VỀ VIỆC ĐIỀU ƯỚC QUỐC TẾ CÓ HIỆU LỰC

Thực hiện quy định tại Điều 56 của Luật Điều ước quốc tế năm 2016, Bộ Ngoại giao trân trọng thông báo:

Công thư trao đổi giữa nước Cộng hòa xã hội chủ nghĩa Việt Nam và Liên minh Kinh tế Á - Âu về việc thực hiện Quy tắc cụ thể mặt hàng (PSR) chuyển đổi từ Phiên bản HS 2017 sang Phiên bản HS 2022 để thay thế Phụ lục 3 (Quy tắc cụ thể mặt hàng) hiện hành (HS 2017) bằng một Phụ lục 3 mới (HS 2022) của Hiệp định Thương mại Tự do giữa một bên là Nhà nước Cộng hòa xã hội chủ nghĩa Việt Nam và Liên minh Kinh tế Á Âu và các nước thành viên ký ngày 29 tháng 5 năm 2015 có có hiệu lực từ ngày 01 tháng 10 năm 2023.

Bộ Ngoại giao trân trọng gửi bản sao Công thư (01 đĩa CD) theo quy định tại Điều 59 của Luật nêu trên./.

I have the honor to acknowledge the receipt of Your Excellency's Letter No. AC-271/15 dated 06 February 2023, which reads as follows:

“Excellency,

In accordance with the Protocol adopted on 13 October 2022 during the Fourth Meeting of the Joint Committee established in accordance with Article 1.4 of the Free Trade Agreement between the Eurasian Economic Union and its Member States, of the one part, and the Socialist Republic of Viet Nam, of the other part, of 29 May 2015 (hereinafter referred to as <<Agreement>>), please be informed of the following.

The transposed version of Product Specific Rules (hereinafter referred to as <<PSR>>) (Annex 3 to the Agreement) according to the Harmonized Commodity Description and Coding System Nomenclature 2022 edition was approved by the Parties to the Agreement during the Fourth Meeting of the Joint Committee. According to the arrangements, the transposed version of PSR (enclosed herewith) is to enter into force on October 1, 2023, unless otherwise agreed by the Parties through the exchange of letters.

In this regard, I would like to inform Your Excellency about the readiness of the Eurasian Economic Union and its Member States to implement such updates from October 1, 2023 and kindly request to confirm the agreement of the Socialist Republic of Viet Nam on the above mentioned date of entry into force.

If the above proposal is acceptable to the Viet Nam side, this Letter together with Your Excellency’s Letter in reply will reaffirm our arrangements and constitute consent of the Parties on further implementation of the transposed PSR.

I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.”

I have the honor to confirm, on behalf of the Government of the Socialist Republic of Viet Nam, that the proposal contained in Your Excellency's Letter is acceptable to the Government of the Socialist Republic of Viet Nam and that Your Excellency's Letter, together with this Letter in reply shall constitute an agreement between the Socialist Republic of Viet Nam and the Eurasian Economic Union and its Member States which shall enter into force on 01 October 2023. The exchange of letters shall enter into force on the date of the Viet Nam’s Letter in reply.
