POLITBURO’S RESOLUTION

ON BUILDING AND DEVELOPMENT OF THUA THIEN HUE BY 2030 WITH VISIONS TOWARDS 2045

I. SITUATION AND CAUSES

After 10 years of implementing Conclusion No. 48-KL/TW by the 10th Politburo, Thua Thien Hue has put a lot of effort into changing its mindset and exploiting its potential and advantages for development. Annual economic growth rate is 7,2% on average, higher than the country’s average. In 2018, the economy doubled in size; per capital income calculated based on GRDP reached 1. 770 USD, increasing 2,2 times compared to 2009. Economic structure has shifted towards services and industries, with tourism being the leading economic sector; the ocean and lagoon economies are becoming drivers of growth; and the potential of Bach Ma National Park has started to be tapped into.

Planning and management affairs and planning execution produce good results. Socio-economic infrastructures, especially transport infrastructures, receive much investment. Connection with other localities in the Central key economic region is prioritized, especially tourism development. The Imperial City of Hue, famous landscapes and beauty spots and historical sites/monuments are restored, preserved and embellished, taking on the appearance of a historic imperial city. Hue is recognized as a Festival City of Vietnam and a cultural and tourist city of ASEAN, aiming to become a garden city and a heritage, cultural, ecological, scenery and ecofriendly metropolis; as a remarkable cultural, tourism and advanced healthcare center; aiming to become a large center of science and technology, education and training of the whole country. Material, cultural and spiritual life of people has been improved; poor household proportion and Gini coefficient are lower than national averages; social security is ensured; environmental protection is enhanced. Strengthening of the Communist Party and political system always receives much attention; the administrative apparatus is gradually simplified and increases its efficiency; national defense and security are preserved.

However, implementation of the Conclusion also reveals certain difficulties and weaknesses: economic development of the province fails to realize its potential and advantages; the metropolis system grows slowly; infrastructures lack synchronization; urban planning and management fall short of development requirements and are unable to highlight Thua Thien Hue’s character. There are many weaknesses in strengthening of the Communist Party and political system and management and operation of local governments; the Provincial Competitiveness Index is low. Thua Thien Hue has yet to become a large center of tourism, science - technology and education - training or achieve the target of becoming a central-affiliated city.

The abovementioned difficulties and weaknesses are due to subjective and objective causes but mostly subjective ones. Some officials and members of the Communist Party have limited awareness of Thua Thien Hue’s position and roles as well as its heritage and cultural values; economy and culture are not closely connected to each other; economic development is not coupled with cultural development; relationship between conservation and development is not yet properly established. Leadership of local governments is not strong or effective enough and lacks proactive cooperation with ministries and central authorities in proposing new and breakthrough policies and mechanisms, especially those concerning infrastructure development, urban management, heritages, culture, healthcare, education and training. Some ministries and central authorities do not pay sufficient attention and are slow to cooperate with Thua Thien Hue in execution of key projects and works. Some high-ranking officials and officials are unqualified. Cooperation in socio-economic development between localities in the region is not efficient.

II. VIEWPOINTS AND OBJECTIVES

- Develop Thua Thien Hue into a cultural, heritage, ecological, scenery, ecofriendly and smart central-affiliated city with due consideration given to conservation and enhancement of the value of heritages of the Imperial City and Hue culture and with tourism as the leading economic sector, information technology and communications as breakthrough sectors and hi-tech agriculture as the foundation. This is a crucial task of socio-economic, political and national defense and security significance not only for Thua Thien Hue but also for the whole Central key economic region and the country.

- Thua Thien Hue must be developed based on efficient exploitation of the potential and advantages of the province and region, especially harmonious combination between outstanding cultural and historical heritages and diverse scenery and natural resources, the province’s position at the entrance to the East - West economic corridor and Hue people. Closely connect economic development with preservation of national defense and security, social security and environmental protection; and urbanization with new rural development. Improve people’s material and spiritual life. Foster relationship between inheritance and development; between economic development and cultural development, tradition conservation and protection and enhancement of the value of heritages, where conservation shall take center stage; between development of a heritage city and development of a central-affiliated city, where the latter must facilitate the former; and between central assistance and local effort.

