RESOLUTION

PROMOTING ADMINISTRATIVE REFORM AND MODERNIZATION OF DIRECTION AND MANAGEMENT METHODS TO SERVE PEOPLE AND ENTERPRISES

THE GOVERNMENT OF VIETNAM

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to the Government’s Decree No. 39/2022/NĐ-CP dated June 18, 2022 promulgating Working Regulations of the Government of Vietnam;

At the request of the Minister and Chairman of the Office of the Government and based on the Prime Minister’s conclusions drawn at the Conference for promotion of administrative reform and modernization of direction and management methods to serve people and enterprises held on September 15, 2022,

HEREBY RESOLVES:

The Government of Vietnam has affirmed that administrative reform and modernization of direction and management methods are important and routine tasks. In 2021 and the first eight months of 2022, under the drastic direction of the Government of Vietnam and the Prime Minister of Vietnam, ministries, regulatory authorities and local governments have actively performed such directions, developed a lots of new initiatives, models, working methods and have achieved certain outstanding results, including: 1.758 regulations on business activities have been reduced or simplified; plans for reform of more than 1.100 regulations and delegation of authority to process 699 administrative procedures have been approved; 59 administrative procedures/ groups of internal administrative procedures in the system of state administrative procedures are found to be reviewed and simplified in 2023.  The application of single-window system and inter-agency single-window system to processing of administrative procedures towards digitalization, regardless of administrative divisions has been attached special importance and has produced positive results; there are 11.700 single-window sections of all levels established nationwide to receive and process administrative procedures, including 56 provincial centers for public administrative services; 53/63 provincial governments have consolidated their public service portals and provincial electronic single-window information systems into information systems for processing of administrative procedures; many provincial governments have gradually upgraded their systems to meet digitalization requirements; more than 3.800 level-3 and level-4 online public services and 21/25 essential public services defined under the Scheme for application of population data, e-identification and e-authentication to national digital transformation (Scheme 06) have been integrated or provided on the National public service portal. Business environment and national competitiveness indexes on international rankings are maintained and improved.

The abovementioned results show that the validity and efficiency in governance, direction and management have been gradually improved, and thus facilitate people and enterprises’ administrative transactions.  

Besides positive results, there are many limitations on administrative reform and modernization of direction and management methods. Some leaders at all levels, especially heads of authorities/local governments, have not really paid attention, drastically given direction, arranged time and resources as well as worked out specific roadmap and objectives; there are still barriers in administrative procedures in some fields such as land, education, healthcare, specialized inspection, import and export, etc.; reduction and simplification of regulations are still superficial and carried out without referring to policies for affected entities, people and enterprises; the percentage of online public service users is still low; connection and data sharing between databases and information systems serving processing of administrative procedures are still limited; digitalization of documents and administrative procedure processing results at all levels is still low and thus fails to meet the set requirements. Direction and management tasks in many local areas are still performed in traditional way without innovation; some ministries, regulatory authorities and provincial governments have not really performed their tasks online well, and still use weak information technology infrastructure facilities; personnel fails to meet requirements; information security and safety in many local areas are not yet ensured and thus lots of information has been unlawfully disclosed; dissemination of information on these tasks is not yet carried out in appropriate manner in order to change behavior and awareness of people and enterprises.

There are many reasons for the abovementioned shortcomings and limitations, including: direction and management tasks have been performed in a moderate manner with lack or determination and fear of reprisals, especially by heads of some ministries, regulatory authorities and provincial governments; cooperation between regulatory authorities/units are still passive and loose; industry- and sector-specific interests are still pursued; delegation of authority to perform tasks is not yet carried out; the habit of manually and traditionally performing tasks and using paper documents is not yet changed; some officials and public employees lack competence and have not yet strictly performed their tasks; connection and data sharing between databases and information systems are not yet made in a drastic manner; software programs have been slowly upgraded and developed; some public services are still not yet friendly to users; digital tools are not sufficient to serve direction, management, and real-time monitoring and evaluation; information technology facilities and equipment do not meet requirements. Administrative reform and modernization of direction and management methods are considered new and difficult tasks, face many barriers and need more time for adaptation as well as change of working habit.

