APPROVING PLAN FOR APPLICATION OF INFORMATION TECHNOLOGY OF THE MINISTRY OF HEALTH FOR THE 2021-2025 PERIOD

Pursuant to the Government’s Decree No.75/2017/ND-CP dated June 20, 2017 on functions, duties, powers and organizational structure of the Ministry of Health;

Pursuant to the Government’s Decree No. 64/2007/ND-CP dated April 10, 2007 on information technology application in state agencies' operations;

Pursuant to the Government’s Decree No.76/NQ-CP dated July 15, 2021 on comprehensive program for state administrative reform in the 2021-2030 period;.

Pursuant to the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 introducing program for national digitalization by 2025 with orientations towards 2030;

Pursuant to the Prime Minister’s Decision No. 942/QD-TTg dated June 15, 2021 approving strategy for development of e-government towards digital government for 2021 - 2025 with orientations towards 2030;

HEREBY DECIDES:

Article 1. Promulgated with this Decision is the plan for application of information technology of the Ministry of Health for the 2021 - 2025 period (hereinafter referred to as “the plan”).

Article 2. This Decision takes effect from the date on which it is signed.

Article 3. Head of Office of the Ministry of Health (hereinafter referred to as “the Ministry Office”), Head of the Electronic Health Administration, Head of the Department of Planning and Finance, Chief Inspector of the Ministry of Health, Directors and General Directors of Departments, General Departments of the Ministry of Health, Heads of units affiliated to the Ministry of Health, Directors of Departments of Health of provinces and relevant organizations and individuals shall be responsible for the implementation of this Decision.

APPLICATION OF INFORMATION TECHNOLOGY OF THE MINISTRY OF HEALTH FOR THE 2021 - 2025 PERIOD
(Enclosed with the Decision No.5969/QD-BYT dated December 31, 2021 of the Minister of Health).

Part I

ASSESSMENT OF THE RESULT OF IMPLEMENTATION OF THE PLAN FOR APPLICATION OF INFORMATION TECHNOLOGY FOR THE PERIOD OF 2016-2020.

I. LEGAL ENVIRONMENT

The Ministry of Health strengthened the state management of the healthcare information technology; promulgated many legal documents, technical materials and guidelines on the application of information technology; developed the legal corridor for digitalization in health sector.

1. Perspective, institution and legal environment

The Ministry of Health promulgated E-Government Architecture of the Ministry of Health (version 1.0 in 2015, version 2.0 in 2019) to enhance the ability to connect, interconnect, share and reuse information, synchronous information infrastructure; the direction of application of information technology to administrative reform, successful and effective deployment of online public services.

The Ministry of Health promulgated many legal documents and guiding documents as the basis for medical digitalization, including:

- Circular No. 48/2017/TT-BYT dated December 28, 2017 of the Ministry of Health prescribing transfer of electronic data used in management and payment of covered health care costs.

- Circular No. 54/2017/TT-BYT dated December 29, 2017 of the Ministry of Health on criteria for assessment of information technology application at health facilities.

- Circular No. 46/2018/TT-BYT dated December 28, 2018 of the Ministry of Health prescribing electronic medical records.

- Decision No. 4210/QD-BYT dated September 20, 2017 of the Ministry of Health providing for output data standards and formats used in management, assessment and payment for medical services covered by health insurance fund; Decision No. 5349/QD-BYT dated November 12, 2019 of the Ministry of Health approving plan for deployment of electronic health records; Decision No. 5454/QD-BYT dated September 10, 2018 of the Ministry of Health approving plan for deployment of electronic health statistics;

The Ministry of Health is the first authority having a relatively complete circular on digitalization in medical examination and treatment sector.

