Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amending and Supplementing certain Articles of the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to the Resolution No. 16/2021/QH15 dated July 27, 2021 of the National Assembly regarding the 5-year socio-economic development plan during the 2021 – 2025 period;

2021 – 2026 GOVERNMENT’S ACTION PROGRAM FOR IMPLEMENTATION OF THE NATIONAL ASSEMBLY’S RESOLUTION REGARDING THE SOCIO-ECONOMIC DEVELOPMENT PLAN DURING THE 5-YEAR PERIOD OF 2021 – 2025

(Annexed to the Government’s Resolution No. 99/NQ-CP dated August 30, 2021)

In light of key objectives, targets, tasks and solutions referred to in the National Assembly’s Resolution No. 16/2021/QH15 dated July 27, 2021 regarding the Socio-economic Development Plan for the 5-year period of 2021 – 2025, the Government herein introduces the 2021 – 2026 Government’s Action Program for implementation of the National Assembly’s Resolution regarding the Socio-economic Development Plan during the 5-year period of 2021 to 2025 (hereinafter referred to as Action Program), including the following main contents: 

I. GENERAL OBJECTIVES

II. SPECIFIC OBJECTIVES

The socio-economic development plan for the 5-year period of 2021 - 2025 contains 23 targets, including important targets, such as the average GDP growth rate in this 5-year period which is expected to reach about 6.5 - 7%; the proportion of processing and manufacturing industry in GDP which is expected to reach over 25%; the digital economy which is expected to account for about 20% of GDP; the contribution of total factor productivity (TFP) to growth which is expected to be about 45%; State budget deficit which is expected to average 3.7% of GDP; the rate of poor households according to multidimensional standards which is expected to decrease by 1-1.5%/year; the health insurance participation rate which is expected to reach 95% of the population; the forest coverage rate which is expected to reach 42% at minimum.

III. PURPOSES AND REQUIREMENTS

1. The purposes of designing and implementing the Action Program are to thoroughly grasp and direct all-level authorities to focus on implementing seriously and effectively the National Assembly’s Resolution regarding the socio-economic development plan for the five-year period from 2021 to 2025 in order to successfully implement the Resolution of the 13^th National Congress of the Party, strongly respond to the call from General Secretary Nguyen Phu Trong for joint consensus, proactive and action to repel the epidemic, lay solid foundations for implementation of the motto "Protecting people's health and life against the pandemic is an important task and a top priority; ensuring social security and timely support for the vulnerable and those facing many difficulties due to the pandemic is a key, constant and long-term task; continuing to support businesses, carefully making necessary preparations, getting ready to take advantage of opportunities to restore production and business, promote growth and sustainable development is a necessary and urgent task”.

2. The action plan aimed at concretizing the five-year socio-economic development goals and orientations from 2021 to 2025 has been approved by the National Assembly as specific tasks, programs and projects pertaining to the Government’s functions and tasks and suitable to the actual situation and condition, ensuring the highest practicality, efficiency and feasibility; inherit and uphold achievements, positive lessons and correct defects and shortcomings arising from the implementation process in the previous stage.

3. The Government's action plan provides a basis for ministries, central and local agencies to develop their action plans and programs, and implement them in order to contribute to succeeding in carrying out the Socio-economic Development Plan for the 5-year period of 2021 - 2025.

4. Ensure coherence and consistency in the implementation of socio-economic development tasks and solutions for the five-year period from 2021 to 2025. Clearly define the tasks of all central and local authorities; uphold the responsibilities of the heads of ministries, central and local authorities for implementation.

IV. PERSPECTIVES AND GUIDELINES FOR MANAGEMENT AND GOVERNANCE ACTIVITIES

1. Thoroughly, coherently and effectively implement the Resolution of the 13^th Party Congress, the Resolution of the Party Congresses at all levels, and the Resolutions of the National Assembly and the Government. Ensure economic development harmonizes with cultural and social development; actualize social progress and justice right in each step, each policy and throughout the development process. Ensure national defense and security, maintain a peaceful and stable environment and environmental protection, prevent natural disasters and respond to climate change.

3. Uphold the spirit of self-reliance and self-resilience, consider internal strength as a basic factor, long-term, decisive strategy, and external strength as an important, necessary and breakthrough factor; "turn risks into chances", considering difficulties and challenges as the motivation for striving to advance and demonstrate bravery; mobilize the strength of great national unity; stick to the reality, properly assess and forecast the situation, express strong determination, make great efforts, take drastic, focused and targeted actions. According to forecasts about complicated, unpredictable or probably prolonged developments of the Covid-19 pandemic, it should be necessary to focus on improving the independent capacity and self-reliance of the economy to limit the impacts of instabilities or abnormal variables to people's health, ensure security and socio-economic development; provide necessary conditions for the economy to proactively adapt quickly, effectively respond to all situations created by the impacts of the pandemic, avoid any unexpected events leading to health, economic and social crises.

4. Accelerate reforms; constantly keep on innovating, taking new approaches and creating breakthroughs in the new context. Focus on combining, disseminating, multiplying and maximizing valuable lessons, good models, and effective know-how. Actions that are “ripe”, clear, proven to be true in the actual situation, effectively implemented, and consented to by most of people, shall be continued; actions that have not yet been controlled by regulations or are subject to regulations that are not appropriate in the actual situation should be piloted without fear, and should be implemented while experience from such implementation is drawn, gradually expanded and carried out without perfectionism and haste.

