PROMULGATING THE LIST AND HS CODES OF ASBESTOS IN THE AMPHIBOLE GROUP BANNED FROM IMPORT

Pursuant to the Government's Decree No. 17/2008/NĐ-CP dated February 02, 2008  on defining the functions, tasks, powers and organizational structure of the Ministry of Construction;;

Pursuant to the Government's Decree No. 12/2006/NĐ-CP dated January 23, 2006 detailing the implementation of the Law on Trade applicable to international goods trade and the agent activities, trading, processing, and transiting goods with other countries;

At the proposal of the Director of the Department of building materials;

The Minister of Construction promulgates the list and HS codes of asbestos materials belonging to amphibole group banned from import.

Article 1. Promulgating the list and HS codes of asbestos in the amphibole group banned from import (attached with an Annex).

Article 2. This Circular takes effect on October 25, 2012 and supersedes the Decision No. 27/2006/QĐ-BXD dated September 06, 2006 of the Minister of Construction promulgating the list and HS codes of asbestos in the amphibole group banned from import as prescribed in the Government's Decree No. 12/2006/NĐ-CP dated January 23, 2006.

Anthophyllite: fibrous, opaque, chemical formula: 2CaO.4MgO.FeO.8SiO₂.H₂O;

Tremolite: fibrous, opaque, chemical formula: 2CaO.5MgO.8SiO₂.H₂O

Raw asbestos in form of blocks, raw fiber, smashed fiber, fine grain, powder, or asbestos waste of the HS codes above. Asbestos being carefully processed (dyed, combed…), or made into asbestos finished products shall be numbered correspondingly.