2. Scheme and plan for healthcare information technology

To implement the Resolution No 20-NQ/TW dated October 25, 2017 of the 6th Meeting of the 12th Central Committee on enhancement of citizens’ health protection, care and improvement in new situation, the Ministry of Health has formulated the following plans and projects:

- Decision 1624/QD-BYT dated March 6, 2018 of the Minister of Health on action plan of the Ministry of Health for the implementation of Resolution No. 20-NQ/TW dated October 25, 2017 of the 6th Meeting of the 12th Central Committee on enhancement of citizens’ health protection, care and improvement in new situation;

- Decision No. 4888/QD-BYT dated October 18, 2019 of the Ministry of Health introducing the scheme for application and development of smart healthcare information technology for the 2019 - 2025 period;

- Decision No. 6111/QD-BYT dated December 29, 2017 of the Minister of Health approving the scheme for the deployment of application of information technology at the health stations of communes in the period 2018-2020;

- Decision 5252/QD-BYT 2019 dated November 5, 2019 of the Minister of Health on deployment of online public services at level 4 for 3 administrative procedures in the medical equipment sector.

- Develop a 5-year plan, an annual plan, a plan for implementation of e-Government, key tasks and measures for the development of E-government in the period of 2019 - 2020 with orientation towards 2025.

- Grassroots healthcare: Decision No. 3532/QD-BYT dated 12/08/2020 on guidelines for the development and implementation of the system of information on management of the health stations of communes; Decision No. 6764/QD-BYT dated November 8, 2018 approving the training program for “Skills of application of basic information technology and use of the software of statistics on electronic health " for medical staffs at the health stations of communes who participate in the implementation of the pilot models of the health stations; Decision No. 198/QD-BYT dated January 13, 2021 on standard list of data formats connecting and interconnecting between grassroots healthcare and platform V20.

- Assessment of application of IT: Decision No. 3219/QD-BYT dated July 31, 2015 on 06 forms of reports on the situation of application of IT in the health sector; Decision No. 7562/QD-BYT dated December 29, 2016 on 05 sets of indicators of readiness for application of IT in the health sector.

- Information security and common standards: Decision No. 4159/QD-BYT dated October 13, 2014 on protection of the safety of electronic medical information at the units in the health sector; Decision No. 4494/QD-BYT dated October 30, 2015 on the process of response to the incidents of information safety and security at the units in the health sector; Decision No. 4495/QD-BYT dated October 30, 2015 on guidelines for the development of rules on safety and security at the units in the health sector; Decision No. 2035/QD-BYT dated 12/06/2013 on the technical list of IT in the health sector.

Direction and instruction on the implementation of cashless payment according to Decision No. 241/QD-TTg dated February 23, 2018 of the Prime Minister and the Government’s Resolution No. 02/NQ-CP dated January 1, 2019: The Ministry of Health promulgated Directive No. 12/CT-BYT dated October 2, 2019 on promotion to cashless payment for medical services and professional documents on instructions for the units.

II. TECHNICAL INFRASTRUCTURES

- Average rate of computers/CBCC: 100%.

- Rate of affiliates that have LAN, WAN and high-speed internet connection: 100%.

- The Ministry of Health focused on formulation of a national health data center, investment in server room infrastructure; formulation of integration architecture for national information systems; completion of the system of online public service at level 4; operation of the system of electronic health statistics and electronic health records,...

- Most health facilities shall have the server rooms in order to serve daily activities of the units. Medical examination and treatment facilities shall maintain connection between the system of the medical examination and treatment information with the system of health insurance verification and payment of Vietnam Social Security.

- Develop software systems (HIS, LIS, RIS/PACS, EMR) according to domestic and international standards to ensure interoperability, data sharing and interoperability with all existing equipment in medical examination and treatment facilities (hematoscope, diagnostic medical imaging equipment, interactive screens, personal hand-held equipment, ...) in order to improve automation; identify patients via barcodes, sensors and RFID

- The Ministry of Health used the dedicated data transmission network of the Party authorities and the State for some important systems, including the document management system and the documents on work.

1. Data interconnection and sharing platforms of the Ministry of Health.

a) Connect and share data on the Public Service Portal of the Ministry of Health and the National Public Service Portal.

b) Connect the electronic portal, public service portal, electronic single window information system of the Ministry of Health with the system of collection and assessment of the use of information and online public services of the Ministry of Information and Communications .

c) Connect online public service software with the National Single Window Portal, implement the national single window mechanism and the ASEAN single window mechanism.