5. Focus on relieving difficulties arising from the institutional system according to the principle that any issue arising from regulations issued by any regulatory authority must be relieved by that authority; report to direct superiors to seek their decisions on issues ultra vires. Promote decentralization, delegation of authority and individualization of responsibilities, and strengthen inspection, supervision and control of power; make review and assessment reports, offer reward and impose disciplines in a prompt and strict manner; continue to research, supplement and perfect policies to protect people who dare to think, dare to do, dare to take responsibility for the common good. Mobilize and effectively use all resources for development; promote public-private cooperation.

6. Develop the central Government and local governments into a system which is united, upright, disciplined, compliant, streamlined, effective and efficient; dynamic, innovative; serves the public interest; thoroughly grasps the motto of putting the national interest first and foremost; absorbs the motto "The people are the root", according to which the people's legitimate rights, interests and aspirations should be the first concerns. The more difficult and complicated a situation, the more the unification and inclusive solidarity are required; conform to rules and principles, promote democracy, mobilizing the collective intelligence in a humble and open-minded manner. Closely follow reality, take reality as the first concern, respect reality and take reality as a measure. Actively and closely cooperate with agencies in the state apparatus and political system, create greater consensus and unity in both awareness and action.

V. MAJOR TASKS

1. Focus on achieving the dual goals of both Covid-19 management and socio-economic rehabilitation and development and, depending on the actual situations and particular conditions of specific local jurisdictions, arrange priorities in order provided that the protection for public health and safety is placed first and foremost and social security is assured.

a) Absolutely avoid subjectivity, negligence, loss of vigilance; continue to conduct empirical studies on, add, perfect and effectively implement measures for prevention and control of the epidemic such as testing, 5K, vaccines, treatment drugs, technologies, and other measure, etc.; proactively prepare plans and scenarios to promptly respond to all situations. Intensify the management and administration by Party Committees at all levels, the governance by governments; continue to mobilize the strength of the entire political system, the entire Party, the people and the army. Firmly uphold the secure and orderly state, ensure public safety in all circumstances.

b) Step up the implementation of the nationwide vaccination campaign in a timely, safe, scientific and effective manner with the aim of achieving herd immunity by the end of 2021 or the beginning of 2022 at the latest. Mobilize all resources for epidemic prevention and control, especially strengthening public-private partnership; accelerate importation of vaccines; carry out technology transfer, research and domestic production of vaccines in the expectation of vaccine self-reliance as quickly and as possible.

c) Promptly and effectively implement the Government’s Resolution No. 86/NQ-CP dated August 6, 2021 on urgent solutions to preventing and controlling the Covid-19 epidemic to implement the Resolution No. 30/2021/ QH15 dated July 28, 2021 of the 15^th National Assembly.

2. Continue to build and complete the uniform development institution, first of all, the socialist-oriented market economy institution.

a) Continue to inherit important theoretical achievements over more than 35 years of reform, and based on Vietnam’s actual situation and selectively absorb the world’s experience to build and perfect the legal system which is complete, consistent, feasible, public, transparent, stable, internationally competitive, fully and synchronously operated according to the rules of the market economy under the management of the State; center on the people's legitimate rights and interests; promote innovation in conformance to the requirements of sustainable socio-economic development and national defense and security in the new context. Promptly promulgate regulatory documents elaborating on laws and ordinances. Imperatively review, revise and finalize legislative regulations that are no longer appropriate, overlap, incomplete or problematic, especially those on planning, investment, business, land, finance, budget, public property, tax, etc. according to the principle that issues or problems arising at any level of authority must be corrected and addressed at that level; study to urgently amend and replace mechanisms and policies that are no longer relevant to reality to eliminate bottlenecks and address unsolved problems causing loss and waste with the aim of ensuring that these legislative regulations are inclusive, comprehensive and consistent. Where necessary, seek the National Assembly’s approval of a law amending multiple laws or pilot resolutions for new issues which have not been specified in any law or already exist with problems, issues and difficulties and are no longer relevant to reality. Consult with competent authorities on pilot separation of site clearance from investment projects to speed up completion of these projects. Robustly innovate, promote decentralization and delegation of authority, clearly define responsibilities, together with inspecting, supervising and controlling power and improve coordination efficiency in leadership, management and administration activities. Strengthen the effectiveness and efficiency of law enforcement, ensure the observance of law.

b) Build, test and complete policy and legal frameworks for development of digital infrastructure, digital industries, digital business models and products; synchronize laws on enterprises, innovative start-ups, intellectual property, trade, investment and business to facilitate the process of national digital transformation and development of new products and services and business models applying high technologies, sharing economy model, transaction, management of digital assets, venture capital investments, new payment methods, electronic authentication and identification systems.

