PROMULGATING THE GOVERNMENT'S ACTION PROGRAM FOR MATERIALIZATION OF THE RESOLUTION OF THE SEVENTH PLENUM OF THE PARTY CENTRAL COMMITTEE OF THE X^TH CONGRESS ON ENHANCEMENT OF THE PARTY'S LEADERSHIP OVER YOUTH-RELATED WORK IN THE PERIOD OF ACCELERATED INDUSTRIALIZATION AND MODERNIZATION

THE GOVERNMENT

Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to Resolution No. 25-NQ/TW of July 25, 2008, of the seventh plenum of the Party Central Committee of the X^th Congress on enhancement of the Party's leadership over youth-related work in the period of accelerated industrialization and modernization;
At the proposal of the Minister of Home Affairs,

RESOLVES:

Article 1. To promulgate together with this Resolution the Government's action program for materialization of the Resolution of the seventh plenum of the Party Central Committee of the X^th Congress on enhancement of the Party's leadership over youth-related work in the period of accelerated industrialization and modernization.

Article 2. This Resolution takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People's Committees and concerned agencies shall implement this Resolution.

GOVERNMENT'S ACTION PROGRAM

 FOR MATERIALIZATION OF THE RESOLUTION OF THE SEVENTH PLENUM OF THE PARTY CENTRAL COMMITTEE OF THE X^TH CONGRESS ON ENHANCEMENT OF THE PARTY'S LEADERSHIP OVER YOUTH-RELATED WORK IN THE PERIOD OF ACCELERATED INDUSTRIALIZATION AND MODERNIZATION
(Promulgated together with the Government s Resolution No. 45/NQ-CP of September 11, 2009)

I. OBJECTIVES

To pinpoint major tasks of central and local state administrative agencies in the materialization of the Resolution of the seventh plenum of the Party Central Committee (the X^th Congress) on enhancement of the Party's leadership over youth-related work in the period of accelerated industrialization and modernization; to attach importance to building a generation of Vietnamese youth rich in patriotism and spirit of national self-reliance and strength, who arc persistent in the ideal of national independence and socialism: possess revolutionary morality, sense of law observance and cultured lifestyles for community: have capability and firm stuff in international integration; have good physical strength, knowledge, skills and industrial workstyles. meeting the requirements of accelerated industrialization and modernization.

II. MAJOR TASKS

Depending on their respective functions, tasks and state management powers in the assigned domains, in the coming period, ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees shall focus on directing the performance of the following major tasks:

a/ To apply measures to redress the problem of school dropout among youths and youngsters, proceeding to universalize lower secondary education for youths by 2012; to strive for the universalization of upper secondary education for urban youths by 2020; to apply measures to support youths in furthering their studies to higher levels, raising their educational levels as well as professional qualifications and skills.

b/ To continue with standard training and meet social demand, building friendly schools with active pupils and students in training schools. To clearly identify training objectives for each educational level, ensuring all-sided education in morality, knowledge, physical strength and aesthetics with a view to building a young generation with firm stuff, full capability and knowledge to advance to the level of youths in advanced countries.

c/ To formulate and implement mechanisms and policies on training, retraining and employment of youths; to preliminarily review and assess the effectiveness of the credit policy to provide loans to youths for their post-general education studies in training establishments, thereby to recommend and propose practical solutions; to consolidate and increase investment for community-based study centers.

d/ To build a number of educational and training establishments up to international standards; to build a training system of high-quality or talent classes in universities, colleges, professional intermediate and vocational training schools; to promulgate a number of policies to encourage the establishment of foreign training establishments in Vietnam for a number of necessary disciplines and fields required by the national industrialization and modernization. To encourage and create conditions for youths to go abroad for research or study in different forms. The State will provide adequate budget for sending abroad selected outstanding students and capable young cadres for study in developed countries, and at the same time enhance the effective management and employment of these youths after their return from overseas study.

e/ To implement the program titled "Lighting the Vietnamese youngsters' dream for a rich people, a strong country and an equitable, democratic and civilized society"; to organize exchanges and dialogues between prestigious social activists, scientists, heroes and heroines, teachers, outstanding entrepreneurs and youths and youngsters, helping young generations determine their living objectives and ideals and nurture their dreams and great ambitions.

f/ To revew, supplement and finalize mechanisms and policies of training, retraining and employing talented youths, young volunteers, disabled youths. HIV/AIDS-infected youths and post-drug detoxication and rehabilitation youths.

g/ To further educate youths in the revolutionary ideal, political quality and morality in accordance with Marxism- Leninism and Ho Chi Minh Thought: to intensify law dissemination and education, aiming to raise the sense of law observance for youths and youngsters, especially laws concerning criminal, administrative, marriage and family, labor, cultural, environmental and social affairs. To apply educational measures to raise the youths' sense of responsibility towards society and community.

h/ To train and retrain the contingent of cadres involved in youth union and youth activities at all levels in morality, qualifications and working capability in order to well discharge their assigned tasks.

