Chỉ thị số 01/CT-BTTTT được Bộ Thông tin và Truyền thông ban hành ngày 03 tháng 01 năm 2020 về định hướng phát triển ngành Thông tin và Truyền thông năm 2020. Chỉ thị này xác định các mục tiêu chiến lược và giải pháp đột phá nhằm thúc đẩy tiến trình chuyển đổi số quốc gia, phát triển mạnh mẽ các doanh nghiệp công nghệ số Việt Nam theo tinh thần "Make in Vietnam", đồng thời nâng cao hiệu quả quản lý nhà nước trong toàn bộ các lĩnh vực thuộc phạm vi quản lý của Bộ.
Phạm vi và đối tượng áp dụng:
Chỉ thị áp dụng đối với các cơ quan, đơn vị, tổ chức thuộc Bộ Thông tin và Truyền thông; Sở Thông tin và Truyền thông các tỉnh, thành phố trực thuộc Trung ương; các doanh nghiệp hoạt động trong lĩnh vực bưu chính, viễn thông, công nghệ thông tin, an toàn thông tin mạng, báo chí, xuất bản; các hiệp hội nghề nghiệp và các tổ chức, cá nhân có liên quan trên phạm vi cả nước.
- Định hướng phát triển lĩnh vực Bưu chính
- Chuyển dịch mạnh mẽ từ dịch vụ bưu chính truyền thống sang dịch vụ bưu chính số, đưa bưu chính trở thành hạ tầng quan trọng của nền kinh tế số và thương mại điện tử.
- Xây dựng và triển khai hệ thống mã địa chỉ bưu chính số đến từng hộ gia đình (Vpostcode) nhằm tối ưu hóa hoạt động logistics và hỗ trợ xây dựng Chính phủ điện tử.
- Khuyến khích các doanh nghiệp bưu chính ứng dụng công nghệ hiện đại trong phân loại, chia chọn và vận chuyển hàng hóa.
- Định hướng phát triển lĩnh vực Viễn thông
- Chuyển dịch hạ tầng viễn thông truyền thống thành hạ tầng số, tạo nền tảng vững chắc cho việc kết nối vạn vật (IoT) và phát triển kinh tế số.
- Thúc đẩy phủ sóng mạng di động 4G chất lượng cao, triển khai thử nghiệm thương mại và từng bước thương mại hóa mạng di động 5G sử dụng thiết bị sản xuất trong nước.
- Triển khai các giải pháp thúc đẩy mỗi người dân sở hữu một điện thoại thông minh và mỗi hộ gia đình có một đường truyền cáp quang băng rộng.
- Phối hợp triển khai dịch vụ chuyển tiền qua tài khoản viễn thông (Mobile Money) nhằm thúc đẩy thanh toán không dùng tiền mặt tại các vùng sâu, vùng xa.
- Thúc đẩy Công nghệ thông tin và Chiến lược "Make in Vietnam"
- Tập trung phát triển các doanh nghiệp công nghệ số Việt Nam, khuyến khích chuyển dịch từ gia công, lắp ráp sang chủ động thiết kế, sáng tạo và sản xuất các sản phẩm công nghệ tại Việt Nam.
- Xây dựng và hoàn thiện Đề án Chuyển đổi số quốc gia, thúc đẩy chuyển đổi số toàn diện trong các cơ quan nhà nước, doanh nghiệp và toàn xã hội.
- Phát triển các nền tảng số dùng chung, đẩy mạnh ứng dụng trí tuệ nhân tạo (AI), dữ liệu lớn (Big Data) và điện toán đám mây để tối ưu hóa hoạt động quản lý và sản xuất.
- Đảm bảo An toàn, an ninh mạng
- Xây dựng hệ thống bảo vệ an toàn thông tin mạng theo mô hình 4 lớp tại tất cả các cơ quan, tổ chức nhà nước.
- Phát triển hệ sinh thái các sản phẩm an toàn, an ninh mạng do Việt Nam tự làm chủ nhằm bảo vệ chủ quyền quốc gia trên không gian mạng.
- Nâng cao năng lực giám sát, phát hiện và ứng cứu sự cố an toàn thông tin cho các hệ thống thông tin quan trọng của Đảng và Nhà nước.