c) Improve the quality of analysis, forecasting and warning activities; perfect communication and statistics systems. Imperatively complete the national master plan, the national marine spatial plan, the national land-use plan, the national sectoral plan, regional plans, provincial plans or other technical plans.  Increasingly promote the decentralization, delegation of authority and individualization of responsibilities associated with power control, and strengthen the cooperation, inspection and supervision; enable junior staff members to act in an active, flexible, creative and more responsible manner. Continue to improve institutions and policies in the field of finance and budget. Develop all kinds of capital markets, insurance markets... in order to mobilize long-term capital sources for capital investment, reduce pressure on capital supply through bank credit channels.

d) Implement the tasks of executing trade agreements that already come into force. Focus on consolidating traditional export markets, expanding and diversifying import and export markets. Boost trade remedy capacity, build technical barriers to protect production and consumers' interests in accordance with international commitments. Strengthen inspection and control of markets in order to prevent smuggled, counterfeit, poor quality goods and commercial fraud.

dd) Promote the effective implementation of the campaign "Vietnamese people prefer using Vietnamese goods". Focus on designing and developing Vietnamese brands associated with the positive and outstanding values ​​of product brands. Develop e-commerce in harmony with traditional commerce.

3. Promote the restructuring of the economy associated with the reform of the growth model, improve productivity, quality, efficiency and competitiveness; develop digital economy and society

a) Implement the National Program on enhancement of labor productivity; focus on developing national products. Set up domestic and international supply and value chains, conform to product quality requirements and regulations on tracking of product origins.

b) Effectively and substantially carry out the task of restructuring manufacturing and service industries, including:

+ Develop a number of fundamental industries such as energy, mechanical engineering, metallurgy, chemicals, fertilizers and materials. Prioritize the development of a number of spearhead industries, new technologies, high-tech industries and supporting industries, such as information and telecommunications technology, electronics, artificial intelligence, robot manufacturing, automotive industry, biotechnology, biomedical electronics, software production, digital products, clean energy, renewable energy. Concentrate on strongly developing processing and manufacturing industries associated with smart technology; focus on developing the green industry. Speed up completion of large industrial projects having spillover effects; at the same time, completely deal with projects that are behind the predetermined schedule and inefficient.

+ Amend and supplement problematic, contradictory and overlapping mechanisms and policies to unleash the industrial development force of both public and private sectors. Focus on building and perfecting the policy framework for development of industries. Completely develop the domestic industrial production system by upgrading and comprehensively developing supply chains and value chains of industries.

+ Restructure energy sources with the aim of enhancing cooperation on external supply development and diversifying domestic energy supply development. Renovate mechanisms and policies, develop synchronous, correlative, modern and efficient energy markets. Greenify the energy industry oriented towards strongly developing renewable and clean energy sources to meet development requirements and ensuring energy security; implement the program for economical use of electricity in production, transmission and distribution activities; ensure safety and prevention of power loss.

- Construction: Continue to promote decentralization in construction management and investment. Complete the set of construction standards, regulations, norms and prices. Strengthen administrative reform for construction investment activities, improve the capacity of participants in construction activities, and strengthen inspection and examination. Gradually develop the building materials industry into a strong economic sector on the basis of rational and effective exploitation of mineral resources, environmental and ecological protection. Focus on solutions to developing stable and sustainable markets for building materials, increase the rate of usage of alternative building materials, ensure economical use of mineral resources, energy and eco-friendliness.

- Agriculture: Increase agricultural restructuring efforts. Develop large-scale concentrated commodity agriculture with a view to ensuring modernity, application of high technology, enhancement of added value and sustainable development. Encourage the development of green, clean, ecological, organic, hi-tech, smart agriculture adaptable to climate change. Formulate appropriate mechanisms and policies for development of markets and promotion of consumption of key and potential products.

Implement the Strategy for Sustainable Agricultural and Rural Development in the 2021 - 2030 period with vision towards 2050 and the Strategies for the Development of Crop, Livestock, Fisheries and Forestry in the 2021 - 2030 period with vision towards 2045. Effectively implement the Conclusion No. 81-KL/TW dated July 29, 2020 of the Politburo and the Resolution No. 34/NQ-CP dated March 25, 2021 of the Government on protection for national food security by 2030. Accelerate innovation in organizational forms of agricultural production activities associated with value chains through the development of farm economy, agricultural cooperatives and cooperative groups in production affiliation with people. Continue to implement the National Target Program on building new rural areas with the aim of being associated with urbanization, in-depth effect, efficiency and sustainability.

- Services: Develop new types of services, build service ecosystems in such fields as finance, banking, insurance, legal service, healthcare, education - training, science, technology, telecommunications, information technology, logistics, transportation, distribution, and so on. Further complete the financial market structure, increase the linkage between the short-term capital market and the banking system and the long-term capital market, and organize a corporate bond exchange put under the uniform state management. Encourage the development of a variety of financial institutions, accounting, auditing, valuation organizations, etc. Develop the bond market to become an important medium and long-term capital mobilization channel for the economy. Comprehensively develop a safe and sustainable insurance and securities market. Continue to improve the legal framework on prize-winning entertainment activities and develop the prize-winning entertainment market into the modern, transparent and efficient one and promote the development of tourism and commerce. Focus on developing multimodal transport and logistics services on the basis of application of scientific and technological advances.

