DECISION

APPROVING SCHEMES FOR PROVISION OF TRAINING AND ADVANED TRAINING FOR PRESCHOOL TEACHERS AND MANAGERS DURING 2018-2025

PRIME MINISTER

Pursuant to the Law on Government organization dated June 19, 2015;

Pursuant to the Law on Officials dated November 13, 2008;

Pursuant to the Law on Public Employees dated November 15, 2010;

Pursuant to the Law on Education dated June 14, 2005 and the Law on amendments to the former Law dated November 25, 2009;

Pursuant to Resolution No.44/NQ-CP dated June 09, 2014 of the Government promulgating the Government’s action program on implementation of Resolution No.29-NQ/TW dated November 04, 2013 in the 8th Conference of the 11th Central Executive Committee regarding fundamental and comprehensive renovation to education and training for satisfying requirements for industrialization and modernization in the socialist-oriented market economy conditions and international integration;

Pursuant to Decision No.1677/QD-TTg dated December 03, 2018 of the Prime Minister approving the scheme for developing early childhood education in the period of 2018-2025;

At the request of Minister of Education and Training,

HEREBY DECIDES:

Article 1. Approving the scheme for provision of training and advanced training for preschool teachers and managers during 2018-2015 (hereinafter referred to as "the scheme") with the main following contents:

I. OBJECTIVES

1. General objectives

Provide training and advanced training for preschool teachers and managers to make sure they meet standards for professional knowledge and skills and quality in order to satisfy requirements for renovation to preschool training programs; provide training and advanced training for lecturers and managers in institutions providing training for preschools teachers and managers for the purpose of contributing to fundamental and comprehensive renovation to education and training.

2. Particular objectives

a) During 2018-2020

+ Provide refresher courses to make sure at least 70% preschool teachers gain a college degree in preschool education or higher and 80% preschool teachers meet professional standards for teachers; provide training for additional teachers and replace retired teachers according to the number of preschool children and number of teachers required in reality; 

+ Ensure that 100% key preschool teachers and managers are trained to improve their capacity to assist their colleagues in self-study and self-improvement of professional knowledge and skills in a regular and continuous manner and implement the preschool education program; 100% preschool teachers and managers are trained for enhancing professional competency as required in professional standards applied to preschool teachers and principals.

- Provide training and advanced training for lecturers and education managers in teacher and education manager training institutions (including preschool teacher training schools, faculties and departments):

+ Ensure that 100% lecturers and education managers are trained to meet the required professional skills

+ Ensure that 100% lecturers and education managers are trained to improve their teaching and management capacity and proficiency in foreign languages and information technology.

- Ensure that 100% preschool teachers and managers are trained and granted a certificate according to standards for teacher positions before they are appointed to the corresponding position.

- Ensure that100% preschool teachers and managers are trained and granted a certificate of education manager before they are appointed as education managers.

b) During 2021-2025

- Provide training and advanced training for preschool teachers and managers. To be specific:

+ Ensure that 100% key teachers and manager in preschools are trained to enhance their capacity for assisting others in self-study and self-improvement of professional knowledge and skills in a regular and continuous manner with the aim of reaching the professional level of teachers in ASEAN developing countries; 100% preschool teachers and managers receive advanced training for enhancing professional competence required in new professional standards for teachers and principals.

- Provide training and advanced training for lecturers and education managers in teacher and education manager training institutions. To be specific:

+ Ensure that 100% lecturers and education managers are trained to meet professional competence standards of which 40% satisfy professional standards, 30% gain a university degree in teaching and 8% college teachers obtain a doctor degree;

+ Ensure that 100% lecturers and education managers are provided with advanced training to improve their teaching and management capacity and proficiency in foreign languages and information technology.

II. DUITES AND IMPLEMENTATION SOLUTIONS

1. Renovate methods for communications, management of training and advanced training provided for preschool teachers and managers

a) Promote dissemination on policies of the Party and State on provision of training and advanced training for preschool teachers and managers to gain assent and support from the community;

b) Increase application of information technology in management of training and advanced training provided for preschool teachers and managers according to professional standards; establish and upgrade the software for management of training and advanced training database serving self-study and self-training of preschool teachers and managers;

c) Complete professional standards applied to teachers in the preschool education system; review and amend legislative documents related to training and advanced training provided for preschool teachers;

2. Enhance capacity of schools and faculties providing training for preschool teachers and managers

a) Provide advanced training to improve teaching skills for lecturers and managers in preschool education faculties and departments;

b) Select and appoint qualified pedagogical lecturers to attend scientific seminars for experience exchange or study or teach in regional or world preschool teacher training institutions;

c) Provide training to standardize professional competence for pedagogical lecturers as required or according to the planning suitable for the training sources and training subject;

d) Give assistance in establishment of a network of preschools for practice purpose

