Article 3. Organizations of implementation

1. Competent agencies, organizations and individuals shall strictly implement provisions of the Law on promulgation of legislative documents to ensure the legality, accuracy and completeness of documents used on bills and drafts by using clear legislative techniques. Unqualified bills or drafts shall not be submitted. Avoid delay in documents submission; clearly identify the reason and the responsibility of each agency, organization and individuals in failing to complete the assigned tasks in the Program for development of laws and ordinances and report to the National Assembly.

2. The agencies in charge of drafting, revision, supervising and other relevant agencies shall take the responsibility of providing adequate information, supporting documents for the delegates to the National Assembly to promptly access and make comments on bills and drafts and therefore promote the role and responsibility of contributing to the formulation of laws and ordinances of both sides.

3. The Government shall allow sufficient time to discuss and comment on bills, drafts submitted to the National Assembly and the National Assembly Standing Committee; take responsibility of directing, urging and examining to ensure the quality and progress of bills and drafts; clearly define the responsibility of relating units and take actions against heads of units, organizations that fail to fulfill their duties; fully collect comments and regulate the participation of relevant units to ensure the quality of comments. The Government shall report conflict opinions from those of the Standing Committee offered during the processes to the National Assembly for consideration and decision; ensure the elaborating documents promulgated are conformable with of ratified lawsoft, ordinances and resolutions.

4. The Ethnic Council and other Committees of the National Assembly shall closely work with agencies of approval, drafting and review; promote the responsibility of the standing members in Ethnic Council and Committees and whole staff of Ethnic Council and Committees in reviewing, absorbing and revising bills and drafts; monitor and urge the preparation of bills and drafts relating to their fields and supervise the implementation of such documents after being ratified, including supervising the issuance of detailing and guiding documents for the ratified ones.

5. Delegates of the National Assembly shall spend sufficient time and effort to research and consult opinions from relevant agencies, organizations, experts, scientists and individuals on draft legislation under their consideration; actively discuss and debate to complete the bills and drafts.

6. The Government, the Vietnam General Confederation of Labor and other relevant agencies, organizations, within their tasks and scopes, shall urgently prepare bills serving the purpose of implementing the Central Committee’s resolutions as planned; promptly review and propose addition to the Program for development of laws and ordinances in 2019 and 2020.

The National Assembly Standing Committee, the Government, ministries, organizations and relevant individuals shall closely cooperate to effectively implement this Resolution.