Continue to issue and implement policies for development of tourism into a key economic sector.  Take charge of fulfilling the objectives set out in the Tourism System Master Plan for the 2021 – 2030 period with vision towards 2045. Concentrate on planning and investment activities to build a number of national tourist sites of international class. Build and position the national tourism brand associated with the significant and unique image imbued with national cultural identity. Strengthen the management of cultural tourism activities related to religious beliefs, ecology and history. Pay attention to solving bottlenecks concerning tourism infrastructure, especially the state of overload at airports, some seaports and specialized inland water ports; improve infrastructure and quality of railway services accessible to tourists.

c) Effectively restructure public investment with the intent of making focused and concentrated investments in key industries and sectors, large and important national, intra-regional and inter-regional projects creating connection, spillover effects and increasing growth momentum. Strive for the average disbursement rate of public investment capital in the period of 2021 - 2025 which is expected to reach over 90% as against the planned target set by the National Assembly. Strengthen the implementation of the Law on Public Investment; resolutely put an end to careless, desultory and elongated investment. Continue to review and complete legislative regulations on public investment with a view to promoting decentralization and delegation of authority while ensuring uniform, effective and efficient management activities.

dd) Continue to improve the legal framework on banking activities; drastically implement solutions to restructuring the system of credit institutions and treat bad debts in order to improve the financial capacity, competitiveness, management and administration capacity of credit institutions. Accelerate the restructuring of banking services on the basis of increasing the application and development of modern technologies, promoting non-cash payments in the economy. Promote diversification and improve product quality on the stock market. Expand investor base; improve the transparency and efficiency of market operations, promote the development of intermediary institutions.

e) Accelerate the reform of the organization and management system, improve the operational quality and efficiency of public non-business units to ensure streamlinedness, reasonable structure, autonomy, and advanced management, effective and efficient operation; by 2025, reduce at least 10% of the number of public non-business units nationwide and 10% of payrolls of their staff receiving salaries from the state budget by 2025 in comparison with those in 2021; strive to have at least 20% of them having financial autonomy; continue to reduce 10% of direct expenditure on average from the state budget for public non-business units compared to those in the 2016-2020 period. Promote private sector involvement in sectors and industries, especially in industries, fields and areas where non-public sectors can do and do well; mobilize and effectively use all resources for investment and healthy development of the public service market in the socialist-oriented market economy.

4. Enhance the effective mobilization, allocation and use of resources

a) Maximally attract investment resources, diversify forms of mobilization and use of resources, especially non-state investment resources. Fully inventory, evaluate and make statistics of and account for the resources of the economy. Research and renew mechanisms for decentralization of authority over the state budget to strengthen the leading roles of the central budget, encourage initiative and creativity of local authorities in mobilizing resources for local socio-economic development. Prioritize attraction of developmental resources from key economic regions, growth poles, large cities, key industries and projects of national significance. Focus on solving problems of pending and elongated investment projects of all economic sectors.

b) Promote public-private cooperation for the purpose of mobilizing all resources available for development. Implement projects to be carried out in the public-private partnership mode with top priority given to those projects executed in the form of build-operate-transfer (BOT) to develop strategic infrastructure according to the principle of harmonization of interests and sharing of risks amongst the State, investors and the population.

c) Provide all favorable conditions for the private economy to grow quickly and sustainably, diversify it both in size and quality, and make it indeed one of the important driving forces of the economy. Form and develop large domestic private economic groups with strong potential and regional and international competitiveness in association with corporate branding.

d) Establish a cooperation mechanism between ministries, central and local authorities in formulating and implementing policies and laws on foreign investment, strengthen linkages between domestic economic sectors and FDI sectors. Redress the management and implementation of investment projects, ensure economic - social - environmental efficiency in accordance with the planning and the criteria for project selection and screening, etc. Formulate incentive and preferential treatment policies with international competitiveness granted to large and important projects to help them interest strategic investors and multinational corporations in establishing their offices, research, development and innovation centers in Vietnam.

5. Promote the construction and development of synchronous and modern strategic infrastructure systems

a) Traffic and transportation infrastructure: By 2025, basically complete the construction of the North-South expressway to the East; phase-1 Long Thanh international airport; provide investment capital and apply appropriate solutions to ensure feasibility and effectiveness of investment in a number of urgent coastal roads from Quang Ninh province to Kien Giang province. Continue to build important seaports as planned; promptly put urban railways into operation; submit proposals for investment in high-speed rails to competent authorities to seek their approval of investment policies; strengthen connection between domestic and regional cities; invest in infrastructure linking the northern midland and mountainous region with the Red River Delta and Hanoi capital; invest in and upgrade traffic routes connecting Central Highlands provinces with the Southeast region, South Central Coast provinces, and develop transport infrastructure connecting the Mekong River Delta with the Southeast region and Ho Chi Minh City.

c) Energy infrastructure: Eliminate all monopolies and unreasonable barriers in the use and development of energy infrastructure systems and services; have mechanisms and policies for investment in the construction of power transmission systems independent from the state monopoly in terms of electricity transmission. Firmly ensure national energy security, encourage the development of smart grids, renewable energy and strong participation of the non-state economic sector. Set up and develop a number of renewable energy centers in advantageous regions and localities. Strive to reduce the average ratio of energy consumption to GDP by 1-1.5%/year.

d) Agricultural and rural infrastructure, adaptation to climate change: Build main water resource projects and reservoirs in the Central Highlands, South Central Coast and Mekong River Delta. Upgrade and modernize strategic infrastructure and infrastructure adaptable to climate change, especially in the agricultural and rural field in Mekong Delta, Central Coast - Central Highlands. Build inter-commune, district and regional infrastructure facilities, ensure system connectivity, especially in irrigation, transport, and rural commercial infrastructure systems.

dd) Commercial infrastructure: Focus on attracting, investing in, and developing a number of types of commercial infrastructure of key and important value, such as a system of regional wholesale markets, in order to increase approachability between sellers and buyers; logistics centers to support and facilitate the marketing of agricultural products.

