INTRODUCTION OF A GENERAL ACTION PROGRAM FOR IMPLEMENTATION OF THE GOVERNMENT’S RESOLUTION NO. 120/NQ-CP DATED NOVEMBER 17, 2017 ON SUSTAINABLE AND CLIMATE-RESILIENT DEVELOPMENT OF THE MEKONG DELTA

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Government’s Resolution No. 120/NQ-CP dated November 17, 2017 on sustainable and climate-resilient development of the Mekong Delta;

At the request of the Minister of Natural Resources and Environment,

HEREBY DECIDES:

Article 1. A general action program for implementation of the Government’s Resolution No. 120/NQ-CP dated November 17, 2017 on sustainable and climate-resilient development of the Mekong Delta is introduced together with this Decision.

GENERAL ACTION PROGRAM

FOR IMPLEMENTATION OF THE GOVERNMENT’S RESOLUTION NO. 120/NQ-CP DATED NOVEMBER 17, 2017 ON SUSTAINABLE AND CLIMATE-RESILIENT DEVELOPMENT OF THE MEKONG DELTA
(Enclosed with the Prime Minister’s Decision No. 417/QD-TTg dated April 13, 2019)

In order to implement the Government’s Resolution No. 120/NQ-CP dated November 17, 2017 on sustainable and climate-resilient development of the Mekong Delta (hereinafter referred to as “the Resolution No. 120/NQ-CP”), the Prime Minister hereby introduces a general action program for the implementation of the Resolution No. 120/NQ-CP. To be specific:

I. PURPOSES AND REQUIREMENTS

The general action program (hereinafter referred to as “the Program”) specifies main tasks and solutions that need to be implemented in each period in order for ministries, provinces and central-affiliated cities in the Mekong Delta and Ho Chi Minh City to focus on directing, formulating and executing specific programs, projects and solutions to completely and effectively accomplish the tasks and objectives set forth in the Resolution No. 120/NQ-CP.

2. Requirements

Tasks and solutions set forth in the Program shall be completed in a targeted manner. A roadmap for execution and time limit for completion thereof should be in place to ensure the feasibility, effectiveness and contents of the Resolution No. 120/NQ-CP. Based on the tasks and solutions specified in the Program, ministries, provinces and central-affiliated cities in the Mekong Delta and Ho Chi Minh City shall develop and perform specific and detailed tasks and incorporate climate change-related contents into the tasks that have been and are being performed.

II. TASKS AND SOLUTIONS

The general action program sets forth 6 groups of main specific tasks and solutions, including: (1) reviewing, completing and supplementing mechanisms and policies; (2) updating and systematizing cross-sectoral data, and intensifying baseline surveys; (3) formulating planning and organizing territorial space; (4) developing a climate-resilient rational economic structure; (5) investing in and developing infrastructure; and (6) developing and mobilizing resources. To be specific:

1. Reviewing, completing and supplementing mechanisms and policies

Review and complete mechanisms and policies so as to prevent the overlapping and lack of cooperation in the state management, which have weakened the comprehensive regional power. Give a focus on cross-sectoral and inter-regional mechanisms and policies on sustainable and climate-resilient development of the Mekong Delta in the immediate future and post-2020 period.

a) Formulate a mechanism for cooperation, supervision and evaluation of the progress and effectiveness of the Program.

b) Review and evaluate the mechanism for piloting regional coordination under the Prime Minister’s Decision No. 593/QD-TTg dated April 06, 2016, submit solutions for completing the mechanism for coordination and development of the Mekong Delta, including the establishment of a regional coordination council to the Prime Minister.

d) Review and revise the land policies to facilitate development of large-scale agricultural production in a highly competitive, effective and sustainable manner.

dd) Review and complete the mechanisms and policies to promote the application and transfer of science and technologies, especially high technologies, to agricultural production.

e) Review and complete the mechanisms and policies to develop urban areas and rural settlements in a manner that is appropriate to the natural ecological characteristics and conditions of each area, settlement and ecological sub-region resilient to climate change and sea level rise.

g) review and complete the incentive policies on socio - economic development in the areas inhabited by ethnic minorities, especially the Khmer, and provision of training to ethnic minority officials in the Mekong Delta.