- Quản lý và phát triển lĩnh vực Báo chí, Truyền thông
- Thực hiện nghiêm túc Quy hoạch phát triển và quản lý báo chí toàn quốc đến năm 2025, đảm bảo hệ thống báo chí hoạt động đúng tôn chỉ, mục đích và hiệu quả.
- Đẩy mạnh công tác thông tin tuyên truyền, tạo sự đồng thuận xã hội, khơi dậy khát vọng phát triển đất nước hùng cường.
- Tăng cường quản lý các nền tảng mạng xã hội xuyên biên giới, chủ động đấu tranh, ngăn chặn và bóc gỡ các thông tin xấu độc, tin giả, bảo vệ không gian mạng lành mạnh.
Hiệu lực thi hành:
Chỉ thị số 01/CT-BTTTT có hiệu lực thi hành kể từ ngày ký (ngày 03 tháng 01 năm 2020). Thủ trưởng các cơ quan, đơn vị thuộc Bộ, Giám đốc các Sở Thông tin và Truyền thông, và Tổng giám đốc, Giám đốc các doanh nghiệp trong ngành có trách nhiệm xây dựng kế hoạch hành động cụ thể để triển khai thực hiện nghiêm túc các nội dung của Chỉ thị này.

DIRECTIVE
REGARDING ORIENTATION TOWARDS DEVELOPMENT OF THE INFORMATION AND COMMUNICATIONS SECTOR IN 2020
In 2020, many major and extremely significant events of our country are intended to take place, e.g. the 75th anniversary of the birth of our country, the 90th anniversary of the incorporation of our Communist Party. This is the final year of the socio-economic development plan for the 2016-2020 period which help arrange and provide the foundation for the 10-year development strategy for the 2021-2030 period, the 5-year plan for the 2021-2025 period; at the same time, is the year seeing general meetings of all-level Party committees be held to pave the way for the XIIIth National Congress of the Communist Party of Vietnam. In that context, following the overall goal that the Ministry of Information and Communications sets in 2020, which is "the year of national digital transformation", together with the action motto "Exemplary, Disciplined, Focused, Breakthrough", public officials, civil servants, public and general workers and employees in the information and communications industry should uphold their achievements, improve their labor productivity, excellently make strategic breakthroughs, and make effective use of the Fourth Industrial Revolution for the development of the information and communications industry, especially ensuring the uniform and effective development equally in all 6 sectors under the State management of the Ministry of Information and Communications; the Minister of Information and Communications commands that the entire sector should duly perform the following key tasks:
1. From the beginning of this year, all agencies, entities and units in the information and communications industry must take charge of thoroughly understanding and implementing the Government’s Resolution No. 01/NQ-CP dated January 1, 2020 pertaining to the major duties and approaches to implement the socio-economic development plan and the state budget estimate for 2020, and the Government’s Resolution No. 02/NQ-CP dated January 1, 2020 regarding the continued implementation of major duties and approaches to improve the business environment and boost the national competitiveness in 2020; showing their determination to complete the plan for implementation of tasks and duties related to questions that the Minister must answer at the National Assembly’s plenary sessions and those assigned as stated in the Directive; trying their best and making their contribution to build a "Disciplined, Upright, Action-oriented, Responsible, Creative, Efficient" Government, creating a favorable investment and business environment for businesses and the public.
2. Major duties and approaches in 2020
2.1. Postal sector
The goal is to develop the postal infrastructure with a view to promoting the digital transformation for postal activities. Shifting from traditional postal services to digital ones, especially services related to the electronic Government (e-Government) and supporting/logistics services for e-commercial activities. Postal businesses must shift towards the technological business model and establish a number of large companies playing key roles in the development of postal networks reaching out to households, rural or remote villages on the basis of perfecting the platform of the postal address code and the digital map V-map (Vpostcode). Creating a healthy competitive environment for postal businesses. Building the database of postal businesses and orienting them toward the digital transformation. Completing and implementing the project titled "Piloting the provision of public services through the public postal network and local public postal services". Getting it involved in the master plan for the e-commerce development of the Ministry of Industry and Trade. Actualizing the Plan to implement the UPU Third Extraordinary Congress’ Proceedings and attending the 27th UPU Congress. By the end of 2020, Vietnam is one of 40 – 45 leading countries in the postal sector of the Universal Postal Union (UPU).
