- Nhóm giải pháp tổ chức, điều hành giao thông: Tối ưu hóa phân luồng giao thông, phân làn đường dành riêng cho xe buýt; ứng dụng công nghệ thông tin vào quản lý, điều hành giao thông (hệ thống đèn tín hiệu thông minh, camera giám sát); điều chỉnh giờ làm việc, giờ học tập của các cơ quan, trường học một cách hợp lý để giảm tải áp lực giao thông giờ cao điểm.
- Nhóm giải pháp tăng cường tuần tra, kiểm soát và xử lý vi phạm: Tăng cường lực lượng cảnh sát giao thông, thanh tra giao thông ứng trực tại các điểm nóng; xử lý nghiêm các hành vi vi phạm là nguyên nhân trực tiếp gây ùn tắc và tai nạn giao thông như lấn chiếm lòng lề đường, đi sai làn đường, vượt đèn đỏ.
