Guidance on the Procedure for cleansing COVID-19 vaccination data

To:

- The People’s Committees of provinces or central-affiliated cities of Vietnam;
- Units affiliated to Ministry of Health of Vietnam;
- Ministerial and central health authorities.
(hereinafter referred to as “authorities and units”)

On April 19, 2022, the Ministry of Health of Vietnam promulgated Official Dispatch No. 1975/BYT-CNTT on cleansing COVID-19 vaccination data and implementation of signature to verify vaccine passports. On the basis of the uniformity with the Ministry of Public Security of Vietnam, the Ministry of Health of Vietnam develops a procedure for cleansing COVID-19 vaccination data.

The Ministry of Health of Vietnam requires the People’s Committees of provinces or central-affiliated cities to assign work groups of Project 06 of provinces or central-affiliated cities to carry out the following contents:

1. Take charge in directing implementation of cleansing COVID-19 vaccination data according to the Procedure issued together with this Official Dispatch. The cleaning shall be completed before June 01, 2022.

2. Direct immunization units in their provinces to strictly implement the guidance of the Ministry of Health on signature to verify vaccine passports specified in Official Dispatch No. 1908/BYT-CNTT dated April 15, 2022 and Official Dispatch No. 1975/BYT-CNTT dated April 19, 2022.

Procedure for Cleansing COVID-19 vaccination data

(Issued together with Official Dispatch No. 2262/BYT-CNTT dated May 04, 2022 of the Ministry of Health of Vietnam)

The work groups of Project 06 of provinces or central-affiliated cities shall direct provinces and cities to cleanse COVID-19 vaccination data according to the procedure as follows:

1. Work groups of Project 06 at commune level shall direct health stations to make lists of entities with wrong information eligible for COVID-19 vaccination permanently reside in their communes, including:

- Missing ID numbers;

- Wrong ID number format;

- Wrong basic personal information: ID number, full name, date of birth and sex.

2. The work groups of Project 06 at commune level shall assign work groups of Project 06 at village level to review and revise information of the lists. After that, the lists are transferred to Police authorities at commune level to compare, verify, update and add information in the national population database.

3. The police authorities at commune level shall sign and transfer them to health stations to store, update and add information of the entities on the COVID-19 Immunization Management Platform.

4. The health stations shall re-update information of entities on the COVID-19 Immunization Management Platform.

- In case of no ID number or wrong ID number format, the system allows to import the lists in Excel (using the function of Import of entities eligible for COVID-19 vaccination).

- In case of wrong personal information, it is necessary to directly revise it on the COVID-19 Immunization Management Platform.

After updating information, officials of health stations shall use the function of making lists of verifying information to see results.

5. Immunization units must daily inspect and sign to verify vaccine passports.

6. Immunization units affiliated to the Ministry of Health and ministerial and central health authorities and immunization units at province or district level that implement signature for verifying vaccine passports are not required to carry out cleaning of COVID-19 vaccination data.
