULAR

PROMULGATING GENERAL EDUCATION PROGRAM

Pursuant to Education Law dated June 14, 2005; the Law on amendments to Education Law dated November 25, 2009;

Pursuant to Resolution No.88/2014/QH13 dated November 28, 2014 of National Assembly on renovation of general education program and textbooks; Resolution No.51/2017/QH14 dated November 24, 2017 of National Assembly adjusting the roadmap for applying new general education program and textbooks according to Resolution No.88/2014/QH13;

Pursuant to Decree No.69/2017/ND-CP dated May 25, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No.75/2006/ND-CP dated August 02, 2006 of the Government on guidelines for implementing a number of Articles of Education Law; Decree No.31/2011/ND-CP dated May 11, 2011 of the Government amending a number of Articles of Decree No.75/2006/ND-CP; Decree No.07/2013/ND-CP dated January 09, 2013 of the Government amending Point b Clause 13 Article 1 of Decree No.31/2011/ND-CP;

Pursuant to Decision No.404/QD-TTg dated March 27, 2015 of the Prime Minister approving the Scheme for renovating general education program and textbooks;

According to the appraisal record provided by the national committee for appraisal of general education program;

Article 1. This Circular is issued together with the General education program, Including:

1. General program

2. Curriculums and educational activities for primary lower secondary and upper secondary schools.

Article 2. The general education program applies to:

1. first grade from academic year 2020-2021.

2. second and sixth grade from academic year 2021-2022

3. third and seventh grade from academic year 2022-2023

4. fourth, eighth and eleventh grade from academic year 2023-2024.

5. fifth, ninth and twelfth grade from academic year 2024-2025.

1. The general education program issued together with Decision No.16/2006/QD-BGDDT shall be applied until the enforcement of regulations provided in Article 2 hereof.

2. Lower and upper secondary schools not applying the general education program in foreign language subject as prescribed in Clause 2, 3, 4 and 5 Article 2 hereof shall continue to provide education according to the general education program specified in Decision No.16/2006/QD-BGDDT until the end of twelfth grade.

3. The subject of national defense and security shall be taught as specified in Circular No.02/2017/TT-BGDDT dated January 13, 2017 of the Minister of Education and Training on national defense and security program in high schools.

Article 4. Chief Offices, Directors of Primary Education Department, Secondary Education Department and relevant agencies affiliated to the Ministry of Education and Training, Chairpersons of People’s Committees of provinces and centrally-affiliated cities, Directors of Departments of Education and Training and relevant organizations and individuals shall take responsibility to implement this Circular./.
