CIRCULAR

PROMULGATING THE LIST AND HS CODES OF ASBESTOS IN AMPHIBOLE GROUP BANNED FROM IMPORT

Pursuant to the Government's Decree No. 62/2013/ND-CP defining the functions, tasks, powers and organizational structure of Ministry of Construction;

Pursuant to the Government's Decree No. 187/2013/ND-CP dated November 20, 2013 elaborating the implementation of the Commercial Law with regard of international trade in goods and agencies' sale, purchase, processing and in transit of goods for foreign principals;

At the request of Director of Department of Building Materials;

Minister of Construction promulgates this Circular to announce the list and HS codes of asbestos in amphibole group banned from import.

Article 1. The list and HS codes of asbestos in amphibole group banned from import is announced under this Circular (in the annex enclosed herein).

Article 2. This Circular comes into force as of October 25, 2016 and replaces the Circular No. 03/2012/TT-BXD dated September 05, 2012 by Minister of Construction promulgating the list and HS codes of asbestos in amphibole group banned from import.

Article 3. Ministries, ministerial-level agencies, the Government’s affiliates, People’s Committees of central-affiliated cities or provinces and relevant entities are responsible for implementing this Circular./.

Amosite ( brown asbestos): fibrous, brown, chemical formula: 5,5FeO.1,5MgO.8SiO2.H2O;

Anthophyllite: fibrous, opaque, chemical formula: 7(Mg,Fe)O.8SiO2(OH)2;

Actinolite: fibrous, opaque, chemical formula: 2CaO4MgO.FeO.8SiO2.H2O;

Tremolite: fibrous, opaque, chemical formula: 2CaO.5MgO.8SiO2.H2O

Raw asbestos in form of blocks, raw fiber, smashed fiber, fine grain, powder, or asbestos waste of the HS codes above. Asbestos which has carefully processed (dyed, combed, etc.) or made into finished asbestos products shall be classified in corresponding codes.