2. Shared platform systems of applications of the Ministry of Health

a) Electronic document management and administration system of the Ministry of Health's (V.Office) that had connection, interconnection, provision and receipt of electronic documents via the national documentation system; met the requirements for sending and receiving documents in agencies under the Ministry of Health, Government Offices, central authorities, local authorities and units.

b) Electronic single window information system and public service portal of the Ministry of Health that has been built and connected with the national public service portal.

c) Central and local electronic health record system.

2. The hospitals developed electronic medical records (EMR), research information systems - picture archiving and communication system (RIS-PACS).

V. APPLICATIONS, SERVICES

1. 1. Current situation of IT applications and services serving internal operations of agencies and units

The Ministry of Health created and used the following applications and services:

- Web portal of the Ministry of Health that was interconnected with full functions according to regulations. It was capable of collecting data from other systems (V.Office), digitally signing electronic documents, managing documents on work; public service portal and shared document system in the health sector.

- Official email system that provides accounts for all officials, public employees and employees of the Ministry of Health, central units and local authorities for the purpose of work exchange.

- Data interconnection information system serving management of the Ministry of Health.

- Health statistical information system that provides data for local authorities and units for the purpose of making of health statistics yearbook.

2. Current situation of IT applications and services serving people and enterprises

- Over the past time, according to the direction of the Government, the Ministry of Health applied healthcare IT to administrative reform in order to save time and costs, facilitate settlement of administrative procedures of the Ministry of Health for people and enterprises; at the same time, support modernization and transparent declaration of the activities of the Ministry of Health on cyberspace, gain the satisfaction of people and enterprises with state agencies On June 30, 2020, the Ministry of Health declared that all administrative procedures have been available online at level 4 completed 5 years ahead of schedule of the Government. The public service portal of the Ministry of Health launched in November 2019 with all online public services that were connected to public service portal of the Ministry of Health. There are 107 administrative procedures connected to the national public service portal and meeting the targets assigned by the Government.

- The Ministry of Health published the DrugBank to promote the digitalization of the pharmaceutical industry for the purpose of better management

- The Ministry of Health set up a Web Portal to publish the price of medical equipment. The provision of the price of medical equipment, medical device configurations, with orientation to the tender price of medical equipment bidding packages will assist health facilities that have demand on procurement of medical equipment in referring and making estimates to ensure transparency, equality and efficiency.

- There are 23 hospitals operating picture archiving and communication system instead of printing The medical staffs of hospitals located in Hanoi, Da Nang and TP. Ho Chi Minh used social networks for the purpose of interaction with patients.

3. Application of information technology to medical examination and treatment.

- The Ministry of Health shall focus on application of IT to medical examination and treatment. All hospitals have operated their hospital information systems (HIS). 99,5 % of medical facilities located in 63 provinces and cities in Vietnam have connected to the verification system of Vietnam Social Security.

- The implementation of the picture archiving and communication system (PACS) without printing film assist the hospitals and medical facilities to save time, costs, protect the environment and create digital resources. There are 17 hospitals successfully applying and notifying the use of electronic medical records instead of paper medical records According to the direction of the Ministry of Health, the hospitals are actively applying IT with a step-by-step roadmap to meet the criteria of Circular No. 54/2017/TT-BYT and Circular No. 54/2017/TT-BYT 46/2018/TT-BYT. In Vietnam, according to reports of 54/63 provinces and cities, there are a number of units reaching level 1 (40.4%); level 2 (32.2%); level 3 (21.4%); level 4 (4.8%); level 5 (1.1%); level 6 (0.1%) according to Circular No. 54/2017/TT-BYT.

- Telemedicine has also considerable development. In addition, the hospital information technology system gradually contributes to development of the health sector.

The Ministry of Health promulgated the Decision No. 2628/QD-BYT dated June 22, 2020, approving the Scheme for remote medical examination and treatment for 2020-2025 and launched telehealth network connecting 1,000 medical facilities on 25/9/2020. At present, in Vietnam, all provinces and cities have already had hospitals that participate in the Scheme, in which Laos (02 hospitals) and Cam Pu-Chia (01 hospital) have registered as cottage hospitals. A number of hospitals/health centers located in remote areas, mountainous areas and islands have also registered for participation in the Scheme.