2. To raise labor quality, create jobs, increase incomes and improve living conditions of youths

b/ To formulate preferential policies and create an environment to attract youths with high professional skills and qualifications to work in areas with exceptionally difficult socio-economic conditions, and deep-lying, remote, border and island regions.

c/ To concentrate on training in order to build young high-quality human resources, particularly in information and new technologies, meeting the requirements of a knowledge-based economy, create economic development spearheads, contributing to the acceleration of industrialization and modernization process.

d/ To further mobilize and effectively exploit and use national employment fund capital sources and capital from the Social Policy Bank, providing loans to youth's employment; to implement the communications project to raise the society and youths' awareness of job learning and career building and the project on consultancy and support for youths in starting businesses and building their careers.

e/ To promulgate incentive policies and arrange local budget for organizations and individuals investing in industrial parks, export processing zones to set up young worker and laborer support centers or young worker support offices.

f/ Administrations at different levels shall regularly coordinate with youth organizations at all levels in organizing such activities as "professional consultancy days", "employment fairs," and meetings between youths and employers, in order to create job-learning and career-building opportunities for youths.

g/ To further implement policies on supports in lodgings, cultural, sport and entertainment activities in various mass organizations for youths working in industrial parks and export processing zones.

h/ To finalize mechanisms and policies to encourage and support various economic sectors to invest in production development, creating new jobs and increasing incomes for youths; to prioritize the development of medium- and small-sized enterprises, especially policies on capital, land, infrastructures and tax for young entrepreneurs: to commend and honor youths with outstanding economic achievements, who also create many jobs for society.

i/ To formulate mechanisms and policies to plan and train demobilized youths in localities and graduates from universities, secondary professional and vocational training schools as supplements to the contingent of commune-level civil servants.

j/ To further study, revise and finalize mechanisms and policies in order to mobilize youths for the performance of socio-economic development tasks and programs. To continue directing the popularization of the organizational models of "teams of young intellectual volunteers to participate in rural and mountainous development," "border career-building youth villages," "Bach Long Vi youth island" and "Con Co youth island."

3. To discover, recruit, arrange and effectively employ young talents in all fields, creating a breakthrough development in personnel work

a/ To finalize mechanisms and policies on arranging young talented cadres in suitable and important positions in the political system. To create breakthroughts in employment of cadres of youth age so as to incrementally raise the rate of young leading and managerial cadres in all sectors and at all levels.

b/ To formulate standards and conditions for recruitment, training and employment of young cadres to be added to the contingent of cadres and civil servants serving national industrialization and modernization.

c/ To work out and implement mechanisms and policies on employment and reasonable preferences in order to attract young talents studying, working or living overseas for participation in national development; to annually organize back-to-the-root programs for young overseas Vietnamese to inquire into the Vietnamese history and culture as well as domestic situation and exchanges between domestic youths and young overseas Vietnamese in order to educate them in patriotic tradition, national pride and preserve the Vietnamese traits, contributing to building strong communities of overseas Vietnamese turning towards the native land; to consolidate international relations and expand people's diplomacy and exchanges with world youths in order to broaden visions for Vietnamese youths.

d/ To formulate and promulgate standards and specific conditions for recruitment, training and appointment of young and qualified cadres to leading and managerial positions in all sectors and at all levels.