In order to significantly and drastically reform administrative procedures, improve and create favorable business environment, improve the national competitiveness and modernize direction and management methods by means of using data and applying digital technologies to make breakthrough in administrative reform, develop a professional, disciplined, modern, efficient and incorruptible administrative system to well serve people and enterprises, the Government of Vietnam requests Ministries, ministerial agencies, Governmental agencies, and provincial People's Committees to grasp thoroughly the following viewpoints and implement the following key tasks and solutions in a consistent, timely and efficient manner:

I. VIEWPOINTS

1. It is necessary to have a stronger and more drastic thinking and approach in administrative reform; achieved outcomes, good lessons and valuable experience should be inherited and put into use; innovation and attempt to make breakthrough should be encouraged. If attempts to promote administrative reform and modernization of direction and management methods are not made, obsolescence will be inevitable.

2. The spirit of initiative, creativity and determination to absolutely eliminate internal interests, group interests and personal interests should be promoted; all resources should be mobilized to participate in construction and development of political system, enterprise and residential communities. Many new models and initiatives should be developed and turned into reality to make a prominent mark in the next period with a view to considering people and enterprises as the center, key entities and objectives, and using their satisfaction as a measure of performance in public administration.

3. Administrative reform must be aligned with, come from and be assessed based on the reality; words and actions must go hand in hand together; specific and practical results are required. Modernization of direction and management methods must be carried out in an accurate, timely and active manner, and shall become an effective support tool for governments at all levels in making decisions, especially rapid and timely response to policies.

4. Delegation of authority should be stepped up so as to reduce intermediary steps, simplify internal administrative procedures in the system of state administrative procedures, reduce processing time of administrative procedures and provide better services for people and enterprises.

6. Intensify construction of information systems and use of practical, efficient and interconnected information and data resources to serve processing of administrative procedures as well as direction and management by governments at all levels.

7. Upgrade information technology infrastructure facilities, especially those in disadvantaged areas, isolated or remote areas, boundary areas and islands, and those for disadvantaged persons who lack access to information technology.

II. SOME KEY TASKS AND SOLUTIONS

Ministers, heads of ministerial agencies, Governmental agencies, and Chairpersons of Provincial People’s Committees shall directly direct the strict implementation of the Government’s Resolution No. 02/NQ-CP dated January 10, 2022, the Resolution No. 68/NQ-CP dated May 12, 2020, the Resolution No. 76/NQ-CP dated July 15, 2021, the Scheme for renovation of single-window system and inter-agency single-window system for handling administrative procedures in the 2021-2025 period, and the Scheme for application of population data, e-identification and e-authentication to the national digital transformation in 2022 - 2025 period, with a vision by 2030 (Scheme 06), and the following tasks:

1. Regarding administrative reform and reduction of regulations on business activities for the purposes of improving business environment and national competitiveness

a) Ministries and ministerial agencies shall:

- Review and submit plans for reduction and simplification of regulations on business activities to the Prime Minister for consideration and approval before September 30 every year; Promote reform of regulations on management and specialized inspection of imported and exported goods, land registration and administrative management of land-related affairs according to the solutions set out in the Government’s Resolution No. 02/NQ-CP.

- Organize the implementation of plans for reduction and simplification of regulations on business activities approved by the Prime Minister[1] and plans for delegation of authority to process administrative procedures under the Prime Minister’s Decision No. 1015/QĐ-TTg dated August 30, 2022; apply the form of a document amending multiple documents according to simplified procedures to ensure the approved schedule for documents under the jurisdiction of the Government, the Prime Minister, Ministries and heads of ministerial agencies.

- Focus on review, reduction and simplification of internal administrative procedures in the system of state administrative procedures according to the plan approved by the Prime Minister under the Decision No. 1085/QĐ-TTg dated September 15, 2022.