2. Updating and systematizing cross-sectoral data and intensifying baseline surveys

The updating and systematization of cross-sectoral data and intensification of baseline surveys aim to complete and unify the management of the cross-sectoral data system and promote baseline surveys to fully update information and data on the whole region, serve the formulation of territorial space planning, develop a rational economic structure and planning for sustainable and climate-resilient development of the Mekong Delta.

a) review, update and build specialized and cross-sectoral database of the Mekong Delta to serve the resilience to the climate change and connection with the Mekong River Commission’s database; build an inter-regional integrated data center in the Mekong Delta.

b) Intensify baseline surveys on natural resources and environment with a view to supporting the natural disaster, landslide and subsidence forecasting and preparedness in the Mekong Delta.

c) Upgrade and modernize natural resources and environment observation, monitoring, warning and forecasting systems.

3. Formulating planning and organizing territorial space

Review and evaluate the implementation of sectoral and local development planning available in the Mekong Delta and formulate comprehensive planning for sustainable and climate-resilient development of the Mekong Delta according to regulations of the Law on Planning. Replace the phrase “sống chung với lũ” (“living with floods”) in the new planning with “chủ động sống chung với lũ” (“proactively living with floods, brackish water and saltwater”); organize the regional territorial space towards establishing ecological sub-zones to orient the development of economy, agriculture and infrastructure; organize and develop urban areas and rural settlements in a manner that is appropriate to the characteristics of natural ecosystem and specific conditions of each area, settlement and ecological sub-zone.

a) Review the sectoral and local development plannings of the Mekong Delta so as to maintain the link and consistency among regional plannings within a territory.

b) Formulate and organize the implementation of the comprehensive planning for sustainable and climate-resilient development of the Mekong Delta by 2030 with a vision toward 2050 by incorporating approved sectoral and local development plannings in accordance with regulations of the Law on Planning.

c) Review and modify detailed plannings and formulate provincial planning in the 2021-2030 period in conformity with the comprehensive planning for sustainable development of the Mekong Delta in accordance with regulations of the Law on Planning and relevant special legislation.

4. Developing a climate-resilient rational economic structure

Developing a sustainable and climate-resilient economic structure serves as a pivotal role in realizing the viewpoint: turning climate change challenges into opportunities. Specific tasks shall be performed by shifting the way of thinking from the subsistence agriculture to development of agricultural economy following a new and diverse model, thereby meeting the market requirements against the backdrop of climate change.

The regional economy shall be fundamentally changed, ranging from production models, production practices, livelihood, lifestyle and residential network to each household. Develop a diversified and high-quality agricultural economy, develop new rural areas in association with the development and application of high, clean and organic technologies; proactively live with floods and adapt to regional natural characteristics; effectively extract and use brackish water and saltwater; respond to natural disasters such as storms, floods, droughts and saltwater intrusion. Consider water resources as a key factor as the basis for formulation of regional development strategies, policies and plannings.

A criterion is established: Building ecosystem-based transformation models appropriate to local natural conditions, biodiversity, culture, people and natural laws. The transformation of production models requires a long-term vision toward increasing economic efficiency, reducing vulnerability to risks and paying attention to the conservation of the region’s cultural and historical values, biodiversity and ecological environment.

a) Develop an agricultural production structure according to the three focuses: fish - fruit trees - rice in association with ecological sub-zones.

b) Develop green industry with low emission and no harm to the natural ecosystem. Focus on developing renewable energy in association with forest development and coastal protection in the whole region.

c) Develop services and tourism into a strong economic sector by effectively exploiting potentials and advantages in natural and ecological conditions, cultural features and people in the Mekong Delta.

