After a period of developing System for exempting, reducing, returning, waiving and processing extra tax payments electronically at request of Director General of General Department of Customs under Decision No. 3535/QD-TCHQ dated November 27, 2018 and preparing for implementation, General Department of Customs hereby informs Customs Departments of provinces and cities on officially implementing exemption, reduction, return, waiving and processing of extra tax payments on a nationwide scale on an electronic system (hereinafter referred to as “MGH System”) from November 23, 2020 (General Department of Customs shall inform on implementation of classifying system for exempting tax for import goods directly serving national security and defense).

In order to ensure effective deployment of the MGH System, General Department of Customs hereby requests Customs Departments of provinces and cities to:

2.1. Regarding information for participation in the MGH System:

For these addresses, enterprises shall use accounts which are being utilized for declaration on the VNACCS to log into the MGH System.  Enterprises may employ instruction manuals as soon as logging into the system.

2.2.  Deployment requirements for Customs Departments of provinces and cities:

- Research Decision No. 3535/QD-TCHQ dated November 27, 2018 of Director General of General Department of Customs on approving scheme for “Exempting, reducing, returning, waiving tax and processing extra tax payments electronically” (uploaded on Edoc);

- Research instruction manuals of the system (both versions for enterprises and official customs) extracted on the system or at \\WEBSVR01\Users\HeThongMGH to organize implementation of professional affairs on the system and assist enterprises in difficulties during implementation; 

- Establish local teams for supporting implementation and publicize information of the support teams to local enterprise community for communication when necessary;

- Introduce implementation of exempting, reducing, waiving tax and processing extra tax payments on the MGH System to officials and relevant departments in entities. Inform, publicize and instruct enterprises to cooperate in implementing MGH System;

- Report on difficulties and propose solutions during local implementation of MGH System every month on the 5^th of the following month.

All difficulties that exceed competence arising during implementation of the MGH must be promptly reported to teams for supporting implementation of the MGH System according to Decision No. 3204/QD-TCHQ or teams for supporting implementation of the MGH System according to Decision No. 3205/QD-TCHQ dated November 18, 2020 of General Department of Customs for cooperation and solution.
