b) Conducts the comprehensive examination of all inspection units of means of transportation in the country, corrects the limitations of equipment, implementation, professional qualifications especially there must be effective measures to promptly detect and strictly deal with violation of inspection center, inspectors and inspecting staff in performance of duties and responsibility of the head. Resolutely suspending the operation of inspection centers which do not meet the criteria for facilities, equipment, personnel or are in serious breach of professional duties. Publicizing the hotline to receive and handle the comments of negativism of inspection centers and publicizing names of inspection centers which breach regulations on inspection of means of transportation.

c) Directs the Vietnam Register to strengthen the professional training and retraining and occupational ethics; rotates and rationally arranges officials, inspectors and inspecting staff to prevent negativism acts, primarily those who perform work of inspection of sea ships and inland waterway vehicles and inspection of batches of vehicles imported or locally manufactured; promptly completes the surveillance camera and data transmission system to the Inspector of Ministry of Transport for regular monitoring; strengthens the advocacy, propagation and education on prevention of negativism within the contingent of officials and inspectors; has specific plans and solutions in accordance with the inspection activities in implementation of Directive No. 03-CT/TW dated 14 May 2011 of the Politburo XI on further promoting the learning and following the moral example of President Ho Chi Minh ...

a) Directs the functional forces of the Ministry and the local police forces to conduct investigation, detect and impose strict handling on organizations and individuals committing breach of law in the inspection of means of transportation.

b) Directs the investigation police organ at all levels to require the representative of Vietnam Register or other inspection centers in the area to provide all dossiers and closely coordinate in investigation and clarification of causes from the means of transportation in accidents, particularly the serious ones.

3. People’s Committees of provinces and centrally-run cities:

a) Direct the Department of Transport to coordinate with relevant organs to carry out the examination over the inspection units under the management of the local authorities and the socialized inspection centers; strictly handle all breaches and resolutely suspend the operation of inspections units that commit serious breaches in their professional work and suspend the position to conduct the investigation over the cases where the officials and public servants join hands with each other or wink at breach of regulations or negativism or harassment of inspection centers.

b) Coordinate with social – political organizations in localities to promote the advocacy and propagation to vehicle owners and drivers to strictly abide by regulations on registration and inspection of means of transportation for their own safety and community.

4. National traffic safety Committee:

a) Coordinates with Vietnam Television, Voice of Vietnam, Vietnam News Agency and other media organizations in propagation and education of law on inspection of quality, technical safety and environmental protection of means of transportation; has investigation reportage and dialogue programs on inspection of means of transportation.

b) Coordinates with professional Associations in propagation and dissemination of regulations of law on inspection of vehicles to organizations and individuals related to the design and fabrication of vehicles and transportation business activities, vehicle owners and drivers

The Ministers of relevant Ministries and the Chairman of People’s Committee of provinces and centrally-run cities are responsible for directing and implementing this Directive and periodically reporting to the  National traffic safety Committee for aggregation and report to the Prime Minister./.
