To: Customs Departments of provinces and cities.
In recent times, General Department of Customs has received feedback on difficulties and issues of enterprises related to use of number and barcode on export goods. Pursuant to Official Dispatch No. 1493/BKHCN-TDC dated May 25, 2020 of Ministry of Science and Technology, in order to deal with difficulties of exporting enterprises during the COVID-19 epidemic according to direction of Prime Minister under Directive No. 11/CT-TTg dated March 4, 2020, General Department of Customs request Customs Departments of provinces and cities to direct affiliated Sub-departments of Customs to jointly agree on:
1. Attachment of foreign number and barcode on export goods:
During customs procedures for export goods, customs officials shall not require declarants to present documents issued by competent agencies confirming use of foreign number and barcode.
Customs declarants shall be legally responsible for use of foreign number and barcode on export goods and packaging of export products.
2. Authorization for use of foreign code:
Proof of authorizing use of foreign code granted by foreign competent agencies or owners of foreign code includes any of following form: document of authorization, power of attorney, toll manufacturing agreements, electronic documents of authorization or other forms internationally recognized bearing signature and stamps of exporting enterprises and enterprises legally responsible for provided documents.
3. Customs authorities shall not impose administrative penalties related to use of foreign number and barcode on export goods. In case exporting enterprises are found not having documents confirming or authorizing use of foreign number via customs clearance procedures, post-clearance inspection, examination or investigations, inform Directorate for Standards; Metrology and Quality in detail in writing for appropriate solutions as per the law.