5. Investing in and developing infrastructure

Infrastructure investment and development projects must be set up in a uniform, inter-regional, cross-sectoral and targeted manner and an appropriate road map must be available. Give top priority to urgent works and works that are meant to boost the entire region's economy and necessary works dedicated to serve people's life; attach importance to structural and non-structural solutions.

Immediately carry out urgent tasks to prevent serious landslides and land subsidence along river banks and the coast. Strengthen the inspection, survey, formulation and approval of investment projects to be executed after 2020. To be specific:

a) Protect coastline, consolidate and upgrade sea dike system together with the irrigation system and embankments built to prevent coastal erosion; focus on immediately repairing seriously eroded river bank and coast sections. Build embankments to create space for growing mangrove forests; develop mangrove forests to protect river and sea dikes and develop ecological livelihood in association with forests.

b) Develop urban areas and rural settlements in a manner that is appropriate to the natural ecological characteristics and conditions of each area, settlement and ecological sub-region.

c) Upgrade and modernize the irrigation system serving natural disaster management, livelihood development and sustainable agricultural transformation, development and restructuring in the ecological sub-regions with a main focus on public-private partnership.

dd) Completely build the transport infrastructure system with priority given to traffic works in inundation-prone areas and works serving the connection and transshipment with the aim of promoting multimodal transport in the Mekong Delta provinces; uniformly build and develop information and communications infrastructure, electricity supply, water drainage and supply and healthcare networks.

e) Invest in water supply and drainage and wastewater treatment systems, solid waste treatment facilities; speed up the recycling, reuse and generation of energy from waste in the Mekong Delta with a view to sustainable development.

g) Implement and draw experience from schemes on cooperation in sustainable development of the Mekong Delta sub-regions.

6. Developing and mobilizing resources

The tasks of developing and mobilizing resources include improving the awareness; and developing human resources; science and technology; finance and international cooperation. The formulation, approval and implementation of programs, plans and tasks must be carried out before 2020 and updated and further carried out in the 2021-2030 period.

a) Disseminate information to raise the awareness: carry out communication activities to raise the officials, enterprises and people’s awareness of opportunities got from transformation models with a view to sustainable and climate-resilient development of the Mekong Delta under the Resolution No. 120/NQ-CP.

b) Train and develop human resources: formulate and implement schemes to change career and create jobs for agricultural and rural employees towards specialization and professionalism; provide market information to and encourage the participation of enterprises; provide vocational training and develop human resources, especially high-quality human resources; renovate training programs; develop human resources for collective and cooperative economy.

c) Develop and apply science and technology: effectively realize key scientific and technological programs and tasks; give top priority to the provision of targeted and effective science and technology resources. Step up the research into environmental protection, natural disaster management and reduction of vulnerability and adverse impacts of climate change; perform key and urgent tasks to serve the production and natural disaster management and resilience to climate change; research, create, select and develop the region’s potential plant varieties, livestock and aquatic breeds; conduct researches to create new substitute materials serving leveling and construction in order to limit the removal of riverbed sand; design and execute the climate-resilient science and technology programs for the sustainable development of the Mekong Delta.

d) Mobilize and manage financial resources: speed up the mobilization of financial resources for the sustainable and climate-resilient development of the Mekong Delta ; increase the efficiency in utilization of funding sources and speed up the disbursement to ensure medium-term public investment capital is effectively used.

The Program shall be executed in four phases: from now to 2020, 2021-2030 period, 2031-2050 period and orientations towards 2100. To be specific:

A. FROM NOW TO 2020

In this period, the urgent tasks set forth in Resolution No. 120/NQ-CP will be performed. Priority will be given to addressing landslides along the coast and river and canal banks and land subsidence which occur in a rampant and serious manner; plan and design projects that require large-scale investment in the coming period in order to implement the regional socio-economic models in a sustainable and climate-resilient manner.