- Deployment of application of Robot: At the present, there are 4 great robots that are being applied to modern medicine, including Da Vinci robot, Renaissance robot, Makoplasty robot and Rosa robot An accurate, flexible and safe remote surgery system under the control of doctors shall bring many benefits for patients’ health. They have opportunities to receive healthcare with a lot of modern medical techniques There are a number of hospitals having robots, including: Viet Duc Hospital (2012, Renaissance robot), Vietnam National Children's Hospital (2014), Binh Dan Hospital (2016, Da Vinci robot), Bach Mai Hospital (2017, Mako and Rosa robot), Cho Ray Hospital (2017, Da Vinci robot).

- Application of artificial intelligence: This is the first time some hospitals have had pilot application of "cognitive computing" to support for the treatment of cancer at K hospital (2017), Phu Tho General Hospital (2018), Quang Ninh (2018); making of clinical decisions in hospital information systems; warning against drug interactions; consultation - chatbot; identification of voice in order to enter data into the hospital information system – that are researched by enterprises

There are some hospitals applying artificial intelligence to inspection of inpatient and outpatient treatment regimens; use of subclinical treatment and drugs with corresponding ICD codes; warning about drug interaction and use of drug).

Cooperate in developing Dr.Aid application, artificial intelligence (AI) application in order to support diagnosis of some lung diseases.

4. Application of IT to disease prevention and healthcare

The application of IT to health care and disease prevention has contributed to completion of the development of personal health records software, expanded vaccination software, drugbank, public health application, applications of COVID-19 prevention and control, etc.

The Ministry of Health promulgated the Decision No. 5349/QD-BYT dated November 12, 2019 on plan for implementation of electronic health records. According to this plan, there are many provinces and cities having initial implementation of the electronic health records of continuous and lifelong management of people's health; including Ba Ria – Vung Tau, Nghe An, Ha Tinh, Phu Yen, Binh Duong, Lam Dong, Nam Dinh, Thai Binh, Phu Tho ...

Develop a vaccination management software in the whole country. There were more than 6.2 million vaccinees that were managed. Apply applications to COVID-19 prevention and control, including N-COVI app, Vietnam Health Declaration app, Bluezone app and VOV doctor24 app. The National Steering Committee for Covid-19 prevention and control, the Ministry of Health and the Scheme for developing Vietnamese digital knowledge system launched Covid map (antoancovid.vn) on October 01, 2020 with utilities on the platform of Vietnam Digital Map (vmap.vn) that show the real time of the safety of COVID – 19 prevention and control of crowded facilities.

5. Other applications

Over the past time, the Ministry of Health has directed the development of many applications in the health sector, including the system connected to the medicine providers in the whole country; the system of management of information on non-communicable diseases; the system of management of data on people with HIV/AIDS infection or people who died due to AIDS in order to provide software of management and supervision of the quality of data and software that was deployed in the whole country; the system of management of the population and family planning in order to fully and promptly provide information and data on population and family planning for the purpose of the management and administration of the national target program on population and family planning at the management authorities and relevant sectors that contributes to planning for socio-economic development

VI. HUMAN RESOURCES

1. Ministry of Health

a) The Department of Information Technology, which was established on October 20, 2012 shall assist the Minister of Health to unify the management of application and development of IT in health sector; develop and apply IT to the operation of units and service providers of and affiliated to the Ministry of Health.

b) The Department of IT of the Ministry Office, which was established in 2005 shall ensure the application of universal IT of the Ministry and Departments, the Inspectorate and the Ministry Office. At the present, there are 7 IT staffs with undergraduate education or postgraduate education).

2. Units affiliated to the Ministry

There are many units having officials who are in charge of application of IT but most of them work on a part-time basis At the present, the facilities under the Ministry of Health and hospitals have set up a dedicated system of information technology. There are 95% of first-class and special-class hospitals having IT departments. The other units have set up dedicated departments of IT and IT staffs. Due to no specific training program for information technology in the health sector, there are a few expert staffs in the healthcare IT sector .

At most of the Department of Health, there are few IT staffs with undergraduate education. Most of them are officials of different departments (office, financial planning, ..)

1. The Ministry of Health shall be ranked B among 14 central authorities according to the assessment of the information security ranking in 2019 by the Ministry of Information and Communications.