2.2. Telecommunications sector

Radical disposal of telecommunications “junks”, such as SIM card wastes, spam text messages, spam voice messages, spam mails, and so on, is a duty that leaderships and managements of telecommunications corporations and enterprises must perform to develop their sustainable and healthy markets.
Developing the Program for provision of public telecommunications services for the 2021 – 2025 period, ensuring the universal coverage of 4G and 5G mobile networks, the universal use of smart phones and online public services.
Revising the Law on Telecommunications, the Law on Radio Frequency; Seeking the Prime Minister’s ratification and approval of new Decisions on the auctioning, transfer of the rights to use frequencies, mobile numbers, Internet domain names; Issuing the Circular on planning 700MHz, 26/28 GHz and 3.5 GHz frequency bands; Making complete regulations on the management and operation of specialized telecommunication service networks greatly facilitating activities of the Communist Party’s organs and the State as well as supporting the development of the e-Government.
Increasing the successful network transfer rate to 90%; Completely carrying out the Project of terrestrial television digitalization according to the predetermined schedule; Making progress by successfully connecting 100 members to the national Internet transit station VNIX; Raising the market share of .vn domain name registration so that .vn domain names make up over 50% of the total number of Internet domain names in Vietnam; Increasing the rate of fixed broadband subscribers per 100 people to at least 16.1%; Increasing the rate of mobile broadband subscribers per 100 people to at least 70%; Increasing the rate of internet users per 100 people to at least 71.5%.
Improving the telecommunications ranking by increasing ICT Development Index (IDI) according to the ITU’s rating to the rank between 80th and 85th. By the end of 2020, Vietnam is expected to rank from 38th to 39th as one of the countries leading in the indicator of application of the information and communication technology mentioned in the Global Competitiveness Index (GCI) Report of the World Economic Forum (WEF).
2.3. Information technology application sector
The goal is to boost the application of information technology, build the e-Government on the basis of administrative reforms, center upon the people and enterprises, standardize professional procedures, and orienting towards the digital Government, the digital economy and the digital society.
Brilliantly performing roles in the uniform coordination in the development of the e-Government whilst upholding the autonomy of ministries, sectoral administrations and local authorities; Developing the Strategy for development of the e-Government for the 2021 – 2025 period with vision towards 2030.
Accomplishing the goals and objectives set out in the Government's Resolution No. 17/NQ-CP dated March 7, 2019 on a number of key tasks and solutions for the development of the e-Government during the period of 2019 - 2020 with vision to 2025, especially those related to network, cyber security, connection, data sharing and level-4 public services. Striving to reach 100% of Ministries, central and local authorities furnished with the integrated, ministerial-level data sharing platform (LGSP); gain 100% of state regulatory authorities publishing the public satisfaction levels of users of online public services; obtain 30% of the online level-4 public administrative service.

As 2020 is the year of national, extensive and comprehensive digital transformation according to the Prime Minister's Decision introducing the National Digital Transformation Program, which is going to be issued in 2020, ministries, central and local authorities need to issue their own digital transformation programs. The Ministry of Information and Communications must be the pioneer in the digital transformation in the postal, telecommunications, journalism, media and communications sectors.
Keeping on building a number of pilot, pilot province and pilot commune models; Training 100 professionals of the e-Government serving with Ministries, central and local authorities who constitute the main force to guide the development of the e-Government; Using the savings from use of the e-Government applications for further developing the e-Government and retain at least 1% of expenditures of all-level budgets (i.e. central budget and local budgets) for the e-Government building and development activities.
By the end of 2020, Vietnam is expected to be ranked as one of the top 75 countries in terms of the E-Government Development Index according to the United Nations’ ratings.
2.4. Network security and cybersecurity sector
As a precondition for the development of the e-Government and the digital transformation, the network and cyber security sector should be one step ahead. Assuring the network and cyber security, especially in the year when the Party Congresses at all levels and important events of our country. Monitoring and ensuring the network and cyber security for national e-Government information systems through the e-Government information sharing and monitoring system.