- Play the leading role and cooperate with the Government Portal and relevant authorities and units in organizing seminars and talks about notable policies and regulations on business activities of which difficulties arise during the implementation.

b) The Ministry of Finance of Vietnam shall submit to the Government within November, 2022 the Decree on connection and sharing of information on import, export and transit of goods, exit, entry and transit of persons and means of transport through the national single-window system.

c) The Ministry of Justice of Vietnam, legislation sections affiliated to ministries, ministerial agencies, and Departments of Justice affiliated to provincial People's Committees shall cooperate with relevant authorities in improving review and assessment quality of regulations on administrative procedures and regulations on business activities laid down in draft legislative documents so as to ensure that only necessary, reasonable and lawful administrative procedures and regulations with lowest compliance costs will be promulgated and maintained; promptly request competent authorities to promulgate detailed regulations and guidelines for implementation in a manner that minimizes the quantity of these documents according to the requirements laid down in the Resolution No. 68/NQ-CP.

d) The Office of the Government shall:

- Play the leading role and cooperate with relevant Ministries, regulatory authorities and the advisory board for administrative reform in building, managing, developing and effectively operating the portal for consulting and searching business regulations.

- Periodically collect and consolidate information and submit reports to the Prime Minister on concerns of people and enterprises about mechanisms, policies and regulations on business activities; organize working sessions, talks and seminars on barriers and difficulties that arise during the implementation of policies and regulations with the attendance of experts, scientists, heads of ministries, sectors, local governments, trade associations and enterprises.

- Monitor, instruct and expedite relevant ministries, regulatory authorities and provincial governments to implement the Program for reduction and simplification of regulations on business activities in the 2020-2025 period, and the plan for delegation of authority to process administrative procedures, and organize review and simplification of internal administrative procedures in the system of state administrative procedures. Publish results of performance evaluation in administrative reform by ministries and regulatory authorities on the portal for consulting and searching business regulations and the Government Portal.

dd) The advisory board for administrative reform shall continue performing its role and responsibility to bridge the gap between the Government and enterprises and people; study and propose initiatives for reforming regulations, especially those causing difficulties in business and daily activities of people; give independent opinions about regulations included in bills or draft legislative documents as well as plans for reduction and simplification of regulations proposed by relevant ministries and regulatory authorities.

2. Regarding improvement of efficiency of administrative procedures to serve people and enterprises

- Ensure openness and transparency in receiving and processing administrative procedures, and ensure that 100% of administrative procedures will be adequately published on schedule and the processing status of all received administrative procedure applications will be updated on ministerial- and provincial-level information systems for processing administrative procedures which have been synchronized with the National public service portal to serve people and enterprises’ monitoring and performance evaluation. Ministries and regulatory authorities shall complete the standardization of administrative procedure processing results on the National database on administrative procedures which shall be used as the basis for determination of document codes, connection, sharing and consistent application on a nationwide scale within October 2022.

- Strengthen One-stop Shops of all levels, develop brand identity sections, ensure efficient implementation of the Scheme for renovation of single-window system and inter-agency single-window system for handling administrative procedures enclosed with the Prime Minister’s Decision No. 468/QĐ-TTg dated March 27, 2021 so as to meet requirements of a people-oriented administration system. This task will be completed within December, 2022.

- Strictly implement regulations on receipt and processing of administrative procedures and public services; intensify rules and disciplines in processing administrative procedures; adopt new and modern working methods and style; strictly take actions against acts of harassment, misconduct, application of administrative procedures against regulations or delayed or late processing of administrative procedures in accordance with regulations on officials, public employees and contractual employees.

