INTRODUCING REGULATIONS ON RESIDENT DOCTOR TRAINING

Pursuant to the Law on Education dated June 14, 2005;
Pursuant to the Government's Decree No. 49/2003/ND-CP dated May 15, 2003, defining the functions, tasks, powers and organizational structure of the Ministry of Health;
After considering the requests of the Director of the Science and Education Department, and the Director of the Department of Organization and Personnel,
HEREBY DECIDES
Article 1. “Regulations on resident doctor training” are enclosed herewith.

Article 3. The Chief of Office, Directors of such Departments as Science and Training Department, Organization and Personnel Department, Planning – Finance Department of the Ministry of Health, Presidents of Universities of Medicine and Pharmacy, Deans of Pharmacy Faculties of universities, and Heads of resident doctor training establishments, shall be responsible for implementing this Decision.

TRAINING OBJECTIVES, ENROLLEES AND FORMS

Resident doctor training (hereinafter referred to as residency training) will become a particular form of postgraduate training in the healthcare sector which is aimed at training specialists to possess firm fundamental knowledge, expert knowledge in the healthcare system, good practice skills, and to be able to actively and masterfully resolve basic medical issues arising within the scope of their training specialties.
Residency training will become one of forms of training of excellent experts and young talents in the healthcare sector which is applied in clinical, near-clinical and preventive medicine specialties.
1. Residency training shall be designed only for doctors who have just graduated from the formal medical education programs provided by medical universities, medical and pharmacy universities or other training establishments operating within the territory of the Socialist Republic of Vietnam, wish to take residency training programs, voluntarily apply for entrance tests and are allowed to take only one test after graduation from higher education programs.
2. Foreigners who wish to take residency training programs must fully meet requirements set out in Article 3 hereof and must be recommended by the Ministry of Foreign Affairs of Vietnam.
Article 3. Enrolment requirements
1. Enrollees meeting the following requirements shall be qualified for entrance tests for residency training programs:
a) Hold bachelor’s degrees in majors corresponding to residency training specialties which are ranked good at minimum.
b) During the period of their study of higher education programs, they were not subject to a discipline in a form of warning or more serious one or an academic suspension (except for health-related reasons).

d) They are required to be healthy enough to serve in the healthcare sector for a long term as provided in the Joint Circular No. 10/TT-LB dated August 18, 1989 promulgated by the Ministry of Health, universities, professional education schools and enterprises, and the instructional Official Dispatch No. 2445/TS dated May 20, 1990 of the Ministry of Education and Training.
2. Certain residency training specialties having special health requirements shall be decided by training establishments.
3. If enrollees holding bachelor's degrees at the excellent level meet all requirements referred to b), c) and d) of clause 1 and clause 2 of Article 3, they shall be granted exemptions from entrance tests for residency training programs.
Article 4. Application requirements
1. Application form for tests for admission to residency training programs which must clearly specify the major to be trained in, the foreign language to be tested and commitments to complying with assigned duties after graduation from the residency training.
2. Transcripts showing scores during higher education years and the course graduation score.
3. Notarized duplicate copy of the bachelor’s degree. Upon admission to the residency training program, its original copy must be presented.
4. Curriculum vitae endorsed by the higher education establishment where the enrollee has studied.
5. Other paper submitted upon the request of the training establishment where the enrollee wishes to study.

Residency training shall have only one form which is formal and full-time, last for 3 years and require trainees to take up permanent residence at hospitals or other medical internship facilities conforming to specific requirements of each specialty to learn and work regularly (except classes held under the training establishment’s regulations).
TRAINING ORGANIZATION AND PROGRAMS
Article 6. Training establishments
1. Residency training establishments must be medical universities, universities of medicine and pharmacy, medical and pharmacy institutes or other higher education establishments, all of which must obtain licenses to provide medical training programs (hereinafter referred to as higher education establishment), and may be combined with other hospitals, research institutes or other medical internship facilities which are assigned duties by the Ministry of Health.
2. Standards of a residency training establishment:
a) Design the curriculum approved by the Ministry of Health.
b) Develop the staff of lecturers who are professors, associate professors, doctors and level II accredited physicians. The minimum required number of lecturers must be 03 lecturers for each training specialty and visiting lecturers may make up one-third or less in the staff of lecturers.
Each resident trainee must be kept under the direct supervision of a lecturer who meets the above-stated standards. Each lecturer shall be in charge of no more than 3 trainees at the same time.

d) Provide all facilities necessary for teaching activities, such as laboratories, teaching aids and libraries where academic journals, syllabus and textbooks are available for use.
1. Entrance tests shall be conformable to regulations adopted by the Ministry of Education and Training, and the Ministry of Health.
2. The higher education establishment licensed to provide residency training programs shall have the intake of trainees in each specialty, develop the test plan, decide on test subjects, report to the Ministry of Health, and then make them known to the public at least 3 months prior to the test date.
3. The entrance test shall be held on an annual basis.

3. Level-B foreign language: Examinees may choose one of the following foreign languages: English, German, Russian, French or Chinese;

5. The Test Board's Chair shall decide questions of each test subject and report to the Ministry of Health.
Councils of enrolment of trainees qualified for residency training programs shall be established under the decisions of Presidents of higher education establishments licensed to provide residency training programs.
Article 10. Admission requirements
1. Scores of all test subjects must be at least 5. In particular, the score of the specialty subject must be 7 or above (based on the grade scale of 10 and rounded to the nearest 0.5).
2. The score of the foreign language may be used as a tiebreaker criterion in case there are at least two examinees having tie scores and shall not be aggregated with total score.
3. Total score of 3 test subjects (exclusive of the foreign language score) shall be arranged in a descending order and classified by specialties as a basis for admission of examinees according to the predetermined intake.
4. If the number of examinees is less than the defined intake, admission of more examinees shall not be allowed.