6. Improve the quality of human resources together with promoting innovation, application and robust development of science and technology

a) Accept the development of education - training and science - technology as the prime national policy. Focus on effectively implementing the central Resolution No. 29-NQ/TW dated November 4, 2013 on fundamental and comprehensive renovation of education and training; continue to improve the national education system in accordance with the provisions of the Education Law 2019. On the basis of the National Qualification Framework, diversify training methods according to the open education model and prepare human resources for digital transformation, development of digital economy and digital society. Develop a strategic framework for higher education development and a plan for development of a network of higher education institutions; develop high-quality higher education institutions according to regional and world standards; strengthen the accreditation of education quality and ranking of universities.

Promote the formation of strong research groups and the establishment of business models within training institutions; combine education and training with scientific research and technology transfer to create intellectual and creative products of Vietnam. Further implement the task of quality foreign language teaching at all grades levels and academic levels.

b) Implement the Vocational Education Development Strategy for the period of 2021 - 2030. Focus on training skilled human resources with high professional and technical qualifications to meet the requirements of the Fourth Industrial Revolution. Develop a national communication system for labor market which is modern, synchronous, uniform and interconnected with education and training communication systems, increase connectivity for labor supply and demand in the market through digital transformation and information technology applications. Effectively operate the national database on population and the national connection and sharing platform; set up and synchronize national, regional and local data centers. Carry out national digital transformation, digital transformation in Vietnamese enterprises. Formulate instructional mechanisms and policies for labor shifting. Comprehensively and uniformly reform wage policies of employees to ensure compliance with the principle that increases in labor productivity and business efficiency serve as a basis for pay raise. Implement the Program to support the development of the labor market by 2030.

c) Focus on perfecting institutions, policies and laws in line with market mechanisms and international practices, prioritize resources for science, technology and innovation development, and promote development of digital economy, digital society, including the task of focusing on removing barriers in the legal system, economic and financial policies and administrative procedures for scientific, technological and innovation activities. Formulate particular and outstanding mechanisms and policies to ensure science, technology and innovation meeting requirements are actually the main motivator of the economic growth.

d) Formulate mechanisms and implement the pilot sandbox for new policies, promote the deployment and application of new, innovative technologies, and new business models. Prioritize investment in the effective development and promotion of national hi-tech parks. Promote the roles of scientific development funds of enterprises in promoting research, innovation start-ups, application and transfer of technologies.

dd) Strengthen links between businesses and research institutes, universities, center on businesses, accept universities and research institutes as strong research subjects, to provide scientific and technological solutions meeting the needs of businesses and society. Robustly develop the network of organizations acting as intermediaries or appraisers of technology transfer, supporting researches in decoding and mastering the transferred technologies. Strengthen protection and enforcement of intellectual property rights. Speed up the establishment of national innovation centers in Hanoi, and their offices in Da Nang and Ho Chi Minh city. Tighten the connection between the national innovative start-up network, innovation network and network of domestic and overseas Vietnamese professionals. Expand and improve the effectiveness in international cooperation in scientific, technological and innovation aspects.

7. Strengthen development of linkages between regions, economic zones and urban development

a) Study proper zoning. Formulate mechanisms and policies to promote the roles in growth motivation of key economic regions; and promptly create new driving-force regions and growth poles, and strengthen intra-regional and inter-regional linkages. Improve regional regulatory institutions and legal systems; study the legal system that regulates local governments. Research and promulgate regulations on cooperation in inter-regional and regional governance; develop particular mechanisms and policies for promotion of regional and inter-regional development.

b) Formulate particular regulatory institutions, mechanisms and policies characterized by high breakthrough and international competitiveness for several places and cities with special advantages which are selected for development of economic and financial centers. Diversify, exploit and effectively use resources for urban development and urban economy, and innovation of urban financing. Embark on the vigorous development of satellite cities of a number of large cities connected with urban and rural development; coastal ecological cities; form and develop strong marine economic centers associated with the protection of sovereignty over sea and islands. Annually, report to the National Assembly on the pilot implementation of particular mechanisms and municipal government.