- Step up the comprehensive, practical, in-depth and in-width digital transformation in receiving and processing administrative procedures, including the following specific tasks:

+ Step up the digitalization of documents and results of processing of administrative procedures according to the Government’s Decree No. 45/2020/NĐ-CP and Decree No. 107/2021/NĐ-CP so as to serve the connection and data sharing for processing of administrative procedures and provision of public services; instruct and organize digitalization tasks to all officials and public employees in charge of receiving and processing administrative procedures; ensure that 100% of administrative procedure processing results provided for people and enterprises shall be enclosed with electronic copies of equal legal validity;   Not request people to provide documents and results of processing of administrative procedures which have been digitalized as prescribed.

+ Consolidate the public service portal and the electronic single-window system of every ministry or province into an information system for processing of administrative procedure of that ministry or province in order to serve the connection and data sharing with the National public service portal, information systems, national databases and specialized databases, and the digitalization of documents and results of processing of administrative procedures; build, upgrade and improve electronic data stores of organizations and individuals on ministerial- and provincial-level information systems for processing of administrative procedures to serve the digitalization of documents and results of processing of administrative procedures and ensure that each person or enterprise only has to provide information once for state administrative agencies; complete connection, integration and sharing of data on administrative procedure processing results between ministerial- and provincial-level information systems for processing of administrative procedures, national databases and specialized databases under their jurisdiction, and electronic data stores of organizations and individuals on the National public service portal for the purposes of sharing and efficient re-use of digitalized information. This task is expected to be completed within November, 2022 and not later than Quarter I, 2023.

+ Proactively cooperate with the Ministry of Public Security, the Ministry of Information and Communications, and relevant authorities in inspecting and evaluating ministerial- and provincial-level information systems for processing of administrative procedures, and implementing cybersecurity solutions for connection and use of the National population database to serve processing of administrative procedures and provision of online public services.

+ Complete the formulation of internal processes and electronic processes for processing administrative procedures in order to ensure that 100% of administrative procedures within their jurisdiction has information/data available on ministerial- and provincial-level information systems for processing of administrative procedures; step up the provision of online public services, online payment, and restructuring of operations processes for providing or improving quality of online public services which should be integrated and provided on the National public service portal in respect of administrative procedures within their jurisdiction with a view to following the service users-centered principle. Strictly comply with regulations on receipt and processing of online applications in order to avoid delayed or late processing of applications; study and request competent authorities to reduce fees and charges in case of online payment so as to encourage the use of services by people and enterprises; review, standardize and digitalize declaration forms towards reducing at least 20% of information to be provided thereon by means of re-using digitalized information; step up the application of digital signatures on mobile devices; study and organize the processing of administrative procedures regardless of administrative boundaries.

+ Online public services which fall within the jurisdiction of regulatory authorities at all levels located in provinces or central-affiliated cities and are provided by ministries or central-government authorities, including: enterprise registration, foreign investment management, driving license, license to provide transport services, issuance (replacement) of automobile signage, electronic vital records, criminal records, application for and issuance of license to provide medical examination and treatment services, construction, etc., shall be integrated, published and synchronized, and have their information and documents received and processed adequately, accurately and frequently on the National public service portal and provincial information systems for processing of administrative procedures as prescribed in Clause 4 Article 12 of the Government’s Decree No. 42/2022/NĐ-CP in a manner that ensures real-time performance evaluation in electronic administrative procedures and public services according to the Prime Minister’s Decision No. 766/QĐ-TTg dated June 23, 2022, and reduces tasks of local officials in charge of receiving and processing administrative procedures on multiple systems.

- Implement solutions for improving service quality and satisfaction levels of people and enterprises.  Publish results of performance evaluation in administrative procedures and public services of ministries, regulatory authorities and provincial governments according to the Prime Minister’s Decision No. 766/QĐ-TTg dated June 23, 2022. Define responsibility of individuals and organizations, and monthly publish the list of regulatory authorities, organizations and individuals causing delayed or late processing of administrative procedures and public services on ministerial- and provincial-level portals and/or public service portals. Reasons for all cases of delayed or late processing of administrative procedures must be provided for heads of agencies/unit. In this case, apologies must be made according the Government’s Decree No. 61/2018/NĐ-CP.