Article 12. Residency training curriculum
The framework curriculum shall be composed of 150 units of study of which at least 50% is intended for the internship classes, specifically including:
1. General subjects (philosophy, foreign language, computer science, teaching methodology and scientific research methodology account for about 15% of total unit of study).
2. Basic and complementary subjects must account for approximately 14%.
3. Specialty subjects must account for at least 50%.
4. Thesis must account for 18%.
Article 13. Evaluation of subjects/modules
1. The aggregate score of both theoretical and empirical subjects shall be determined on the basis of the percentage of each knowledge volume.
2. The theoretical score of a specialty subject shall be separated from the empirical score of that subject.

4. Trainee with 1/3 or less of credits which are failed may be allowed to resit a test; if he/she has less than 1/3 of credits which are failed or any credit which is failed after resit, he/she must be subject to expulsion.
1. Thesis instructor shall be considered and decided by the Head of the training establishment.
2. Trainee must write a graduation thesis with at least 15,000 words (about 50 pages, exclusive of charts, diagrams, drawings and list of references).
1. Graduation exam requirements: Trainee shall be allowed to take graduation exams if he/she has successfully completed the training curriculum specified in Article 12, has attained scores of completion of subjects/modules specified in Article 13 and has not been disciplined during his/her study period.
2. Each graduation exam shall be divided into the oral thesis defence, specialty subject test and foreign language test, all of which are regulated as follows:
a) Oral thesis defence: The thesis shall be presented to the thesis grading committee within the duration of 20 minutes.
b) Specialty subject test: Both theoretical and empirical knowledge shall be tested. The score of each shall be calculated separately.

All graduation exam scores must be at least 7 (based on the grade scale of 10).
3. Graduation exam council:
a) The council shall be composed of 5 members and established under the President of the higher education establishment providing residency training programs.
b) The council’s chair shall be authorized to establish the thesis grading committee, the specialty subject marking panel and the foreign language subject marking board.
c) The thesis grading committee shall be composed of 5 members, including 2 oral judges and at least 2 members who are not belonging to the training establishment which runs that committee.
Article 16. Graduation recognition
1. The list of trainees qualified for graduation from residency training programs must be submitted to the Ministry of Health for its approval and grant of its recognition decision.
2. Graduate from a residency training program shall be awarded the Resident Physician diploma and the Level-I Specialist diploma, and shall be recommended to the Ministry of Education and Training for conferral of the Master Degree in Medicine.
3. Presidents of higher education establishments licensed to provide residency training programs must sign their names on graduation diplomas.

TRAINEE’S DUTIES AND INTERESTS
1. Trainee must strictly comply with rules and regulations on residency training and other statutes of higher education establishments and medical internship facilities.
2. Trainee must complete the study plan and take the graduation exam by the prescribed deadline. The trainee who gives sound reasons may be entitled to an academic intermission one time and may retain his/her study results for one year.
3. Trainee must reside at an medical institute, hospital or other medical internship facility in order to study and work, except class attendance regulated by his/her training establishment.
4. Get involved in providing internship instructions for higher education students if he/she is assigned to do so.
5. After graduation, trainee must submit to the Ministry of Health’s secondment as prescribed in Article 87 in the Law on Education.
Article 18. Student’s interests
1. Trainee shall be entitled to enter libraries, have access to scientific materials and use laboratories to serve the needs of his/her study, research and thesis writing.

3. Trainee gaining the excellent graduation results shall be entitled to express his/her occupational desire and may be granted an exemption from taking the level-II specialization test in accordance with his/her wish.
LECTURER’S DUTIES AND INTERESTS
1. Lecturer shall be responsible for taking part in formulation of the training plan, design of curriculum and teaching materials according to his/her assigned tasks.
2. Instruct, oversee and support trainees to ensure they study according to the training plan and assure the training quality.
The Ministry of Health and the Ministry of Education and Training shall adopt regulations on corresponding interests of postgraduate lecturers who gain level-I, level-II specialization, residency diplomas, master degrees or doctoral degrees in medicine.

Article 21. Responsibilities of higher education establishments
1. Higher education establishments meeting residency training requirements prescribed in Article 6 hereof shall be responsible for registering specialty identification codes according to regulations on opening of new training disciplines. Within 45 days from the date of receipt of all required documents, the Ministry of Health shall conduct the assessment of specialties in question and grant its decision to assign training tasks.
2. Higher education establishments that are tasked with providing residency training programs shall be responsible for managing the entire training process under their statutes.
3. Higher education establishments shall be responsible for cooperating with medical institutes, hospitals and other medical internship facilities in performing training activities and assuring trainees of available internship.
1. Medical institutes, hospitals and other medical internship facilities involved in residency training which are recommended by higher education establishments and recognized by the Ministry of Health shall be responsible for collaborating with higher education establishments in jointly providing residency training programs in order to ensure assigned tasks will be performed according to plans.
2. Medical institutes, hospitals and other medical internship facilities may act as bodies cooperating with higher education establishments in giving trainees medical education upon request.
1. Higher education establishments providing residency training programs shall be entitled to manage and use training expenditures and other revenues in accordance with regulations in force.

Article 24. Implementary provision
1. The Ministry of Health shall undertake the uniform state management of the residency training, the supervision of enrolment procedures, training processes and the assessment of training courses.
2. Higher education establishments must, based on these Regulations, adopt specific rules and regulations which must not be in breach of these Regulations and must obtain approval from the Ministry of Health before implementation.