Key tasks in this period are to focus on reviewing mechanisms and policies, determining and submitting new policies on approval. Pilot economic transition models; carry out approved infrastructure construction investment activities. Give top priority to important investment projects aimed at changing the region’s economic models with a view to sustainable and climate-resilient development of the Mekong Delta. b) Review, formulate and complete the comprehensive planning for sustainable and climate-resilient development of the Mekong Delta by 2030 with a vision toward 2050 by adopting the integrated multisectoral approach; execute the approved programs and schemes. Review, update and complete the specialized and cross-sectoral database of the Mekong Delta ; formulate and approve schemes for intensifying baseline surveys on natural resources and environment and natural disaster management in the Mekong Delta ; upgrade natural resources and environment monitoring, supervision, warning and forecasting systems.

Execute communications programs and offer training courses; implement approved human resources development schemes and scientific and technological research projects.

B. 2021 - 2030 PERIOD

Based on results of the implementation of tasks and solutions from now to 2020, in this period, it is required to focus on realizing the approved projects and tasks as well as capital construction investment projects and tasks that require big funding sources. Tasks that need to be performed in the 2021-2030 period include implementing the mechanisms, policies and plannings formulated and approved from now to 2020; maintaining and updating the specialized and cross-sectoral database of baseline surveys on natural resources and environment of the Mekong Delta ; implement rational economic models that have been successfully piloted; continue to invest and develop infrastructure and develop and mobilize resources. Key tasks and solutions in the 2021-2030 period:

1. Draw experience and multiply successfully piloted economic transition models; build infrastructure according to the programs and projects approved in the first phase or to be approved in the second phase. Top priority should be given to important investment projects aimed at changing the region’s economic models with a view to sustainable and climate-resilient development of the Mekong Delta.

2. Continue to review, complete and supplement mechanisms and policies: implement mechanisms and policies approved in the first phase.

4. Regarding the tasks of formulating planning and organizing territorial space: implement the comprehensive planning for sustainable and climate-resilient development of the Mekong Delta by 2030 with a vision toward 2050 by adopting the integrated multisectoral approach; execute the approved programs and schemes.

5. Regarding the tasks of developing a rational and climate-resilient economic structure: draw experiences and multiply successfully piloted agricultural production restructuring models according to the three focuses: fish - fruit trees - rice in association with ecological sub-regions. Continue to carry out tasks to develop a rational agricultural economic structure to maintain the link in the supply chain and deep participation in the global value chain. Focus on processing industry and industries supporting agricultural economy. Carry out the tasks of developing green industry and renewable energy; develop tourism and services according to the natural characteristics, ecology, culture and people, multiply tourism service development models and open new nature reserves.

6. Regarding the infrastructure investment and development tasks: invest in projects specified in the plannings and plans according to the approved roadmap and projects, especially focus on drawing experiences and multiplying models successfully piloted in the previous period.

7. Regarding the tasks of developing and mobilizing resources: continue to execute communications programs and offer training courses; implement human resources development schemes and scientific and technological research projects that have been approved. The mobilization of financial resources serving as one of the key priorities in this period includes the mobilization of funds for the sustainable development of the Mekong Delta.

C. ORIENTATION FOR THE 2031 - 2050 PERIOD

In this period, continue to effectively implement the tasks, solutions, programs, projects and tasks from now to 2020 and in the 2021-2030 period, and make appropriate revisions thereto to ensure that by 2050 the Mekong Delta will become an agricultural zone providing high-quality commodities together with services and eco-tourism and a moderately good developed region in terms of its social organization, economy and infrastructure network resilient to climate change and water resources conditions and safe from natural disasters.

Gradually industrialize the commodity chain-based specialized agriculture appropriate to local soil, floods, droughts, salinization, lack of freshwater and climate change scenarios in each sub-region; complete infrastructures to facilitate connection with domestic and international markets. Major investment decisions should be made after consulting relevant parties, by focusing on serving the development of specialized agricultural zones to provide high-quality commodity products in combination with services and eco-tourism and after assessing costs, benefits and relevance to social organization, soil, water resources and climate change in the region.