Receive and respond to complaints and difficulties that arise during the processing of administrative procedures so as to avoid cases of complaints and difficulties that are persistent or submitted to authorities of inappropriate level.

b) The Ministry of Home Affairs of Vietnam shall promptly provide guidelines on retention of electronic documents and data according to the Decree No. 61/2018/NĐ-CP and Decree No. 63/2022/NĐ-CP to serve the processing of administrative procedures at the request of the Government specified in Point a Clause 15 Section I of the Resolution No. 50/NQ-CP dated April 08, 2022. This task is expected to be completed within October, 2022.

c) The Ministry of Justice of Vietnam shall, within the ambit of its assigned functions and tasks, instruct People's Committees at all levels to provide certification of electronic copies of original documents; instruct relevant ministries and regulatory authorities to issue electronic copies from master registers so as to ensure legal validity of documents submitted through public service portals of ministries, regulatory authorities and provincial People’s Committees. This task is expected to be completed within November, 2022.

d) The Ministry of Finance of Vietnam shall play the leading role and cooperate with the Office of the Government in completing connection and integration of data between the National single-window portal and the National public service portal to facilitate access, performance and quality evaluation of procedures for import and export of goods. This task is expected to be completed within December, 2022.

dd) The Ministry of Information and Communications of Vietnam shall sufficiently, exactly, frequently and continuously integrate and synchronize data on supervision, performance evaluation and use of online public services with the system of performance evaluation indexes in public administration according to the Prime Minister’s Decision No. 766/QĐ-TTg dated June 23, 2022. This task is expected to be completed within October, 2022.

e) The Ministry of Public Security of Vietnam shall: 

- Step up the provision of online public services, especially essential public services as defined in Scheme 06 and the Prime Minister’s Decision No. 422/QĐ-TTg dated April 04, 2022.

- Play the leading role and cooperate with the Office of the Government, relevant ministries, regulatory authorities and provincial governments in making connection and sharing of data between the National population database, e-identification and e-authentication system, and the National public service portal, ministerial- and provincial-level information systems for processing of administrative procedures to serve authentication, identification, processing of administrative procedures, and provision of public services. This task is expected to be completed within October, 2022.

- Play the leading role and cooperate with the Ministry of Information and Communications in surveying, inspecting, assessing and submitting reports on threats to security and safety of information systems, and cooperating in proposing and implementing solutions for remediating vulnerabilities, contributing to assurance of the national security. This task is expected to be completed within October, 2022.

g) The Office of the Government shall play the leading role and cooperate with relevant ministries, regulatory authorities and provincial governments in proposing amendments to the Prime Minister’s Decision No. 1291/QĐ-TTg dated October 07, 2019 in order to be conformable with the provision of online public services.

3. Regarding modernization of direction and management methods

a) Ministries, regulatory authorities and local governments shall:

- Promptly establish, complete and put approved national databases and specialized databases into operation; step up connection, integration, sharing of information and data between information systems, databases serving the direction and management of the Government, the Prime Minister, ministries, regulatory authorities and provincial governments, processing of administrative procedures and provision of public services, provision of utilities to people and enterprises as well as promotion of socio-economic development.

- Continue using digital signatures, sending, receiving and processing documents online at governments of all levels; process documents online at commune-level governments before December 2023; step up the standardization of reporting regime and establishment of the reporting system at the Government’s request under the Decree No. 09/2019/NĐ-CP, and integration and sharing of data with the National Reporting Platform. This task is expected to be completed within June 2023.

- Develop the set of indexes serving direction and management by ministries, regulatory authorities and provincial governments; carry out connection, integration, sharing of information and data under the Prime Minister’s Decision No. 1498/QĐ-TTg dated September 11, 2021 with the information and operations center of the Government and the Prime Minister.

