DECISION

ON THE APPROVAL OF THE MASTER PLAN OF SON TRA NATIONAL TOURISM AREA IN THE CITY OF DA NANG BY 2025, WITH A VISION TOWARDS 2030

PRIME MINISTER

Pursuant to the Law of Government Organization dated June 19, 2015;

Pursuant to the Law of tourism dated June 14, 2005;

Pursuant to the Government’s Decree No. 92/2006/ND-CP dated September 07, 2006 and the Government’s Decree No. 04/2008/ND-CP dated January 11, 2008 on amendments to certain articles of the Government’s Decree No. 92/2006/ND-CP dated September 07, 2006 on the establishment, approval and management of master plans of socio-economic development;

Pursuant to the Government’s Decree No. 92/2007/ND-CP dated June 01, 2007 and the Government’s Decree No. 180/2013/ND-CP dated November 14, 2013 on amendments to certain articles of the Government’s Decree No. 92/2007/ND-CP dated June 01, 2007 on the implementation of certain articles of the Law of tourism;

Article 1. The master plan of Son Tra national tourism area in the city of Da Nang (hereinafter referred to as Son Tra National Tourism Area) by 2025, with a vision towards 2030, is approved. It primary contents include:

1. Location and scale

Son Tra National Tourism Area under planning is based on Son Tra peninsula in Tho Quang ward, Son Tra district, Da Nang city. The site approximates 4,439 ha and is located 10 kilometers northeast of the city’s downtown.

The centric tract developed into the national tourism area stretches for 1,056 ha.

2. Outlook on development:

a) Develop Son Tra National Tourism Area sustainably in line with the direction of socio-economic development of Da Nang City, the strategy and general plan for the development of Vietnam’s tourism, the general tourism development plan of the South Central coast and the general plan for the development of culture, family, gymnastics, sports and tourism of the Central Key Economic Zone by 2020, with a vision towards 2030, and other relevant sectors’ strategies and plans.

b) Develop Son Tra National Tourism Area by taking advantage of Son Tra Natural Reserve's marine and forest resources in a rational manner. Prioritize the development of ecotourism, sports tourism, luxurious marine wellness tourism for high spenders and cultural - religious tourism.

c) Develop Son Tra National Tourism Area to expedite the transformation of the local economic structure, spur the growth of other service industries, augment the people’s material and spiritual life, contribute actively to poverty eradication, stabilize local residents’ life, associate with the development of Non Nuoc - Ngu Hanh Son (Da Nang), Bac Hai Van, Lang Co bay (Thua Thien - Hue) and Hoi An city (Quang Nam).

d) Develop Son Tra National Tourism Area in line with the mission of national defense and security, island sovereignty retention, environment protection, biodiversity conservation, forest and marine resource preservation, and natural disaster prevention.

a) General objectives

Strive to develop Son Tra Tourism Area to meet the criteria of national tourism area by 2025 and to become Son Tra National Tourism Area for luxurious and spectacular ecotourism and wellness tourism in the South Central coast and across the country by 2030; make it a national essential destination of overland and maritime tourism.

b) Specific objectives

- Tourist target: Host 3.5 million tourists by 2025, of whom 180,000 sojourn and 2.7 million visit cultural and religious sites.

Host over 4.6 million tourists by 2030, of who 300,000 sojourn and more than 3.3 million visit cultural and religious sites.

- Total revenues from tourists’ spending (at current price): Attain VND 1,900 billion by 2025.  Attain VND 4,300 billion by 2030.

- Employment: Create directly more than 1,600 jobs by 2025. Create directly more than 2,800 jobs by 2030.

4. Primary direction of development

a) Visitor market development

- Pivotal domestic visitor markets: Hanoi and Ho Chi Minh city. Focus on the segments of ecotourism, luxurious marine wellness tourism, cultural and religious tourism.

b) Development of tourist products

- Main tourist products consist of ecotourism, luxurious marine wellness tourism, cultural and religious tourism, sports and extreme sports tourism.

- Auxiliary tourist products include heritage - historical - red tourism, sightseeing and other products associated with adjacent areas such as Ngu Hanh Son, Nam Hai Van, Ba Na, etc.

c) Functional zones of the national tourism area

- Develop 03 service centers and gateways to the National Tourism Area on three access routes to Son Tra peninsula: Ho Xanh - Bai But reception and accommodation center; the environment presentation and ecotourism center at the junction of the road to Ban Co peak and Yet Kieu street; and Tien Sa tourist service and restaurant center.