- Focus on research and robust application of advanced technologies; boosting of innovation; enhancement of human resources quality; formulation of suitable policies and mechanisms, further administrative reform, especially administrative procedures, vigorous improvement of the investment and business environments to attract and use resources from all economic sectors effectively, especially use of private resources for development of transport and urban infrastructures and economic sectors with potential or advantages.

- Improve leadership and fighting capacity of Party Executive Committees, bodies of the Communist Party and officials; and management efficiency of local governments; build the block of great national solidarity; enhance the power of the whole political system and society; promote cultural and revolutionary traditions; proactivity, intelligence, inventiveness and self-sufficiency of Hue people.

2. Objectives and targets

2.1. Objectives and visions

- By 2025, Thua Thien Hue will have become a cultural, heritage, ecological, scenery, ecofriendly and smart central-affiliated city with due consideration given to conservation and enhancement of the value of heritages of the Imperial City and Hue culture.

- By 2030, Thua Thien Hue will have become a large and remarkable cultural, tourism and advanced healthcare center of South East Asia; and a large center for science - technology and multidisciplinary and high quality education and training of the whole country; national defense and security are properly protected; party committees, local governments and the whole political system are strong and stable; and material and spiritual life of people will have been improved.

- By 2045, Thua Thien Hue will have become a festival city and a remarkable center for culture, education, tourism and advanced healthcare of Asia.

(1) For 2021 - 2025

- Develop Thua Thien Hue into a central-affiliated city that meets given criteria with the most important being criteria concerning culture and heritage metropolis. Finish expanding Hue according to planning before 2022.

- GRDP increases by 7,5 - 8,5% per year. Investment capital of the whole society rises by 12% per year. State budget revenue increase by 12 - 13% per year; strive to be able to balance budget in 2025.

- By 2025, GRDP per capita reaches 3.500 - 4.000 USD (according to existing calculation method). Economic structure: services account for 53 - 54% GRDP; industry and construction 31 - 32%; agriculture 7 - 9%; and product taxes (minus subsidies) 6 - 7%. Proportion of poor households identified based on multidimensional standards is reduced to 2 - 2,2%. Urbanization rate reaches 62 - 65%. Forest cover rises to 56 - 57%. 100% of the population has access to clean water. 65 - 70% of workers have undergone training.

(2) For 2026 - 2030

- GRDP increases by 7 - 8% per year. Investment capital of the whole society rises by 10% per year. State budget revenue increases by 13 - 15% per year.

- By 2030, GRDP per capita reaches 5.500 - 6.000 USD (according to existing calculation method). Economic structure: services account for 54 - 56% GRDP; industry and construction 33 - 34%; agriculture 5 - 7%; and product taxes (minus subsidies) 5 - 6%. Proportion of poor households identified based on multidimensional standards is lower than the national average. Urbanization rate reaches 65% - 70%. Forest cover rises to 57%. 100% of the population has access to clean water. 100% of metro areas and 85% of industrial parks, industry clusters and handicraft villages have systems for wastewater treatment and solid waste collection and treatment; 100% of biomedical waste are collected and handled according to required standards.  75 - 80% of trained workers are granted degrees/certificates.

III. MAIN TASKS AND SOLUTIONS

1. Focus all resources on developing Thua Thien Hue into a cultural, heritage, ecological, scenery, ecofriendly and smart central-affiliated city; and a regional and national center for culture - tourism, advanced healthcare, education and training, and science and technology.

- In 2020, formulate specific mechanisms and policies and complete the central-affiliated city criteria applicable to Thua Thien Hue with due consideration given to conservation and enhancement of values of heritages of the Imperial City and Hue culture, which provides the basis for application to competent authorities for central-affiliated city establishment as per the law.