- Ministries, regulatory authorities and provincial governments that have developed modules for monitoring tasks of ministers, heads of ministerial agencies, Governmental agencies, People's Committees and Chairpersons of Provincial People’s Committees before the effective date of this Decision shall continue improving and upgrading such systems which shall be then connected, integrated and shared with the information system for monitoring tasks of state administrative agencies according to guidelines given by the Office of the Government. This task is expected to be completed within June, 2023.

If the monitoring module is unavailable or inadequate, the information system for monitoring tasks of state administrative agencies which is developed nationwide by the Office of the Government in cooperation with the Ministry of Information and Communications shall be employed.

- Play the leading role and cooperate with the Office of the Government in connecting, integrating and sharing consolidated information/data on population with the information and operations center of the Government and the Prime Minister according to the approved schedule under the Government’s Resolution No. 63/NQ-CP dated May 03, 2022.

- Ensure cybersecurity and step up the connection, integration and data sharing between the National population database and other databases for enriching population data and thus consolidating, analyzing and forecasting information serving the management by the Government and the Prime Minister, and planning for socio-economic development mechanisms and policies.

c) The Ministry of Information and Communications of Vietnam shall:

- Play the leading role and cooperate with the Office of the Government, the Ministry of Public Security, the Ministry of National Defense of Vietnam, the Government Cipher Committee and relevant authorities in frequently inspecting and examining information security and coordinating response to cyberinformation security incidents in respect of the National public service portal, ministerial- and provincial-level information systems for processing administrative procedures, and information systems serving direction and management of the Government, the Prime Minister and heads of ministries, regulatory authorities and provincial governments.

- Play the leading role and cooperate with the Office of the Government in assessing the functions, technical specifications and satisfaction of information security requirements regarding the information system for monitoring tasks of state administrative agencies and ministerial or provincial task monitoring modules.

- Ensure the thorough and stable operation as well as satisfaction of performance and bandwidth requirements by the shared data transmission network of the Communist Party’s and Government’s agencies to serve the information and data sharing between the National public service portal, ministerial- and provincial-level information systems for processing administrative procedures, information systems, national databases and specialized databases in processing administrative procedures, providing public services and serving the direction and management of the Government, the Prime Minister and heads of ministries, regulatory authorities and provincial governments.

d) The Ministry of Planning and Investment of Vietnam shall:

- Play the leading role and cooperate with the Office of the Government in connecting, integrating and sharing consolidated information/data on framework for performance evaluation of socio-economic development objectives under the Decision No. 288/QĐ-TTg dated February 28, 2022 with the information and operations center of the Government and the Prime Minister.

- Direct the General Statistics Office of Vietnam to cooperate with the Office of the Government in connecting and integrating the national statistics information system with the information and operations center of the Government and the Prime Minister.

e) State-owned corporations and groups shall develop the set of business operations indexes; carry out connection, integration, sharing of information and data serving the direction and management of the Government and the Prime Minister under the Prime Minister’s Decision No. 1498/QĐ-TTg dated September 11, 2021 with the information and operations center of the Government and the Prime Minister.

g) The Office of the Government shall:

- Play the leading role in formulating and request the Prime Minister to promulgate the Decision on sending, receipt and processing of documents online by state administrative agencies which shall supersede the Prime Minister’s Decision No. 28/2018/QĐ-TTg. This task is expected to be completed within November, 2022.

- Play the leading role and cooperate with the Ministry of Information and Communications of Vietnam in developing and operating the information system for monitoring tasks of state administrative agencies (including tasks assigned by the Government, the Prime Minister, Ministers, heads of ministerial agencies, heads of Governmental agencies, People's Committees and Chairpersons of Provincial People's Committees) by means of developing the database management system for monitoring the performance of tasks assigned by the Government and the Prime Minister; this task is expected to be completed within June 2023 by taking the full advantage of existing ministerial and provincial infrastructure facilities and applications; provide instructions on connection and integration of ministerial or provincial task monitoring modules with this system.