D. ORIENTATIONS TOWARD 2100

In this period, receive and develop the outcomes of the tasks and solutions for the period before 2050, including in-depth development of agriculture production models aimed at providing high-quality commodities. The Mekong Delta’s products will become prestigious and highly competitive brands in the world and appropriate to the region’s climate, land and soil. Service and eco-tourist zones will become attractive destinations for foreign tourists and be included in the high-quality tourist chain of the Mekong River region. By 2100, the Mekong Delta will become an economic center of the Mekong River region with advanced social organization, economy and climate-resilient infrastructure network. Specific tasks for the 2051 - 2100 period will be added upon revision to the Program in the next period.

1. The Ministry of Natural Resources and Environment shall:

- take charge and cooperate with the National Committee on Climate Change, relevant ministries, People’s Committees of provinces and central-affiliated cities in the Mekong Delta and People's Committee of Ho Chi Minh City in supervising the execution of the Program; regularly review, report and propose necessary measures for uniform and effective execution of the Program to the he Government, Prime Minister and National Committee on Climate Change.

- take charge and cooperate with the Ministry of Planning and Investment in supervising and assessing the execution of the Program; promptly notify and introduce solutions to difficulties that arise during the execution at central and local levels to the Government and Prime Minister to ensure that the Resolution and Program are implemented on schedule, thereby offering benefits to the people.

- execute the Program and carry out tasks as assigned.

2. The Ministry of Planning and Investment shall:

- take charge and cooperate with ministries and relevant authorities in formulating a comprehensive planning for sustainable and climate-resilient development of the Mekong Delta by 2030 with a vision toward 2050 under the Law on Planning, and submit it to the Prime Minister for approval before the third quarter of 2020.

- cooperate with the Ministry of Natural Resources and Environment in carrying out supervision and assessment of the execution of this Program.

- take charge and cooperate with the Ministry of Finance in reviewing and incorporating investment projects into the medium term and annual public investment plans in order to perform tasks within the state budget capacity and in accordance with relevant regulations of law.

- execute the Program and carry out tasks as assigned.

4. Ministers, heads of ministerial agencies, heads of Governmental agencies, People’s Committees of provinces and central-affiliated cities in the Mekong Delta and People's Committee of Ho Chi Minh City shall:

- provide resources for performing the tasks mentioned in the enclosed list of schemes, programs, projects and tasks, ensuring required quality and progress.

- Review the Mekong Delta’s approved sectoral development plannings to maintain the link and consistency among regional plannings within a territory; propose planning contents to be incorporated into the comprehensive planning for sustainable and climate-resilient development of the Mekong Delta by 2030 with a vision toward 2050 in accordance with regulations of the Law on Planning.

- Take charge of reviewing, revising formulating detailed plannings as assigned in conformity with the comprehensive planning for sustainable and climate-resilient development of the Mekong Delta by 2030 with a vision toward 2050; develop planning contents as assigned so that they are incorporated into the comprehensive planning for sustainable and climate-resilient development of the Mekong Delta by 2030 with a vision toward 2050 in accordance with regulations of the Law on Planning.

- Speed up the supervision and dissemination of information during the performance of assigned tasks.

- prepare annual reports on progress of tasks being currently performed, results of completed tasks and tasks that failed to be completed as scheduled and reasons therefor and before December 15, submit them to the Ministry of Natural Resources and Environment, which will submit a consolidated report to the Government and Prime Minister.

Based on the approved general action program for implementation of the Government’s Resolution No. 120/NQ-CP dated November 17, 2017 on sustainable and climate-resilient development of the Mekong Delta, ministries, ministerial-level agencies, governmental agencies, People’s Committees of provinces and central-affiliated cities in the Mekong Delta and People’s Committee of Ho Chi Minh City that are assigned tasks, schemes and projects shall develop detailed contents and make cost estimates in accordance with applicable regulations of law and submit them to a competent authority to form the basis for determining and providing funding as prescribed by the Law on State Budget. Ministries and local authorities shall include funding for realization of tasks, projects and schemes in their annually given budget estimates within their jurisdiction./.