4. To further develop a healthy social environment, creating conditions for youths to improve their cultural and spiritual lives for all-sided development

a/ To invest in theoretical studies and practical reviews in order to firmly grasp the youth's perceptions and attitudes and forecast their ideology, serving as basis for recommendation of policies to educate, train and develop youths. To step up information work so as to help youth clearly understand and actively combat the peaceful evolution ploys of hostile forces.

b/ To further raise the effectiveness of the fight against crimes and social evils, ensuring traffic safety and order and environmental protection among youths. To further direct the implementation of national strategies and target programs on population, health protection, crime and social evil prevention and combat, HIV/ AIDS prevention and fight among youths. To carry out activities and realize such specific schemes as "the Youth Union participates in traffic safety and order maintenance," "Youths participate in the protection of native rivers." "drug detoxication for youths and jobs for detoxified youths," and the "movement for unity in building a cultured life and preventing and combating domestic violence."

c/ To promulgate mechanisms to encourage cultural, art and literary agencies, publishers and press agencies to create and disseminate works of high value to educate young generations.

e/ To plan the networks of youths' and youngsters" cultural houses nationwide. To formulate policies for various economic sectors to invest in building cultural-sport institutions, developing healthy entertainment of various forms for youths: to elaborate regulations to qualitatively improve cultural-sport institutions, promoting their effectiveness in rallying and educating youths and youngsters.

f/ To actively coordinate with the central bodies of mass organizations and associations in annually selecting and awarding prizes and fellowships to young talents with a view to honoring youths with outstanding achievements and high prizes in national, regional and international competitions or with many innovations in study and work, thereby discovering talents, fostering and developing outstanding and advanced examples among Vietnamese youths in all fields.

g/ To properly organize activities of educating in youths role and responsibility in raising population quality, marriage and building happy families.

h/ To formulate mechanisms and policies to further promote the young generation" role in cultural, sport and tourist activities.

5. To heighten the effectiveness and efficacy of the state management of youth-related activities

a/ To consolidate the organizational apparatus assisting the Government in performing the state management of youth-related work in a unified, comprehensive, timely and responsible manner.

b/ To further improve the institutions for state management of youth-related work so as to meet the requirements of accelerated industrialization and modernization, clearly defining the role and responsibilities of state management agencies in incorporating youth-related mechanisms and policies in the planning, plans, target programs of all sectors and levels; to intensify coordination between state agencies and youth union organizations in the state management of youths and youth-related work.

c/ To set indicators on youths and youth-related work in the national statistical indicators; to incorporate youth development targets in socio-economic development targets of all sectors and levels.

d/ To monitor, examine and supervise the enforcement of the Law on Child Protection, Care and Education in order to ensure its effectiveness; to create conditions for youngsters to develop comprehensively, becoming youths with physical strength and intellect to meet the requirements of accelerated industrialization and modernization.

f/ To concentrate on directing the attainment of the objectives in Vietnam's Strategy for Youth Development till 2010; to work out a strategy for youth development till 2020 in association with socio-economic development in each locality, agency and unit.

g/ To propose to the National Assembly amendments and supplements to a number of articles of the Law on Youth in light of the new situation.

h/ Annually, the administrations at different levels shall program meetings and dialogues with youths in order to understand their inmost feelings and aspirations, forecast their ideological developments and orientate public opinion among youths, and to propose appropriate mechanisms and policies towards youths.

i/ To formulate mechanism for coordination between the Government and Ho Chi Minh Communist Youth Union. Between administrations at different levels and Youth Union organizations of the same level in training, agitating and educating youths to promote their spirit of voluntariness and contribution to national development.

III. ORGANIZATION OF IMPLEMENTATION

1. Based on the tasks and major jobs defined in this action program and on their respective functions and assigned tasks, ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level Peoples Committees shall direct the implementation of programs and projects defined in the attached appendix as well as other tasks defined in the action program, ensuring implementation quality and schedule.

2. The Government shall assign a deputy-prime minister to direct and monitor the implementation of this action program. Annually, the Government shall examine and assess the materialization of the Resolution: make preliminary and final reviews of the implementation situation, widely develop good models and promptly commend organizations and individuals for their achievements or handle those that commit violations in the implementation of this Resolution.

3. The Ministry of Home Affairs shall coordinate with concerned ministries and sectors in detailing the tasks of this action program in terms of time, forms of document and authorities competent to approve, synthesize and report them to the Prime Minister for inclusion in annual working programs of the Government, the Prime Minister: monitor and urge ministries, sectors and localities in the implementation of this action program: periodically report and propose to the Government and the Prime Minister necessary' measures to ensure the effective and coordinated implementation of this program.

4. The Ministry of Finance shall urge and guide other ministries, sectors and localities in their assigned tasks defined in this action program to estimate funds for sum-up and submission to the Government for decision, ensuring funding sources for the performance of the assigned tasks.

6. In the course of implementation, when finding it necessary to amend or supplement specific contents of the action program, ministries, sectors and localities shall report them to the Ministry of Home Affairs for sum-up and report to the Prime Minister.