Ecosystems of safe and cybersecurity products must be built and mastered by Vietnamese enterprises themselves to serve the e-Government, smart cities and other important national information systems. Network and cyber security forces have the burden of protecting the nation's prosperity in cyberspace.
The National Cyber Security Center should receive ongoing investments in order to be capable of monitoring, analyzing and forecasting the situations existing in cyberspace, promptly preventing malicious information, ensuring healthy and constructive cyberspace.
Developing the information security plan for the 2021 – 2025 period with vision towards 2030; the Project “Making Vietnam become a center for sharing and analyzing ASEAN information security”; Establishing and operating the National Center for Research and Development for cyberspace security; Establishing the Alliance of Information Security Product Manufacturers to enhance Vietnam's international standing and status, and bring Vietnam's network and cyber security products to dominate the domestic market and reach out to the world.
Strictly complying with the tasks assigned in the Prime Minister’s Directive 14/CT-TTg dated June 7, 2019 on strengthening network and cyber security activities to further improve Vietnam's rank. 100% of agencies and organizations in Vietnam deploy the 4-layer network security and cybersecurity model; 100% of ministries, central and local authorities implement solutions for operation, monitoring of network, cyber security activities, centralized malware prevention, connection and sharing of information with the National Cyber Security Center administered by the Ministry of Information and Communications; 100% of telecommunications businesses and Internet service providers invest in and implement technical measures to ensure their capacity to handle information sources in breach of laws, and technical measures for national network and cyber security activities under the guidance of the Ministry of Information and Communications.

2.5. ICT industry
Orientation towards the development of Vietnamese technology enterprises in general, and Vietnamese digital technology enterprises in particular, is important in making Vietnam become a developed country.
The Prime Minister's Directive on the development of Vietnam’s digital technology enterprises is issued in 2020 and aims to develop the Strategy for Development of Vietnam’s Digital Technology Enterprises with a view to promoting the development of 4 types of digital technology enterprises and, by 2030, reaching the goal of creating the great number of digital technology enterprises at the ratio of 1 digital technology enterprise to 1,000 people which is equivalent to that in industrialized countries.
‘Make in Vietnam’ is a great target and exists as an announcement of the shift from the outsourcing, assembly services to the manufacturing of Vietnamese products, or to the mastering of technologies, the invention of technologies, and the focus on solving the problem of Vietnam, which then helps Vietnam enter into the world. ICT enterprises must be pioneers in the ‘Make in Vietnam” strategy.
As 5G technology is a crucial infrastructure of the digital economy and digital society, the mastering of 5G equipment is of national strategic significance when Vietnam is recognized as one of the few countries in the world that can produce 5G equipment. Praising, facilitating and focusing on directing Vietnamese enterprises to carry out their mission to invest in the research and manufacture of 5G equipment with the intention of attaining the goal of commercializing 5G products by 2020.
Signing the contract to construct and put into operation the Industry-4.0 Center for Policy Research in cooperation with the World Economic Forum (WEF) to test breakthrough institutions and policies to meet the requirements of the Fourth Industrial Revolution.
Strongly developing the Vietnamese digital ecosystem with shared technology platforms, new services and business models; step by step proceeding to master fundamental technologies to create a breakthrough for transition to the digital economy.
2.6. Press and communications sector
The press must faithfully demonstrate the main flow of Vietnamese society, create consensus and social trust, raise an aspiration to build a strong Vietnam, an industrialized country, by 2045 which is the year of the 100th anniversary of a New Vietnam. The press plays an important role in struggling to defense the Communist Party's ideological foundation; concentrating on propagating the Party congresses at all levels for the tenure of 2020 – 2025 as a preparatory step towards the XIIIth National Congress of the Communist Party for the tenure of 2021 – 2026 according to the motto "Let the good prevail over the bad”. Since Vietnam assumes its role as the President in the ASEAN President Year 2020, the President of AIPA 41 and the Non-Permanent Member of the Security Council of the United Nations, the press must run ASEAN communication and promotion campaigns in 2020.

Applying digital technologies and transformation to the press to support press agencies in implementing the Planning Scheme and building major multimedia press agencies.
Enforcing the Press Law and the first prerequisite for the press management which is that governing bodies must duly manage their affiliated press agencies.