- Play the leading role and cooperate with the General Statistics Office of Vietnam (via Ministry of Planning and Investment of Vietnam), relevant ministries, regulatory authorities, provincial governments, state-owned corporations and groups in standardizing information/data and developing the set of operations indexes serving the direction and management of the Government, the Prime Minister, ministries, regulatory authorities and provincial governments; carry out connection, integration, sharing of information and data serving the direction and management of the Government and the Prime Minister under the Prime Minister’s Decision No. 1498/QĐ-TTg dated September 11, 2021 with the information and operations center of the Government and the Prime Minister.

- Play the leading role and cooperate with the General Statistics Office of Vietnam, the Ministry of Planning and Investment of Vietnam and relevant ministries, regulatory authorities in developing infographics on social – economic situation serving the Government’s Regular Meetings held monthly.

III. IMPLEMENTATION

1. Ministers, heads of ministerial agencies, heads of Governmental agencies and Chairpersons of provincial People’s Committees shall:

- Use performance evaluation indexes in public administration for directing and managing the processing of administrative procedures and provision of public services under their jurisdiction; promptly take disciplinary actions against violating officials in order to improve the level of satisfaction by organizations and individuals. Attach special importance to professional training, retraining and improvement course provided for officials and public employees to perform their tasks defined in the Resolution; disseminate information and provide instructions for getting consent and mobilizing the participation by people and enterprises.

- Cooperate with the Ministry of Public Security of Vietnam, the Ministry of Information and Communications of Vietnam, and relevant ministries and regulatory authorities in submitting timely reports to the national steering committee on cybersecurity on emerging and complicated issues concerning cybersecurity tasks defined in this Resolution which require inter-agency cooperation.

- Based on plans for reduction and simplification of regulations on business activities, internal administrative procedures and plans for delegation of authority to process administrative procedures approved by the Prime Minister, ministries and ministerial agencies shall cooperate with the Ministry of Justice of Vietnam and the Office of the Government in proposing amendments or replacement of regulations which are no longer appropriate for reality to the Ministry of Justice of Vietnam and/or Office of the Government for consolidation and inclusion in the Program for formulation of laws, ordinances, and working programs of the Government/the Prime Minister.

2. The Ministry of Public Security of Vietnam shall play the leading role and cooperate with the Office of the Government and relevant ministries, regulatory authorities and provincial governments in stepping up the implementation of tasks and solutions set out in Scheme 06, and reporting any difficulties that arise during the implementation of such tasks and solutions to the Government and the Prime Minister.

3. The Ministry of Planning and Investment of Vietnam shall play the leading role and cooperate with relevant ministries, regulatory authorities and provincial governments in promoting the implementation of the Government’s Resolution No. 02/NQ-CP introducing main tasks and solutions for improving business environment and enhancing national competitiveness for the purpose of achieving the set objectives. Accordingly, ministries, authorities and provincial governments are expedited to update administrative reform results which must be adequate, accurate and meet requirements set out by international ranking organizations.

4. The Ministry of Information and Communications, the Vietnam Television, the Voice of Vietnam, the Vietnam News Agency, the Government Portal and central and provincial press and news agencies shall, within the ambit of their assigned functions and tasks, integrate information, disseminate information on administrative reform and modernization of direction and management methods in order to increase common awareness and get response from people and enterprises.

5. Costs of implementation of this Resolution shall be covered by state budget-derived funding allocated to ministries, ministerial agencies, Governmental agencies and provincial People's Committees in accordance with current regulations on state budget. Ministries, ministerial agencies, Governmental agencies and provincial People's Committees shall allocate funding for performing the tasks set out in this Resolution in their annual state budget estimates assigned by competent authorities.

Mobilization of funding sources outside of state budget for implementing this Resolution as prescribed by law is encouraged.

6. The Office of the Government shall play the leading role and cooperate with relevant ministries and regulatory authorities in monitoring, expediting and inspecting the implementation of this Resolution, and submitting quarterly or ad hoc reports on the implementation of this Resolution to the Government./.
