RESOLUTION

ON SUBSIDY ON COVID-19 EXAMINATION AND TREATMENT COSTS TO MEMBERS OF OVERSEAS VIETNAMESE AGENCIES

THE GOVERNMENT

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Law on Overseas Representative Body of the Socialist Republic of Vietnam dated June 18, 2009 and the Law on amendments to the Law on Overseas Representative Body of the Socialist Republic of Vietnam dated November 21, 2017;

Pursuant to Decree No. 138/2016/ND-CP dated October 1, 2016 of the Government on promulgation of Working Regulations of the Government;

Pursuant to Decree No. 08/2019/ND-CP dated January 23, 2019 of the Government on certain benefits for members of overseas Vietnamese agencies;

In consideration of the voting result of members of the Government,

HEREBY RESOLVES:

In the context of a complicated, unpredictable, widespread and outburst COVID-19 epidemic in many countries and regions, members of overseas Vietnamese agencies are always at high risk of exposure due to their performance of tasks such as citizen protection work, supporting overseas Vietnamese communities in areas at risk of infection. Meanwhile, the cost of examining and treating COVID-19 in some places is higher than the amount paid under the health insurance policy signed with Bao Viet Insurance Corporation and is beyond the affordability of the members of overseas Vietnamese agencies.

Article 1. Subsidize Covid-19 examination and treatment costs to members of overseas Vietnamese agencies as follows:

1. Objectives

In order to ensure fairness in implementing guidelines and policies of the Party and State; comply with the provisions of the law on the prevention and control of group A infectious diseases, ensure that members of overseas Vietnamese agencies can rest assured to stay in the locality, continue to well perform their assigned tasks, promptly and effectively implement guidelines and decisions of the Government in the prevention and control of the COVID-19 pandemic, promote international cooperation, external information in epidemic prevention and control; heighten the active role, prestige and responsibility of Vietnam with the international community; contribute to remote country protection.

2. Eligible entities:

a) Members of overseas Vietnamese agencies (officials and public employees, employees on payroll of the state budget; commissioned officers, professional soldiers, public employees and employees receiving on payroll of the state budget working in the armed forces), sent by competent authorities to work for a term at overseas Vietnamese agencies in accordance with law.