In 2020, governing press entities must properly and fully perform their functions and tasks specified in the Press Law.
Key press agencies and publishing houses must be at the forefront of press and communications activities. In 2020, the Ministry of Information and Communications develops the Project on support for press and publishing activities to serve political tasks, provide essential information; multiply the allocation of press services so that ministries, central and local authorities receive more budget to commission press services related to the implementation of political tasks; setting up the Press Development Fund by calling for private sector funding in order to marshal regulatory, policy, financing and organizational resources to build a key press force capable of shaping public opinion and of international stature.
In 2020, basically handle long-term problems such as: "journalizing" magazines, general news and information sites, social networks; harassing individuals, organizations and enterprises; failing to comply with principles and objectives; violating the ethics of journalists; mainstreaming negative news, which harms the social positive energy.
Strictly enforcing laws upon businesses that provide platforms according to the rules under which, as Vietnam is seen as a sovereign country, every business, whether domestic or foreign, when doing business in Vietnam, must comply with the laws of Vietnam, and ensure that platforms accessible to a large number of users have to be healthy, clean, and provide user-identifiable information. Ensuring that the minimum rate of malicious, harmful and false information that are detected and verified on social networks to be strictly and promptly blocked and handled must fall between 70 and 80%.
Duly implementing measures to assure the rights to be informed and the opportunities to access information of people, especially those living in remote and ethnic minority areas. Grassroots communication systems, especially loudspeakers installed at wards and communes, must meet digital transformation and comprehensive technology innovation requirements. On being ranked the largest and most effective communication channel, it has attracted an audience of 70 to 80 million, surpassing that of all current communication, broadcasting channels.
Developing a communication strategy for advertising Vietnam's image abroad which is oriented towards the digital transformation for external relation communication activities, and using advanced communication technologies, such as artificial intelligence (AI) technology and social networks, etc. to meet needs of all persons interested in Vietnam for information about the nation, people, food, tourism, sports, etc.
The goal of the publishing sector is to address the book-reading needs and help raise Vietnamese people’s traditional spirit of fondness of learning to the world level. Calling for private sector investments in, and drawing up a national book strategy and program to develop, a number of key publishers, increasing the number of books per capita to at least reach the regional high; bringing bookcases to schools, villages, communes and family households; building the Vietnam’s Publishing Support Fund from private sector capital sources.

Focusing on giving counsels on building and completing legal policies on the basis of reviewing the entire system of valid legal documents specialized in information and communication activities to detect any issue, consulting with businesses, organizations and hiring appraisal consultants to propose/recommend amendments to regulations in order to facilitate development of businesses and conform to general legal regulations.
Affiliates and units under the Ministry’s control which are assigned to perform duties shall, in a timely manner and according to the stated plans, elaborate mechanisms, policies and legislative documents and submit them to competent authorities to seek their approval. Complying with the regulatory procedures and making firm quality commitments and, on schedule, submitting 100% of the projects listed in the Working Agenda that the Government and the Prime Minister request the Ministry to execute by 2020; fulfilling 100% of other tasks annually assigned by the Government and the Prime Minister on schedule; ensuring conformance to the regulatory formalities, quality regulations, and the required rate of issuance that reaches at least 80% compared with the approved plan to build legislation under the delegated authority of the Ministry in 2020.
2.8. Inspection, examination and complaint or denunciation settlement
Duly undertaking and executing the 2020 inspection plan. Closely collaborating with ministries, central and local authorities, mass organizations, associations and enterprises to strengthen law enforcement, inspect, examine, detect, strictly sanction violations arising in all areas within the Ministry’s ambit.
Departments or Directorates assigned to perform the specialized inspection functions shall liaise with the Ministry’s Inspectorate to duly inspect, examine and handle violations under their delegated authority. Departments of Information and Communications of the provinces and centrally-affiliated cities shall continue to strengthen and effectively conduct specialized inspections within their ambit.
Agencies and units shall, within their competence, need to improve the efficiency of the public relation, settlement of complaints and denunciations; preventing and controlling corruption, lavishness, thrift practice; combating smuggling, trade frauds and fake goods under their lawful authority.
