CANCELING THE FEES FOR THE GRANTING OF LICENSES AND PERMITS WHICH ARE CONTRARY TO THE LAW ON ENTERPRISES

THE MINISTER OF FINANCE

Pursuant to the Governments Decree No. 15/CP of March 2, 1993 on the tasks, powers and management responsibilities of the ministries and ministerial-level agencies;
Pursuant to the Governments Decree No. 178/CP of October 28, 1994 on the tasks, powers and organizational structure of the Ministry of Finance;
Pursuant to the Governments Decree No. 04/1999/ND-CP of January 30, 1999 on charges and fees belonging to the State budget;
Pursuant to the Prime Ministers Decision No. 19/2000/QD-TTg of February 3, 2000 on canceling licenses and permits which are contrary to the Law on Enterprises;
At the proposal of the General Director of Tax,

DECIDES:

Article 1.- To cancel the collection of fees for the granting of the following licenses and permits:

1. Fee for the granting of certification of environmental pollution control

2. Fee for the granting of certificate of qualifications for trading in discarded metal materials and scraps

4. Fee for the granting of certificate of qualifications for pawn service business

5. Fee for the granting of permit for movement of exploitation forces

6. Fee for the granting of permit for offshore fishing

7. Fee for the granting of license for fishery activities

8. Fee for the granting of license for breeding

9. Fee for the granting of certificate of registration of production of feeds for aquatic animals

10. Fee for the granting of certificate of mollusk harvesting

11. Fee for the granting of certificate of origin of mollusks

12. Fee for the granting of license for financial consultancy activities

14. Fee for the granting of license for the practice of postal and telecommunications service agency

15. Fee for the granting of license for agency for foreign express mail service companies

16. Fee for the granting of license for tourist transport business

17. Fee for the granting of certificate of establishments meeting food safety and hygiene standards

18. Fee for the granting of certificate of qualifications and conditions for setting up of private medical equipment and instrument establishments

19. Fee for the granting of license for waterway transport

20. Fee for the granting of license for building and repair of transport means

21. Fee for the granting of license for maritime activities

22. Fee for the granting of license for maritime service business activities

25. Fee for the granting of license for modification of land-road motor vehicles

26. Fee for the granting of license for use of inland navigable water areas

27. Fee for the granting of certificate of construction practice

28. Fee for the granting of certificate of qualifications for veterinary drug trading

29. Fee for the granting of license for wood and forest product processing

Article 2.- This Decision takes effect as from February 3, 2000. To annul the regulations on charges and fees, which are contrary to this Decision.

Article 3.-

1. The ministries, the ministerial-level agencies, the agencies attached to the Government, the People’s Committees at all levels and the concerned agencies shall base themselves on the List of charges and fees, issued together with the Government’s Decree No. 04/1999/ND-CP of January 30, 1999 on charges and fees belonging to the State budget and the Prime Minister’s Decision No. 19/2000/QD-TTg of February 3, 2000 canceling licenses and permits which are contrary to the Law on Enterprises, to promptly cancel charges and fees, which have been respectively set by themselves and are currently collected in contravention of regulations.