8. Promote the cultural values, the human strength of Vietnamese people and the strength of the all-people national unity, the social progress and justice, improve the people's life, ensure the harmonious connection between economic development and cultural or social development

a) Develop the synchronous culture commensurate with economic growth and social progress without sacrificing social progress and justice to simply pursue economic growth; consider cultural development and human development as both the goal and the driving force of the reform process. Inherit and promote the good traditional values, rich ethnic identities, absorb the achievements and quintessence of human culture, strive to build a civilized and healthy society for the true benefit and dignity of people. Further conserve, embellish and uphold tangible and intangible cultural values, historical and cultural relics. Step by step limit, proceed to eliminate obsolete customs and practices. Uphold the vanguard and exemplary behavior of leaders, cadres, civil servants and party members; intensify supervision of the implementation of cultural policies. Take charge of succeeding in reaching the goals set out in the master plan for development of the network of cultural and sports facilities for the period of 2021 - 2030 with vision to 2045 and the program for sustainable conservation and promotion of the values of cultural heritage during the period of 2021 - 2030.

Develop policies, programs and projects on cultural development having particular characteristics in disruptive stages pertaining to regulatory mechanisms, resources, material and technical facilities. Especially, mobilize private-sector resources for cultural development. Further develop cultural industry associated with development of tourism, sports and other economic sectors. Focus on training talents in the fields of literature, art and sports in order to affirm the talents and potentials of Vietnamese people in the international arena and create qualified human resources for the country.

Develop a large number of physical training and sports activities for all population and sports in the community; the network of grassroots-level sports institutions; focus on developing high-achievement and professional sports.

b) Continue to perfect policies and laws on population. Develop and improve the operational efficiency of the network of population service providers. Ensure universal health care coverage on the basis of universal health insurance. Diversify forms of public-private partnership, private-sector investment, provision of on-demand medical examination and treatment services; develop family doctor models. Promote advantages and closely combine traditional medicine with modern medicine; research, test and prove the effects of non-drug diagnosis and treatment methods, traditional remedies and herbs.

d) Complete and improve the efficiency of management and implementation of social policies, ensure uniformity, overcome overlapping and duplication. Perfect regulatory mechanisms and policies on social insurance and unemployment insurance; further expand social insurance coverage. Gradually design and develop a comprehensive social security system with insurance coverage of the entire population; take care of people's lives, especially people with meritorious services, policy families, the poor, women, children, the elderly, the underprivileged, people in difficult situation, people who lose their jobs due to the epidemic in a timely, real and effective manner. Replicate effective poverty reduction models, promote community-based poverty reduction initiatives. Gradually narrow the gap between the rich and the poor, the gap in access to basic social services and jobs among regions and population groups. Effectively implement national target programs.  Focus on basically solving the housing needs for the people, promote the development of social housing.

dd) Effectively implement the Youth Development Strategy for the 2021-2030 period, the National Strategy on Gender Equality for the 2021-2030 period, and the Program for prevention of and response to gender-based violence in the 2021-2025 period. Build and multiply service models to support gender equality and prevent and respond to gender-based violence. Focus on perfecting and successfully implementing the guidelines and policies on ethnicity of the Party and the State in all fields, especially specific policies for socio-economic development and relief of pressing problems and difficulties of ethnic minorities.

Promote communication activities to raise awareness of gender equality in order to raise public awareness and change public behavior. Step by step build, perfect and standardize drug addiction, social and livelihood support services for sex workers that are rehabilitated and victims of trafficking cases who seek re-entry to civilization.

e) Renovate and strengthen communication activities, convey motivation, inspiration and trust to the people, create high consensus in society, promote the strength of national unity with the motto "get the right to rule out the wrong, get the good to rule out the bad". Further increase patriotic emulation movements. Focus on propagating and promoting good examples of good people, good deeds, and progressive examples. Effectively combat bad and toxic information; strictly handle cases of abusing freedom of speech, violating the interests of the State, and legitimate rights and interests of organizations and citizens. Promptly set up a healthy market for cultural and information products and services.

9. Strengthen resource management and environmental protection; proactively prevent, combat and limit the impacts of natural disasters, and adapt to climate change

a) Strengthen communication, education, raise awareness, sense of responsibility and improve the effectiveness in enforcement of law on resource management, environmental protection and response to climate change. Ensure water resource security and safety for reservoirs and dykes. Develop roadmaps, regulatory mechanisms, policies and laws to form and operate a model of green economy, circular economy, low-carbon economy, and reduce greenhouse gas emissions. Effectively implement sustainable development goals and targets under the 2030 Agenda for Sustainable Development of the United Nations.

b) Effectively implement inter-sectoral coordination and supervision mechanisms for the management, exploitation, use and protection of water resources in river basins under the community supervision. Implement overall measures to prevent, combat and limit the impacts of high tides, floods, landslides, saltwater intrusion caused by sea level rise, especially in the Mekong River Delta, Red River Delta and Central Coast; flash floods, mountain landslides in midland and mountainous areas. Seriously make and improve the quality of environmental impact assessment. Push up the inspection, examination and sanctioning of violations against laws, and combat and prevent crimes related to natural resources and environment. Focus on sanctioning establishments causing serious environmental pollution.

