In implementing order of Prime Minister Vu Duc Dam in the meeting on March 23, 2022 regarding the implementation of Scheme for development and application of population and identification data, and electronic authentication serving national digital transformation for the period of 2022-2025, and vision until 2030 (hereinafter referred to as “Scheme No. 6”) where the Ministry of Health is assigned to take charge and cooperate with Ministry of Public Security in “cleansing” data on 41 million COVID-19 vaccine shots which have been accompanied by personal identity number but cannot be identified and cross-checked against the National population database (due to errors in first name, last name, date of birth, etc.) among the 80 million unauthenticated COVID-19 vaccine shots.

At the same time, in order to promptly facilitate international travel and trade of the general public, the Ministry of Health hereby requests People’s Committees of provinces and central-affiliated cities to assign Task force in charge of Scheme No. 6 of provinces and cities to:

1. Take charge and direct the “cleansing” of COVID-19 vaccination data in accordance with Official Dispatch No. 1495/BYT-CNTT dated March 24, 2022 regarding addition and authentication of COVID-19 vaccination data serving connection to the National population database. Deadline: before May 5, 2022.

2. Direct provincial vaccination facilities to:

- Organize review and thorough handling of complaints of the general public regarding COVID-19 vaccination data on the COVID-19 vaccination website and maintain handling of complaints in accordance with guidelines under Official Dispatch No. 9458/BYT-CNTT dated November 8, 2021 of Ministry of Health.

- Apply digital signatures to vaccination recipients whose information has been authenticated and cross-checked against the National population database in accordance with guidance under Official Dispatch No. 1908/BYT-CNTT dated April 15, 2022 of Ministry of Health.

Deadline: before April 30, 2022.

4. Produce list of contact officials in charge of vaccination affairs of Health Departments and CDC (containing: Full name, Presiding entity, Title, Phone number) and send to Ministry of Health for cooperation in “cleansing” of data and issuance of “Vaccination Passport”.

5. Submit report on implementation of the aforementioned contents to the Ministry of Health (via Department of Information Technology) before May 6, 2022 for presentation to the Task force in charge of Scheme No. 6 of the Government and to the Prime Minister. And submit a soft copy to hungnb.cntt@moh.gov.vn.

Difficulties that arise during the implementation should be reported to the Ministry of Health (Department of Information Technology) for timely resolutions.