- Construct luxurious accommodation centers and clusters for wellness tourism: Ho Xanh - Bai But accommodation center; resort clusters in Bai Trem, Bai Rang, Ghenh Da - Mui Nghe, Bai Bac and extended Bai Bac, Tien Sa; the villa quarter to the southwest of Da stream and eco-hotel.  Attain about 1,600 hotel rooms by 2030;

- Develop functional areas for ecotourism, recreation, sports and sightseeing such as the traditional herb and flower garden, rose myrtle garden, animal rescue and semi-captive wildlife zoo, camping and public activity area, sightseeing spots, fishing areas, landscape, monuments and diving spots.

d) Management of national tourism area

dd) Investment

Mobilize all resources for the investment and development of Son Tra National Tourism Area in efficient manner. Such resources include subsidy from the state budget, tourism development support fund, finances from domestic organizations, enterprises, business entities and other domestic funding. Prioritize investments into functional areas according to the plan in order to develop technical facilities for tourism.

Prioritize investments in technical infrastructure according the annual apportionment of finances and state budget; build the brand name of national tourism area, develop human resources; conserve and promote natural and cultural values; protect tourism resources and adapt to climate change and sea level rise.

5. Solutions for the implementation of plans

a) Planning and plan management

- Conduct studies and plan the National tourism Area on general basis; scrutinize subdivision schemes and detailed plans of functional areas and constituent projects of the National Tourism Area with the focus on the development of ecotourism and aim at the luxury market.

- Manage the investment and construction of Son Tra National Tourism Area according to the approved plan, relevant management regulations and the laws.

b) Investment

- Spend rational portions of the budget on infrastructure; promote and build the brand name of the National Tourism Area; protect the environment, prevent natural disasters and adapt to climate change.

- Carry out practical measures to assure that investment projects proceed accordingly and on schedule.

c) Human resource development:

- Train, foster and develop human resources, particularly managerial personnel, tour guides and high-class employees.

- Transfer administrative technologies and improve tourism management personnel to be gradually assigned to manage luxury tourism facilities; implement national vocational skill standards to enhance the service quality of tourism facilities.

- Focus on heightening awareness in ecotourism, environment protection and communication skills for on-site workers.

d) Brand promotion and building for the tourism area

- Set up the professional and competent promotion system in the Management Board to make plans, connect with partners and conduct promotional activities in a unified, continuous and effective manner.

- Formulate and implement the promotional plan of Son Tra National Tourism Area in connection with the general tourism promotion plans of Da Nang city, South Central coast, Central key economic zone and East-West Economic Corridor; conduct differentiated marketing, target various markets for different tourism products.

- Create the brand recognition kit for Son Tra National Tourism Area; build the captivating, original and updated website of Son Tra National Tourism Area in line with brand names and markets.

dd) Development of markets and tourism products

- dd) Development of markets and tourism products:

+ Call for all economic entities’ investment and development of tourism products to bolster the private sector’s engagement in tourism development. Encourage the development of new and luxurious market-oriented tourism products; focus on enhancing the quality of tourism products to augment tourists’ experience.

+ Focus on developing diverse products of ecotourism and luxurious wellness tourism for different market segments.  Increase gradually the quality and diversity of the products of religious tourism, sports tourism, recreation, etc. Develop strongly the merchandise, souvenirs, handicrafts, natural specialties, etc.

- Market attraction:

+ For domestic visitors: Produce more information on ecotourism products; implement stimulative policies by season and rationally-priced package; produce more promotional information on primary and auxiliary tourist sites to gain recognition of essential wellness and maritime tourism products; promote information on unique products of Son Tra National Tourism Area in connection with those of Thua Thien - Hue and Quang Nam.

+ For international visitors: Attract eco-tourists from source markets, terminal markets, vital domestic markets of visitor transfer; development the market of international tourists for luxurious maritime wellness tourism, attract gradually free travelers by connecting with tourism products of Quang Nam and Thua Thien - Hue; regard highly online promotion and flight increase, open direct flight routes between Da Nang and pivotal source markets.

e)  Connection for tourism development

- Strengthen connections for tourism development by creating equitable and smooth mechanism for tourism development connections with other localities and tourist sites across the country for cooperative and mutual benefits; improve facilities for connection of tourism development, particularly the upgrade of the infrastructure that connect marine routes; innovate the connection and cooperation in tourism promotion, market exploitation and development, create and develop relevant products, train and develop personnel.

g) Protection of natural resources and environment

- Specify ecotourism routes and implement strictly the regulations on ecotourism and marine diving in the National Tourism Area and adjacent zones.