2. Carry out the tasks on assurance about the four - class model of information security of the health data center according to regulations of the Directive No. 41/CT-TW of the Secretariat dated March 24, 2020.

3. Implement the information security according to regulations of the Prime Minister's Decree No. 85/2016/ND-CP on the security of information systems by classification and identify classification of information systems for a number of systems in health data centers.

4. Ensure information security according to regulations of the Directive No. 14/CT-TTg dated May 25, 2018 of the Prime Minister on improvement of the capacity for anti-malware.

5. Annually disseminate information and raise the awareness of information security for officials, public employees and workers at the units affiliated to the Ministry of Health, experts and lecturers of the Department of Information Security – the Ministry of Information and Communications, A05 – the Ministry of Public Security.

6. Cyberinformation security training and drills

a) The Ministry of Health shall regularly organize drills and training courses on information security for technicians of units of and affiliated to the Ministry.

b) the Ministry of Health shall appoint technicians to participate in domestic and international drills and training courses on information security according to regulations of the Decision No. 99/QD-TTg dated January 14, 2014 of the Prime Minister approving the Scheme for "Training and development of human resources in information safety and security by 2020".

- Decision No. 6085/QD-BYT dated December 30, 2019 of the Minister of Health on e-Government Architecture of the Ministry of Health, version 2.0.

- Decision No. 5316/QD-BYT dated December 12, 2020 of the Minister of Health on approving medical digitalization until 2025 with orientation to 2030;

II. GENERAL OBJECTIVES

Apply healthcare IT; ensure cyberinformation security; focus on digitalization in health sector; contribute to the development of modern, qualitative, equitable, efficient healthcare system with international integration; contribute to the administrative reform, the construction and development of e-Government and the digital Government; assist people to easily access to health information in order to use effective medical services and continuously protect, care and improve the citizens’ health.

II. SPECIFIC OBJECTIVES

1. Application of information technology to internal operations of state agencies

a) 80% of health information systems with sharing and connection with information shall be connected and interconnected via the data interconnection and sharing platform. The information on people and enterprises that has been digitized and stored in the national database shall not be re-provided.

b) 90% of documents on work of the Ministry of Health or the Department of Health and 80% of documents on work of the medical facilities of commune shall be processed in the cyberspace (except for those that are state secrets).

c) All units of and affiliated to the Ministry of Health shall use software of management of officials and public employees

dd) At least 80% of administrative procedures with financial obligations shall be provided in form of online payment. In which, the percentage of online payment transactions shall be 30% or more.

e) All general health statistics reports shall be made via the health statistics management software.

g) All health staffs shall use the Vietnam healthcare network.

h) All cases of vaccination shall be managed via the national immunisation management platform.

i) By 2025, complete institutions and legal frameworks in order to promote the digitalization, effectively serve the construction and development of the digital government, the economy and the society in health sector according to the Government's Decree No. 76/NQ-CP dated July 15, 2021 on introducing the general program for state administrative reform for the period of 2021 – 2030

2. Application of IT serving people and enterprises

a) All online public services at level 4 shall be interconnected to the national public service portal. 80% of level-4 online public services shall be provided on multiple means for the purpose of access (mobile equipment).

b) 80% of people and enterprises participating in the electronic government system of the Ministry of Health shall be undergone electronic identification smoothly and uniformly.

c) All administrative procedures shall be provided in form of level-4 online public services. There must be at least 90% of the people and enterprises who are satisfied with the handling of administrative procedures.

dd) The satisfaction of people and enterprises with administrative procedures shall be at least 90%.

3. Assurance about information security

a) All servers and workstations of units shall have anti-virus software.

b) All information systems of agencies and units shall have specific classifications of information security and measures for protection of information security.

c) Organize the drills of information security once a year for the units of health sector.

d) All units shall carry out and maintain the protection of information security for the information system according to the "4 class" model.

dd) All units shall periodically disseminate information and raise awareness of the leaders and employees of the units.

a) All hospitals shall develop electronic medical records and cashless payments. In which, all first-class and special-class hospitals shall replace paper medical records with electronic medical records.

c) 70% of hospitals shall provide telemedicine consultation and registration of online medical examination and treatment.

d) The proportion of people using the telemedicine consultation on mobile applications shall be 60%.