- Support socio-cultural development, preserve and enhance the values of traditional cultural heritages, develop Thua Thien Hue into a center for the national culture and Hue culture. Promote growth of diverse services with tourism as the leading industry by improving quality of tourism products; prioritize development of high-class tourism areas that meet international standards; improve workforce quality and efficiency of cooperation between Thua Thien Hue and other localities in the region, and finish equipping infrastructures for tourism and marine services.

- Focus on building and improving capacity of healthcare institutions in Thua Thien Hue to become an advanced healthcare center of the country. Develop Hue Central Hospital and Hue University of Medicine and Pharmacy Hospital into advanced hospitals of South East Asia with the aim of meeting international standards on healthcare. Develop Hue University of Medicine and Pharmacy based on the national-level “University - Hospital” model and strive to meet international standards. Build a pharmaceutical quality control center of Central Vietnam and hi-tech healthcare complexes to provide medical services and training, conduct research and manufacture healthcare products in connection with leisure travel and provision of healthcare services of international standards.

- Establish a multidisciplinary and high quality education - training center by developing Hue University into a national university, striving to rank among top 300 universities in Asia. Develop Quoc hoc Hue high school into an outstanding example of educational quality of the process of fundamental and comprehensive reform of Vietnamese education.

- Develop science and technology based on the market mechanism, build centralized information technology zones, hi-tech parks and research organizations capable of taking on regional and national scientific and technological tasks, aiming to become a large center for science and technology of the country.

- Develop the industry sector in a manner that suits the potential and advantages of each locality of Thua Thien Hue and market demands; focus on some industries such as ancillary industries, clean energy, deep processing industries, information technology and software, pharmaceutical chemistry and medical devices.

- Develop the agriculture sector in a manner that promotes application of high technology in agriculture, organic agriculture, value chain linkages, connection with target markets and adaptation to climate change; connect agricultural development with tourism development, especially in mountainous areas.

- Develop the ocean economy and lagoon economy on the basis of green growth, conservation of biodiversity and ecosystems in connection with development of aquaculture, tourism, marine services and renewable energy; connect with protection of sovereignty over seas and islands and establishment of marine protected areas and inland waters protected areas.

- Facilitate socio-economic development in mountainous districts in a manner that establishes areas for agriculture and forestry in connection with development of processing industries and services, tourism, preservation of national defense and security and cementing friendship with provinces sharing a border with Laos. Sustainably and efficiently exploit potential of Bach Ma National Park in a manner that conserves and develops forest resources sustainably and protects biodiversity in connection with development of ecotourism.

- Formulate planning for development of Thua Thien Hue by 2030 and with visions towards 2045 as prescribed by law and in consistency with the national comprehensive planning and regional planning. Ensure close and reasonable connection between conservation and development; between protection/enhancement of tradition values and innovation; and between urban and rural areas as appropriate to the potential, advantages and characteristics of Thua Thien Hue. Replan central urban space according to how a central-affiliated city would look and invest in infrastructures, gradually meeting central-affiliated city standards.

Expand urban administrative boundaries. Establish a central metropolis with two development axes and metropolises being drivers of growth, including Phong Dien town; Huong Tra town; Huong Thuy town; build Chan May metropolis. Build Dien Loc, Hai Duong, Thuan An, Vinh Xuan, Vinh Thanh and Vinh Hien coastal metropolises for leisure travel. Employ smart utilities to manage some aspects of metropolises. Restore all major monuments in the Imperial City, cultural structures and Gia Hoi, Chi Lang and Bao Vinh old quarters; conserve old quarters, old metropolises, traditional houses, garden houses and Phuoc Tich old village.

- Finish building coastal walking streets and expressways connecting provinces in the Central key economic region. Expand 49A National Route, 49B National Route and Phuoc Tuong - Phu Gia tunnel; upgrade Chan May deepwater port into a container and tourism port (invest in wharves No. 4, 5, 6, 7 and 8). Build Dien Loc specialized port and Thuan An asylum harbors. Increase capacity of Phu Bai international airport according to approved planning; and upgrade railway lines running through Hai Van Pass.