- Establish and operate effectively the environmental infrastructure of the National Tourism Area; heighten awareness in the environment.

- Implement regulations for strict control on visitors; formulate the plan for environment management and the impact assessment criteria, supervise and monitor regularly the impacts of Son Tra National Tourism Area’s tourism-related activities on the environment for rectification.

- Exercise the environment protection measures as per the legislation on environment protection and forest protection; encourage the incorporation of environment protection solutions in the design and construction of tourism facilities and ecotourism routes’ infrastructure; adopt the technologies that consume the least amount of non-renewable energy and water, recycle and reuse water, increase the consumption of renewable energy, etc. in tourism service centers.

- Increase investments in the protection and development of natural resources, the protection and development of local genetic resources in gardens, coral reefs, animal rescue and semi-captive wildlife zoo.

Organize tourism-related activities that likely affect the natural environment (e.g. trekking, forest hiking, camping, marine diving, etc.) only in authorized areas under permission and strict supervision of the Management Board of the National Tourism Area in adherence to the regulations on protection of natural resources and environment.

- Regard highly the assessment of the effects of climate change and sea level rise during the planning, design and construction of tourism facilities.

h) National defense and security

- Tourism investment and development projects in Son Tra only take in domestic finances. Construction projects thereof, particularly solid buildings, shall limit the height of construction to below 200 meters.

- Detail plans, designs and feasibility schemes require the Ministry of National defense’s review before approval and implementation.

- Establish the mechanism of information exchange for the enterprises, the Management Board of Son Tra peninsula, local authorities and relevant national defense and security agencies during the planning, investment, construction and organization of tourist activities.

- Set up facilities and implement the plan(s) of national defense and security and other measures against the situations that may ensue.

Article 2. Plan implementation

1. Ministry of Culture, Sports and Tourism:

a) Lead or cooperate with the People’s Committee of Da Nang city in formulating and reviewing the general and detailed plans of functional areas and tourist spots inside the national tourism area.

b) Cooperate with ministries, bodies and the People’s Committee of Da Nang city in conducting the missions concerning the tourism area’s operations (product development, promotion, personnel development, etc.).

c) Cooperate with the People’s Committee of Da Nang city in amending the portfolio of investment projects and in mobilizing investments.

2. Ministry of Planning and Investment and Ministry of Finance shall be responsible for summarizing and apportioning subsidies partly from the state budget for the implementation of the plan as per the Law of state budget and relevant documents.

3. Relevant ministries and bodies shall intra vires cooperate with the Ministry of Culture, Sports and Tourism and the People’s Committee of Da Nang city in implementing the plan.

4. People’s Committee of Da Nang city

a) Propagate the plan; formulate schemes to implement the plan; propose to competent authorities the essential amendments during the implementation of the plan;

b) Improve the structure and operation of the Management Board of Son Tra peninsula and Da Nang city’s beaches for the management of the National Tourism Area.

c) Formulate and review the general plan of the tourism area, schemes and projects inside the National Tourism Area.

d) Apportion actively the funding for the development of technical infrastructure, tourist facilities and tourism-oriented environmental infrastructure, combine the investment in tourism with that in relevant sectors; expedite investments in the National Tourism Area; expedite the private sector’s engagement in the development of tourism infrastructure.

dd) Encourage and facilitate local enterprises' investment and development of local specialties; associate the tourism development with that of other tourism areas across the country by sector and content.

e) Direct and manage excellently the protection of natural resources and environment in the National Tourism Area, particularly the forests, natural landscape, coral reefs, historic sites, etc. Propagandize and encourage the people to participate actively in the preservation and promotion of tourism resources for sustainable development and long-term exploitation.

h) Direct the departments and authorities of Son Tra district to cooperate and support the tourism industry of Da Nang to implement measures for actualizing the plan.

i) Lead and cooperate with the Ministry of Culture, Sports and Tourism and the Ministry of Planning and Investment in organizing promotional activities to mobilize investments according to the list of priority projects annexed to this Decision. People's Committee of Da Nang city and Ministry of Culture, Sports and Tourism shall base on the progress of the plan to unify the naming or decide the addition or removal of projects.

k) Lead and cooperate with the Ministry of National defense and Ministry of Public security in formulating and conducting the plans of national defense and security; particularly the control of high points, capes, pools and bays in normal and special conditions.

Article 3. This Decision comes into force from the date that it is signed.

Article 4. Ministers, heads of ministerial-level agencies, heads of government bodies, head of relevant agencies and organizations, Chairperson of the People’s Committee of Da Nang city shall be responsible for implementing this Decision./.