10. Improve the effectiveness and efficiency of state management and developmental capacity; implement wage reforms; tighten administrative rules and disciplines in parallel with creating an environment for innovation

a) Concentrate resources on implementing the State master program for administrative reform during the period of 2021 - 2030. Build an effective and efficient state administrative apparatus; review and rearrange regulatory apparatuses at all levels in a simplified manner. Succeed in the personnel work to recruit and appoint the right people with virtue and talent; with "laboriousness, thrift, integrity, righteousness", "public-spiritedness and selflessness", full quality, capacity and prestige on par with tasks, especially those holding leadership positions. Promote decentralization, delegation of authority and personalization of duty performance responsibilities associated with power inspection, supervision and control. Downsize staff in association with restructuring and improving the quality of the contingent of cadres, civil servants and public employees. Concentrate resources on implementing wage reforms as from July 1, 2022. Avoid using the residual wage reform amounts for investment in capital construction and other purposes, unless otherwise permitted by the National Assembly’s resolutions. Comply with the provisions of the National Assembly's resolutions on the use of the residual wage reform amounts for other purposes, ensuring adequate funds for wage reforms in accordance with the Resolution No. 27-NQ/TW.

c) Promote information technology application to management and governance. Continue to increase the use of electronic documents, digital signatures, handle work online, ensure uniformity in deployment and implementation thereof at all of 4 administrative levels. Effectively operate and develop the National Document Connection Axis, the National Reporting System, and the Center for Communication and Management of the Government, the Prime Minister, and the Communication System for meetings and handling of work of the Government. Complete the connection and interconnection between state administrative agencies with political - social - professional organizations and businesses.

d) Improve the quality of public services in the field of judicial administration, judicial assistance, and legal aid. Robustly develop the legal service market, activities of lawyers, legal advice, legal support for businesses, legal aid and out-of-court dispute settlement institutions. Promptly, completely and legally handle complaints and denunciations newly arising right from the grassroots level; pay attention to the settlement of backlogged, complicated and long-standing complaints and denunciations.

dd) Strengthen the prevention and fight against corruption, negativity and wastefulness in association with accelerating the development and improvement of laws, regulatory mechanisms and policies so that public officeholders "cannot, dare not get involved in, do not want, do not need corruption". Strictly take legal action against economic and corruption cases; improve the efficiency of the recovery of corrupt assets; prevent people and businesses from suffering acts of harassment and nuisance. Adopt regulatory mechanisms to encourage and protect whistleblowers of acts of corruption and wastefulness. Strengthen management, supervision and inspection activities.

11. Align the socio-economic development with consolidation and reinforcement of national defense and security potentials; resolutely and persistently struggle to protect and maintain national independence, sovereignty, unity and territorial integrity; maintain a peaceful and stable environment for the development of the country

a) Closely combine socio-economic development with consolidating and strengthening national defense and security according to the motto “socio-economic development is the central task; ensuring national defense and security is vital and regular". Take care of building the all-people national defense, the all-people defense posture associated with the people's security, the people's security posture with emphasis placed more on building a firm "position of public popularity" as the foundation for the protection of our country.

b) Improve the forecasting capacity, regularly grasp the situations, firmly maintain the strategic initiative; promptly and effectively respond to national defense and security situations, avoid any passive action against unexpected events. Have a plan to prevent the risk of war and conflict prior to the onset and from afar, and settle disputes by peaceful means in accordance with international law.

c) Uphold synergy, build a revolutionary, regular, elite, and gradually modern army and police forces; advance a number of military services and forces straightly towards modernity; have the high overall quality and combat power meeting requirements and tasks in all situations. Strengthen close coordination between the Army, Public Security and other forces in performing national defense tasks and protecting national security, ensuring social order and safety. Actively and proactively struggle to defeat all plots and tricks of anti-government activities of hostile, reactionary forces and criminals.

d) Effectively implement the strategy of international integration, defense and security diplomacy in the period of 2021 - 2025 with vision to 2030; step up cooperation with neighboring countries, actively and effectively participate in UN peacekeeping operations. Build and develop the national defence and security industry towards dual functionality and modernity over time.

dd) Ensure internal political security, ideological culture security, information and communication security, cybersecurity, economic security, social security, security for strategic areas; get ready to respond effectively to traditional and non-traditional security challenges. Prevent, control and mitigate consequences of calamities, natural disasters or dangerous diseases, and carry out response and rescue actions. Ensure absolute protection for security and safety of important targets, facilities and activities of Party and State leaders, important political, cultural and foreign events of the country. Step up the fight against all kinds of crimes; curb any increase in crimes and serious and extremely serious traffic accidents, fires and explosions that cause particularly serious consequences.

a) Effectively implement external relation guidelines with independence, self-reliance, multilateralization and diversification, ensure the highest interests of the nation - people, maintain independence, sovereignty, territorial integrity, and protect peaceful and stable environment, and create all favorable conditions for aspirations for growth of the country. Continue to deepen bilateral ties with key countries and partners more and more, effectively and substantively; solve the bottlenecks preventing relationship, reach the position of intermingled benefits and increase reliability.

b) Boost international integration and raise the level of multilateral diplomacy, successfully promote roles in multilateral cooperation mechanisms; actively, proactively and responsibly participate in international and regional forums, effectively implement international commitments, especially new-generation free trade agreements; take part in contributing to, build and shape multilateral mechanisms.

c) Continue to focus on implementing economic diplomatic activities for development purposes, center on people, localities and businesses; make the most of the national position, international conditions and resources for national development. Expand and improve the effectiveness of cultural diplomacy and public relation activities, make practical contributions to promoting the national image and brand and enhance the country's synergy.

d) Strive to basically complete the demarcation and marking on border lines, settle unsolved border and territorial issues with determination to promote the settlement of East Sea disputes by peaceful means and according to international law, the 1982 United Nations Convention on the Law of the Sea.

dd) Make effective use of the network of Vietnamese representative missions abroad. Succeed in performing the task of citizen protection, activities relating to overseas Vietnamese, the external communication work, the cultural diplomacy work in order to provide practical support for security and development interests of the country and, at the same time, widely and insightfully advertise the image, country and people of Vietnam to the world.