- Invest in transport systems connecting Thua Thien Hue’s metropolises; prioritize Hue - Thuan An and Hue - Phu Bai airport routes and ring road 3 in Hue city. Build a bridge crossing Huong river and infrastructures of some beaches opening to tourists. Upgrade important intracity routes in Hue city, Huong Thuy town, Huong Tra town, Thuan An town and Sia and major roads in Phong Dien and Quang Dien districts.

- Central government budget shall support relocation of households in area 1 of the Imperial City, which shall be completed before 2022; support gradual restoration of the scenery and spaces of the Imperial City, prioritizing main structures in the Imperial City and cultural structures, Gia Hoi, Chi Lang and Bao Vinh old quarters; conserve old quarters, old metropolises, traditional houses, garden houses and Phuoc Tich old village.

- Pay special attention to protecting natural resources and the environment; improve capacity for natural disaster forecasting and warning, and proactively respond to climate change and sea level rise.

3. Attract and utilize investment capital from all economic sectors for socio-economic development, especially use of private resources for development of infrastructures and economic sectors taking the lead or having advantages

- Thoroughly carry out administrative reform, especially reform of procedures concerning access to land, financial and banking services, and customs and tax procedures. Promulgate policies facilitating transparent attraction of investment.

- Reform mechanisms for post-investment management and use to attract investment from all economic sectors, especially private investment for infrastructure development, e-government and smart metropolis development; entrepreneurship and innovation; sectors with potential or advantages such as tourism, hi-tech agriculture and industries and the ocean economy.

4. Formulate and promulgate some specific mechanisms and policies for fast and sustainable development of Thua Thien Hue with due consideration given to conservation and enhancement of the value of heritages of the Imperial City and Hue culture

- Research and promulgate criteria for classification of metropolises, administrative units and metropolis models suitable for Thua Thien Hue with due consideration given to conservation and enhancement of the value of heritages of the Imperial City and Hue culture.

- Research and pilot some specific mechanisms and policies applicable to Thua Thien Hue to conserve and enhance the value of cultural heritages based on close and efficient cooperation between central resources, local resources and private resources.

- Provide mechanisms and policies facilitating breakthroughs in fast and sustainable development of Lang Co - Chan May economic zone, Tam Giang - Cau Hai lagoon and Bach Ma National Park by attracting capable Vietnamese and foreign investors.

- Research and pilot some specific mechanisms and policies for developing Thua Thien Hue into an advanced healthcare center of international standards as well as a large center for science and technology and multidisciplinary and high quality education  and training of the country by increasing autonomy of service providers and privatizing public services.

5. Enhance efficiency of cooperation in regional development; deepen cooperation and relationships with other localities for socio-economic development of Thua Thien Hue

- Promote cooperation and enhancement of potential and advantages of Thua Thien Hue according to planning for socio-economic development of the Central key economic zone, especially for cooperation in development of tourism, hi-tech agriculture, biotechnology, science of medical examination and treatment and resolution of issues such as climate change, environmental pollution and sea level rise.

- Encourage international cooperation in technology and knowledge transfer; boost domestic and international cooperation in culture; widely promote Hue and Vietnam’s images together with heritages showing potential, tourism, culture, history, clean and safe environment and friendly people to the international community. Honor and maintain special relationship with Laotian provinces.

6. Focus on developing human resources, especially high quality workforce. Connect economic development with cultural development, advance social equality and progress; strengthen Thua Thien Hue’s position as Vietnam’s large and remarkable cultural center

- Ensure all Thua Thien Hue citizens have equal, convenient and adequate access to essential public services with increasing quality. Enhance quality of new rural development and lagoon and fishing village settlement; finish building essential infrastructures in poor communes and disadvantaged communes. Ensure people’s right to freedom of religion. Effectively implement ethnic minority policies and programs for socio-economic development and national defense and security in ethnic minority areas and mountainous areas.