5. Application of information technology to people’s healthcare

a) All people shall have electronic health records connected to hospital information systems and management software systems of the heath stations of communes.

b) All communes shall use health station management software with full functions according to the regulations of the Ministry of Health. The software shall be connected with the ID health system, electronic health records and dedicated database.

- The health data center shall meet the growth of collection, storage and processing of health data (including DC-Datacenter and DR-Datacenter Recovery), structured, unstructured and big health data store

- Use identification authentication services via digital signatures at the Ministry of Health and medical facilities;

- Upgrade the technical infrastructure and information systems serving management and administration in the population-development.

c) Application of information technology to medical examination and treatment.

- Promote the use of hospital management and digitalization software according to the Circular No. 54/2017/TT-BYT dated December 29, 2017 of the Ministry of Health on criteria for application of information technology to health facilities

- Build and develop the hospital management software in order to manage the comprehensive hospital; connect and provide information for dedicated systems

- Enhance the use of electronic health records in all health facilities according to the roadmap specified in the Circular No. 46/2018/TT-BYT dated December 28, 2018 of the Ministry of Health on electronic health records;

- Set up a system for developing DRG; in which, make calculation unit of DRG at central and local units in order to collect data, classify diseases, calculate, control, apply information technology and provide training for officials.

d) Application of information technology to people’s healthcare

- Build, develop and maintain electronic health records connected to hospital information systems and health station management software systems;

- Set up the system for managing medical prescription and sale of drugs according to prescriptions in order to manage the medical prescription of each doctor at each facility, manage the connection between telemedicine, provision and distribution of prescription of the doctors of upper-level facilities to the patients of lower-level facilities, complete the management of sale of drugs according to prescription, produce statistics on the state of disease, the use of drugs or the actual situation of prescription of each facility or the entire health sector.

dd) Application of information technology to health reports and statistics.

- Set up the reporting information system of the Ministry of Health connected to national reporting information system;

- Develop and complete the 4-level health statistical software and develop the software in the whole country according to regulations of the Decision No. 5454/QD-BYT dated September 10, 2018 of the Minister of Health on development of electronic health statistics

6. Assurance about information security

a) Formulate, promulgate; regularly review and update plans, regulations on cyberinformation security in activities of agencies and organizations; establish and promulgate standards and regulations in the healthcare sector; apply the ISO/IEC 27000 standards to evaluation of quality control and information security system at the data center of the Ministry of Health; apply information technology to management of the risks of the administration in the health sector according to the TCVN ISO 31000.

b) Implement and apply the cyberinformation security management system according to international standards at the data center of the Ministry of Health, encourage the application of the system to the data centers and server rooms of the units of the health sector.

c) Build the Security Operation Center (SOC).

d) Regularly review, update and approve for the security level of information systems; develop, implement plans and invest in measures for information security to ensure the security of identified information systems by classification.

e) Review the current situation, strengthen the investment in equipment and hire professional services in order to improve the capacity to ensure information security, prevention of malicious code according to the concentrated model, give priority to the systems of online information provision and online public services serving people, enterprises and data center.

g) The unit that takes responsibility for information security of the Ministry shall periodically or irregularly carry out inspection or cooperate with an interdisciplinary inspectorate in inspection and assessment of information security of information systems of the health sector.

h) Develop and implement measures for assurance about the safety and security of health data and assessment of the risks of health data in cyberspace; plan for provision and backup of data in order to ensure continuous operation of agencies and organizations; get ready to restore normal operations of the system after the incidents of cyberinformation security occur.

i) Convert IPv4 to IPv6 for information technology systems of the units of the Ministry of Health.

j) Annually organize training courses or appoint full-time or part-time personnel who are in charge of information security/information technology to participate in training courses on management and techniques for information security

k) Annually organize the drills, training programs to ensure the cyberinformation security; the plans and scenarios in accordance with the reality for the full-time/part-time officials who are in charege of information security of the agencies, units and enterprises under their management.