13. Build a totally clean and strong Party, improve the leadership capacity and combat strength of party organizations and members, contribute to building socialist legality and the law-based state of, by and for the people.

a) Strengthen the construction of Party in political aspects, stressing the importance to the Party construction in terms of ideology, and focus on the Party construction in terms of moral conducts. Have specific plans and measures to resolutely and persistently combat bureaucracy, harassment, bossiness, alienation from the people, manifestations of "self-evolution", "self-transformation", the state of being away from the Party’s goals and ideals according to the Resolution of the 4^th Party Central Committee, term XI and XII, associated with accelerating the implementation of the Directive No. 05-CT/TW dated May 15, 2016 on studying and following Ho Chi Minh's ideology, morality and style in a substantive style according to the Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo.

b) Focus on building a contingent of cadres and civil servants, especially those at the strategic level who are capable, qualified and prestigious on par with their duties. Promote roles, responsibilities and initiatives of heads, strictly implement the Regulation No. 08-QDi/TW dated October 25, 2018 of the Party’s Central Committee. Strengthen training and development of a contingent of cadres and civil servants with high ethical quality, working capacity, sense of responsibility and professionalism. Pay attention to education on moral qualities and public duties; clarify powers and responsibilities of heads of organizations, agencies and units. Build and implement a scientific, collective, democratic, people-respecting, close-to-people, filial-duty-to-people, for-the-people working style, closely adhere to reality, study hard, and align speaking with doing.

c) Reform the substance and form of management, leadership and administration and working styles of agencies and units in accordance with the Constitution and law. Improve the effectiveness and efficiency of decentralization, delegation of authority, assignment and coordination, associated with strengthening inspection and supervision among Government-controlled agencies and units, local authorities and between these agencies or units and agencies or units of the Party, the National Assembly, the People's Councils at all levels, judicial agencies and Vietnam Fatherland Front, and other socio-political organizations.

1. In view of the tasks involved in the Government's Action Program, their assigned functions and tasks, Ministers, Heads of ministerial-level agencies, government-controlled agencies, other central agencies, and Presidents of People's Committees of provinces and centrally run cities, Chairpersons of the Members' Council, General Directors of state-owned economic groups and corporations shall directly manage the development and introduction of action programs of ministries, agencies and localities in the 5-year plan of 2021 - 2025 and concretize them into annual tasks which must be expressed in specific tasks, solutions, programs, schemes and roadmaps implementing them, assign specific responsibilities, report to the Prime Minister in the third quarter of 2021, and concurrently submit them to the Ministry of Planning and Investment to prepare a general report to the Prime Minister.

2. Ministers, Heads of ministerial-level agencies, Government-controlled agencies, Presidents of People's Committees of provinces and centrally run cities shall focus on managing and intensifying inspection, supervision, assessment, monitoring and push for the implementation of the Action Programs of the Government and of each ministry, central and local authority; annually report on implementation results to the Prime Minister, and send the report to the Ministry of Planning and Investment for monitoring and compilation purposes; at the same time, conduct the evaluation of the implementation of tasks, solutions and goals, and promptly propose adjustments and supplements to tasks and solutions during the implementation process.

3. The Ministry of Planning and Investment shall preside over, and cooperate with ministries, central and local authorities in, monitoring and urging the implementation of this Action Program, and periodically report and recommend to the Government and the Prime Minister about necessary measures to ensure synchronous and effective implementation of the Action Program; closely follow relevant instructions given in the working program of the Politburo, the Secretariat, the Party Central Committee, the National Assembly’s Standing Committee and the National Assembly to carry out reporting activities according to regulations.

4. Step up the coordination between the Government and the Central Committee of the Vietnam Fatherland Front, mass organizations, socio-political organizations in the implementation of the Action Program; gather and build the great national unity bloc; observe the motto "people know, people discuss, people do, people monitor, people supervise, people enjoy" in the Resolution adopted by the 13^th Party Congress.

5. The Ministry of Information and Communications shall preside over, and cooperate with the Ministry of Planning and Investment, the Central Committee for Propaganda, the Central Committee of the Vietnam Fatherland Front and other ministries, central and local authorities in succeeding in performing the tasks of communication and propaganda in order to create consensus and synergy of the entire country, uphold the hardworking spirit all central and local authorities, businesses and people to strive to surpass the goals and tasks accepted by the National Assembly.

6. In the course of implementation of this Resolution, if any amendment or supplement to specific contents of the Action Program is necessary, ministries, central and local authorities should act on their own initiative in recommending such amendment or supplement to the Ministry of Planning and Investment for submission thereof to the Prime Minister to seek his approval decision.