- Foster an environment rich in Hue culture together with conservation and enhancement of the value of cultural heritages, regarding this as a long-term comparative advantage that supports tourism and services development. Tightly connect tourism development with cultural development.

7. Connect socio-economic development with preservation of national defense and security; ensure political security, public order and social safety

- Properly implement guidelines and policies of the Communist Party and the State concerning connecting national defense and security with socio-economic development and vice versa from the planning step. Focus on building dual-use structures for both socio-economic development and national defense purposes. Link planning for socio-economic development for each period of time with planning for establishment of the all-people national defense posture and people's security posture to further strengthen defense areas.

- Proactively grasp and properly handle public order and security issues immediately upon their occurrence, avoid letting the situation fester or out of control. Utilize the collective strength of the whole political system for the fight against crimes, especially crimes concerning the environment, high technology, usury, etc.

8. Build an honest and strong Communist Party; improve state management efficiency; enhance the people’s role as the owner; build the block of great national solidarity, properly implement democratic principles at grassroots level

- Organize study and proper implementation of resolutions, directives and conclusions of the Central Steering Committee, the Politburo and the Secretariat on strengthening and simplifying the Communist Party and political system; nurture qualified and reputable officials. Build an honest and strong Thua Thien Hue party committee; improve leadership and fighting capacity of bodies and members of the Communist Party.

- Focus on training and retraining of high-ranking officials and officials, especially those in leadership and managerial positions; build apparatuses for metropolises to be established; pay attention to improving capacity of high-ranking officials and officials working in rural areas.

- Implement resolutions, directives and conclusions of the Central Steering Committee, the Politburo and the Secretariat in an innovative manner to build a strong and stable block of great national solidarity; properly implement democratic principles at grassroots level in connection with new rural and civilized metropolis development.

1. In 2020, the supervisory communist organization of the National Assembly shall direct research and promulgation of a Resolution of the Standing Committee of the National Assembly on developing Thua Thien Hue into a central-affiliated city with due consideration given to conservation and enhancement of the value of heritages of the Imperial City and Hue culture; and specific mechanisms and policies for Thua Thien Hue, which shall provide consistent legal grounds for implementation of this Resolution and supervision of such implementation.

2. The Party Civil Affairs Committee of the Government shall direct relevant ministries and central authorities to cooperate with Thua Thien Hue in formulating, appraising and proposing a scheme for developing Thua Thien Hue into a central-affiliated city with due consideration given to conservation and enhancement of the value of heritages of the Imperial City and Hue culture; and specific mechanisms and policies for Thua Thien Hue to the Standing Committee of the National Assembly, promulgate action programs to Resolutions of the Politburo and elaborate on Resolutions of the Standing Committee of the National Assembly.

3. The party committee, government and citizens of Thua Thien Hue shall properly and proactively implement this Resolution. Enhance social approval, leadership of bodies of the Communist Party and participation of the whole political system to implement this Resolution. Carefully prepare and propose the scheme for developing Thua Thien Hue into a central-affiliated city with due consideration given to conservation and enhancement of the value of heritages of the Imperial City and Hue culture; and specific mechanisms and policies for Thua Thien Hue to the Government and the Standing Committee of the National Assembly in 2020.

4. Commissions of the Communist Party, Party Civil Affairs Committees, supervisory communist organization and Party Executive Committees under Party Central Committee shall regularly pay attention to, closely cooperate in and facilitate Thua Thien Hue’s development towards the targets of this Resolution.

5. Party Executive Committees of provinces and cities under Party Central Committee, especially Party Executive Committees of provinces and cities in the Central key economic region, shall actively foster and strengthen cooperation with Thua Thien Hue to develop together.

6. The Central Economic Commission shall take charge and cooperate with relevant regulatory bodies in regularly monitoring, supervising, inspecting and expediting the implementation of this Resolution; and submit periodic preliminary and summary reports to the Politburo and the Secretariat of the Communist Party.