l) Strengthen and improve capacity of the cyberinformation security incident response team and maintain the regular operation of the team; actively participate in the activities of the national cyberinformation security incident response network; strengthen the sharing and provision of information on cybersecurity incidents

m) Promote the dissemination of information in order to raise the awareness and provide basic skills in information security for officials, public employees and employees of the units in the health sector.

n) Ensure the proportion of expense on products and services of cyberinformation security that reaches at least 10% of the total of expense on implementation of annual and 5-year plans for application of information technology and projects on information technology;

a) Create guiding documents on medical digitalization, programs for digital communication and seminars on medical digitalization.

b) Promote the cooperation and training for 50 experts on digitalization in digital technology applied to healthcare, including healthcare IT standards, digital technology for big data, mobile data, artificial intelligence in the health sector in order to act as the core in the medical digitalization.

c) Select and provide training courses for at least 05 persons in each province or central-affiliated city to develop digital applications in the health sector, including electronic health records, health statistics, health station management software, hospital management system, electronic medical records, online medical examination and treatment consultation, online medical examination registration and cashless payment in the health sector. These experts shall continue to re-train the relevant officials in their agencies and organizations; become the core force in order to guide, organize and spread the process of digitalization in the health sector.

d) Provide training and re-training courses on medical digitalization for heads of units of and affiliated to the Ministry of Health and Departments of Health.

dd) Promote international cooperation, visit and study experiences, technology and models for development of medical digitalization in other countries in the world (including training, research, testing and investment, etc.). At the same time, enhance cooperation with institutes, schools and units in conducting domestic research and development in order to promote the digitalization in the health sector.

e) Take charge and cooperate with relevant agencies and organizations inside and outside the healthcare sector in training human resources for healthcare facilities in terms of the DRG management, payment and settlement system (including grouping system, surveillance system, data system and management system of DRG).

V. FUNDING

1. The Department of Planning and Finance shall synthesize investment demands and report the Ministry of Health. The Ministry of Health shall request the Ministry of Finance and the Ministry of Planning and Investment to allocate funding for implementation of projects and tasks according to this Plan; prioritize allocation of budget for implementation of key tasks and projects during 2021-2025 accordingly.

2. The service providers shall prioritize the use of funding from the allocated budget, service operation development funds of the units and other legal funding for the purpose of investment or hire of information technology service according to the proper and effective use of budget

VI. IMPLEMENTATION

1. Electronic Health Administration shall:

- Take charge and cooperate with relevant units in producing legislative documents, standards and regulations on healthcare IT; developing electronic health records, electronic health statistics, online public services system and modernized administration of the Ministry of Health.

- Take charge of building a health data center and a national health database.

- Instruct medical examination and treatment facilities to develop EMRs instead of paper medical records and cashless payment for hospital fees.

- Take charge and cooperate with the Department of Planning and Finance in applying IT to the system of payment for medical examination and treatment covered by health insurance.

2. Department of Planning - Finance shall:

- Take charge and cooperate with the Electronic Health Administration in formulating financial policies and mechanism for development and application of information technology to healthcare.

- Take charge of review and modification of the list of health statistical indicators and forms and reports at all levels. Cooperate with the Electronic Health Administration in making electronic medical statistics. Use the national health database to export data for planning and management of the health sector.

- Cooperate with the Electronic Health Administration in applying IT to the system of payment for medical examination and treatment covered by health insurance (service fees, capitation and DRG).

3. Office of the Ministry of Health shall:

- Take charge of upgrading the software of management and administration of electronic documents of the Ministry of Health, integrating digital signatures to promulgation of documents with orientation towards non-paper documents.

- Cooperate with the Electronic Health Administration in development of online public service portals and single-window electronic information systems of administrative procedures at the Ministry of Health.

- Cooperate with the Electronic Health Administration in development and implementation of the tasks on modernized administration and digital healthcare management at the Ministry of Health.

4. Department of Preventive Medicine shall:

- Take responsibility for applying healthcare IT to prevention of disease; monitoring and warning about epidemic in the whole country.

- Cooperate with the Electronic Health Administration in prevention of disease and smart healthcare.

Develop application of IT at their units and fields according to the assigned tasks and functions.

Make local plans, submit them to the President of the People's Committee of province for approval and implement the plans after they are approved according to the contents of the plan of the Ministry of Health, Departments of Health