3. Renovate training given to preschool teachers and enhance the quality of advanced training provided for preschool teachers and managers

a) Renovate training programs and training curriculum for preschool teachers and managers (pay attention to training and advanced training in professional ethics, awareness of compliance with teacher ethic regulations, measures to practice and develop teaching methods) appropriate to Vietnamese Qualifications Framework, professional standards for preschool teachers and preschool principals in order to meet the requirements for renovation to early childhood education and international integration.  Make a reference to regional and international training program and training curriculum for teachers for the purpose of setting up a training program and curriculum for preschool teachers;

b) Carry out renovation to teaching methods and advanced training methods with the aim of enhancing capacity for self-study, self-research and self-improvement and improve professional competence of preschool teachers and managers.  In which, focus on renovation to the method for provision of advanced training and advanced training format to enhance professional competence of preschool teachers and managers in order to meet requirements of areas with severely poor socio-economic conditions, communes, districts and commune-level towns in mountainous areas, bordering areas, islands and areas with industrial parks, processing zones and residential areas.

c) Diversify learning formats such as direct instruction and e-learning in training and advanced training provided for preschool teachers and managers; and encourage preschool teachers and managers to practice their teaching in preschools during the training and advanced training;

dd) Promote scientific research in pedagogy schools and faculties, strengthen connection between training and scientific research; pay attention to study on teaching skills and early childhood education methods; develop, disseminate and share new knowledge and experiences gained from review and development of typical models of preschool teacher training;

e) Develop key preschool teachers and managers and top experts based upon their new functions and duties and enhance their proficiency in foreign languages, information technology, use of technological equipment in management of children care and advanced training provided for teacher’s colleagues.

4. Promote private sector involvement and international integration in provision of training and advanced training for preschool teachers and managers

a) Call for investment and assistance in provision of training and advanced training for preschool teachers and managers from domestic and foreign organizations and individuals;

b) Speed up implementation of autonomy policies, especially financial autonomy in development of the practice preschool system and set up a network of practice preschools for probationers to practice their teaching profession;

c) Develop programs for international cooperation in provision of training and advanced training for preschool teachers and managers. To be specific:

- Organize programs for exchange of students, pedagogical lecturers, preschool teacher and managers with other countries in the region and in the world;

- Provide short-term training, field study, exchange and share of experience for pedagogical lecturers and key preschool teachers and managers;

- Cooperate in setting up plans and programs for assistance in provision of advanced training for preschool teachers and managers, enhance professional competence and skills in preschool management and develop preschool education programs.

- Invite international lecturers and experts to participate in domestic teaching and send qualified teachers overseas for teaching cooperation;

- Hold international seminars on provision of training and advanced training for preschool teachers and managers; encourage participation in international seminars and conferences on training and advanced training provided for preschool teachers and managers.

III. FUNDING

1. Funding sources include:

a) Funding from state budget annually allocated for provision of training and advanced training for officials and public employees under regulations of the Law on State Budget in order to meet payments for renovation to training and advanced training for improving the training levels and professional standards applied to preschool teachers and managers;

b) Contributions from organizations and individuals other than the State's funding and other legal funding sources.

2. The financial plan for performing duties included in the scheme shall be prepared and implemented in compliance with provisions of the Law on State Budget, Law on Public Investment and current regulations on mid-term public investment plans and mid-term financial plans of the State.

IV. IMPLEMENTATION

1. The Ministry of Education and Training shall:

b) take charge and cooperate with relevant ministries in reviewing, studying, amending or requesting competent authorities to issue policies on provision of training and advanced training for preschool teachers and managers, lecturers and education managers in preschool teacher training institutions;

c) Carry out supervision, inspection and regular assessment of implementation of the scheme and send implementation results to the Prime Minister.

2. The Ministry of Planning and Investment and Ministry of Finance shall:

take charge and cooperate with relevant agencies in gathering and balancing development investment capital and non-business funding sources from central government budget for implementation in conjunction with national target programs, target programs and relevant schemes approved by competent authorities.  

3. The Ministry of Home Affairs shall:

take charge and cooperate with the Ministry of Education and Training in reviewing, studying and requesting competent authorities to issue policies on provision of training and advanced training for preschool teachers, lecturers and managers.

4. People’s Committees of provinces and centrally-affiliated cities shall

a) take charge of preparing plans for provision of training and advanced training for preschool teachers and managers in areas under management according to the scheme;

b) perform duties and adopt solutions included in the scheme depending on provincial conditions;

d) send periodic reports on summary of implementation results under the guidance of the Ministry of Education and Training;

5. Institutions providing training and advanced training for preschool teachers and managers shall:

a) determine demand for training and advanced training provided for preschool teachers and managers in each specific period depending on capacity and tasks assigned and cooperate in implementation to achieve the scheme's objectives.

b) establish organizational structure and operations of departments in teacher training schools which are given training/ advanced training tasks.

c) reinforce and increase human resources, material resources and facilities including equipment and information technology and other facilities in order to facilitate training and advanced training.

Article 2. This Decision comes into force from the day on which it is signed.

Article 3. Ministers, Directors of ministerial agencies and Governmental agencies, Chairpersons of People’s Committees of provinces and centrally-affiliated cities and relevant organizations and individuals shall take responsibility to implement this Decision./.
