DIRECTIVE OF THE SECRETARIAT

ON THE INCREASE OF THE LEADERSHIP OF THE COMMUNIST PARTY IN TERMS OF WORKS RELATED TO THE DISABLED

Over the past time, the Communist Party, State, and society have always been concerned about works related to the disabled and have promulgated and implemented many caring guidelines and policies in order to ensure the right and promote the role of the disabled; which contribute to the promotion of social progress and sustainable development. The disabled work has achieved many remarkable results. The awareness and responsibilities of provincial Communist Party organizations, authorities, and unions at all levels towards the disabled have improved. The disabled are becoming more confident and comfortable to integrate into social life. State agencies have implemented many supportive activities for the disabled in order to promote responsibilities of authorities at various levels, organizations, and individuals in caring for the lives of the disabled; create equal opportunities to improve, meet the legitimate and legal interests of the disabled; encourage them to develop their capabilities and integrate and contribute to society. The promotion of private investment in supportive activities for the disabled has mobilized the participation of many agencies, organizations, and a large number of people of all classes including religious, humanitarian, and charitable organizations. The Vietnam Fatherland Front and its members have many methods of support and facilitation for the disabled organizations to promote activities of caring and supporting people with disabilities.

However, some provincial Communist Party organizations and authorities have not paid enough attention and lack of depth in leading and directing the implementation of policies and laws for the disabled. The life of a large number of people with disabilities still faces many difficulties, especially those with extremely severe disabilities. There are still people with disabilities who do not have access or have inadequate access to the State's support policies on healthcare, education, vocational education, job, credit, etc. The level of social allowance for the disabled is still slowly adjusted. The number of people with disabilities nurtured in social protection facilities is still small and the physical facilities of such places are still poor. A number of officers and people are not fully aware and still consider the disabled work as a humanitarian and charitable activity and as the responsibility of the sector of labor - war invalids and social affairs. There is still stigma and discrimination against the disabled. In some places, the organization and implementation of the law on people with disabilities are still slow and incomprehensive. The efficiency of some organizations of the disabled is still low.

The main cause of the above limitations is the dissemination, grasp, and implementation of guidelines of the Communist Party, policies and laws of the State on the disabled, have not been paid due attention. Some guidelines of the Communist Party related to the disabled have not been institutionalized in a timely, synchronous, and unified manner. The state management work, especially the allocation of resources to implement policies, statistical work, management of the disabled, and inspection work are still limited. The mobilization of social resources for the disabled work has not been promoted. The number of people with disabilities, especially movement disabilities, has gradually increased in recent years and continues to increase, putting pressure on ensuring social security.

In order to increase the leadership of the Communist Party and promote the responsibility of the entire political system for the disabled, the Secretariat shall request provincial Communist Party organizations, Communist Party organizations to focus on performing the following duties:

1. Improve the awareness and responsibilities of provincial Communist Party organizations, Communist Party organizations, agencies, organizations, and individuals in implementing guidelines and viewpoints of the Communist Party and policies and laws of the State on supporting the disabled.

Promote the dissemination and mobilization to create in-depth changes in the awareness and responsibilities of officers, members of the Communist Party, officials, and people of all classes on the disabled work. Actively renovate the content and method of dissemination of paths and viewpoints of the Communist Party and policies and laws of the State for the disabled in an appropriate manner. Increase the work of leading, directing, inspecting, and supervising of provincial Communist Party organizations and Communist Party organizations in implementing directions and viewpoints of the Communist Party and policies and laws of the State for the disabled; provide support and facilitate the promotion of the capability of people with disabilities and organizations of the disabled in order to perform well the role of representative, gathering, unification and be the bridge between the disabled and the Communist Party and State; ensure the closely and logically combination between economic development and socio-cultural development; make progress and conduct social justice to create a society without barriers for the disabled.

Continue to institutionalize guidelines and viewpoints of the Communist Party; amend and complete policies and laws on the disabled, ensuring that they are unified, synchronized, possible, and suitable for each stage of the country socio-economic development and international commitments; contribute to the completion of the system of social policies and social security and conduct the target of social justice. Gradually increase the level of social allowance in line with the living standards in society and the state budget capacity; create policies to increase the number of people with disabilities who participate in the social security network; conveniently facilitate the disabled to approach policies of education, vocational education, job, credit, social protection, cultural activities, sports, entertainment, tourism, and travel.

Develop and effectively organize the implementation of supporting programs for the disabled; encourage the disabled who have the ability to study and work to overcome their difficulties, strive to live independently, integrate into society, contribute to socio-economic development, and help other people with disabilities. Develop the standard of essential infrastructure suitable for the lives of the disabled, facilitating opportunities for equality for them.

Increase inspection and handling of law violations in performing policies and laws on the disabled.

3. Promote private investment in supporting the disabled

Improve the responsibility of the entire society in caring and helping people with disabilities and organizations of the disabled; mobilize social resources to support the lives of people with disabilities and members of the organizations of the disabled. Create mechanisms and policies to encourage areas outside the state to participate in the investment in non-profit models of taking care of the disabled, especially for people with severe disabilities, disabled women and children, and disabled elderly people. Facilitate organizations of the disabled that are qualified to participate in the implementation of public services of the State.

4. Promote the role and responsibility of the Vietnam Fatherland Front, socio-political organizations, and social organizations regarding organizations of the disabled

The Vietnam Fatherland Front, socio-political organizations, and social organizations shall continue to improve the efficiency of mobilizations and movements to care for and help the disabled; increase cooperative relations in supporting activities for the disabled; integrate mobilizations and emulation movements into the caring of the disabled for a better life. Facilitate the promotion of cooperative relations between organizations of the disabled and organizations inside or outside the country in order to exchange experience, support, and assist each other to improve the efficiency of operation.

5. Improve the quality and efficiency of operation of organizations of the disabled

Actively innovate and improve the quality and efficiency of operation of organizations of the disabled under the precept of “Increasing unification, proactively rising up for equality, and integrating into the community”. Uphold the responsibility and initiative of organizations of the disabled in performing duties, movements, and mobilizations for people with disabilities. Regularly provide introduction and dissemination to nationally intensify typical examples of people with disabilities overcoming difficulties and good practices in the activities of organizations of the disabled.

Provincial Communist Party organizations, central Communist Party unions and committees shall thoroughly grasp and direct the implementation of this Directive.

The staff committee of the Ministry of Labor – War Invalids and Social Affairs shall take charge and cooperate with relevant agencies in monitoring, inspecting, and urging the implementation; periodically report to the Secretariat the performance of the implementation of the Directive.

This Directive shall be disseminated to all internal Communist Party organizations.
