RESOLUTION

ON NATIONAL TARGET PROGRAMS DURING 2011-2015

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No. 51/2001/QH10;

Pursuant to the Law on Organization of the National Assembly; the Law on the State Budget; the National Assembly's Resolution No. 10/2011/QH13 of November 8, 2011 on the 2011-2015 five-year plan for national socio­economic development;

Considering the Government's Report No. 211/BC-CP of October 17, 2011; the Finance and Budget Committee's Investigation Report No. 142/BC-UBTCNS13 of October 18, 2011; Assimilation and Explanation Report No. 59/ BC-UBTVQH13 of November 8, 2011, of the National Assembly Standing Committee on implementation of national target programs in 2011, the tentative plan for 2012, the plan for the 2011-2015 period, and opinions of the National Assembly deputies.

RESOLVES:

Article 1. The list of national target programs during 2011-2015 includes:

2. National target program on sustainable poverty alleviation;

3. National target program on clean water and environmental sanitation in rural areas;

4. National target program on health;

5. National target program on population and family planning;

6. National target program on food hygiene and safety;

7. National target program on culture;

8. National target program on education and training;

9. National target program on drug prevention and combat;

10. National target program on crime prevention and combat;

12. National target program on response to climate change;

13. National target program on building of a new countryside;

14. National target program on HIV/AIDS prevention and combat;

15. National target program on provision of information to institutions in mountainous, deep-lying, remote and border areas and islands;

16. National target program on remediation of pollution and improvement of the environment;

Article 2. The total budget fund for implementation of national target programs during 2011-2015 must not exceed VND 276.372 trillion; in which, VND 105.392 trillion will come from the central budget (exclusive of allocations for Program 135, phase 3, and Program 30a in 2011), VND 61.5425 trillion from local budgets, VND 19.9875 trillion from foreign sources, VND 39.815 trillion from credit loans and VND 49.635 trillion from other mobilized sources.

Article 3. The Government is assigned to:

1. Screen specific objectives, tasks, duration of implementation and resources of component projects of each national target program before submitting them to the National Assembly Standing Committee for opinions.

2. Provide solutions to improving quality of management, inspection, and the implemen­tation and the use of resources for assuring the efficiency of national target programs.