2.9. Other general activities
a) Focusing on completely preparing a draft Decree, amending and supplementing the Decree No. 17/2017/ND-CP dated February 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications, and then seeking the Government’s consent. Reorganizing the Post and Telecommunications Institute to adopt the new operational model. Focusing on building a contingent of cadres at all levels, especially at the strategic level, who are well-mannered, capable, prestigious, and on a par with their duties. Developing a plan, providing training and educational programs for Directors of Departments of Information and Communications in 2020 and sectoral administrators under the management of Departments of Information and Communications.
b) Developing projects to support the development of the Sector in the 2021 – 2025 period with particular attention paid to important ones to submit to the Prime Minister and competent regulatory authorities, including: Project on building the e-Government for the 2021 – 2025 period to ensure the implementation of the Government's Resolution No. 17/NQ-CP dated March 7, 2019; Project on Providing press and publishing services in support of political tasks, providing essential information, creating a social consensus in the implementation of socio-economic development tasks, contributing to ensuring national security and defense; Studying and seeking competent authorities’ consent to using part of the funds from the Public Service Telecommunication Fund of Vietnam to spend on IT application and e-Government development activities.

d) Implementing the 2020 state budget estimate according to regulations; elaborating public investment plans, state budget-finance plans for 03 years (2021 – 2023); elaborating the socio-economic development plan and the budget estimate in 2021 in conformity with quality regulations and requirements of the Government and the Prime Minister; strictly complying with legal regulations on bidding, ensuring correctness, publicity and transparency, striving to reach at least 50% of the number of bids and 15% of total value of bids in which contractors are selected through competitive offers and open bidding; Fully complying with state regulations on the management of finance and accounting at the agencies and units subordinate to the Ministry.
dd) Successfully conducting two national statistical surveys in the information and communications sector, including: Statistic surveys on provision and universalization of information and communications services.
e) Reviewing and amending regulations on the development of national technical regulations/national standards under the authority of the Ministry of Information and Communications. Developing, converting, and applying the quality management system in conformance to TCVN ISO 9001: 2015 at units under the authority of the Ministry of Information and Communications.
g) Effectively performing the functions of state management, the ownership interests in state enterprises and public service units. Directing VNPost to successfully implement production and business plans and annual investment and development plans.
h) Successfully organizing the World Conference and Exhibition 2020 (ITU Digital World 2020). Further strengthening activities within specialized posts, telecommunications and IT organizations, especially sending experts to get deeply involved in international organizations. Effectively implementing the initiatives of the Ministry of Information and Communications in the ASEAN President Year 2020, including: reduction in roaming charges among ASEAN countries; Guidelines for the development of the 5G ecosystem in ASEAN; Mechanism for cooperation in dealing with fake news in ASEAN. Promoting the attraction of international resources to serve the development of the ICT industry. Supporting Vietnamese ICT enterprises to firmly enter into international markets, serving as an effective bridge enabling foreign businesses to invest in the ICT sector in Vietnam.
i) Agencies and units continue to build and implement a set of indicators for the development of the ICT industry and using it for the monitoring and evaluation system of industry development indexes (Dashboard), and providing support for the management and administration tasks of the Ministry.
3. Operations of agencies, organizations and enterprises in the Sector
Agencies and enterprises operating in the Sector: Completing production and business targets by 2020 in parallel with public tasks and performing political tasks assigned by the Party and the State. Strictly complying with legal regulations governing respective sectors, taking the lead in implementing regulations of the Ministry; carrying out cooperation commitments with ministries, central and local authorities. 4. State management tasks performed by local authorities
Departments of Information and Communications of provinces and centrally-run cities shall direct local press, media and communications agencies at the grassroots level to holistically and fully disseminate the Party's guidelines and policies, State policies and laws, direction and administration affairs of the Government, the Prime Minister and local authorities, and building trust and creating the local people’s consensus. Promptly and effectively advising local governments on policies, plans, proposals, programs, and projects to develop the ICT sector in the respective localities. Duly performing duties to act as the focal point in implementing E-Government in the respective localities.
In 2020, the Ministry of Information and Communications must strive to fulfill the predetermined plans and tasks; the agencies and units under the Ministry’s control must proactively formulate detailed plans and, seriously and on schedule implement the assigned tasks to best serve the direction and administration duties of the Minister of Information and Communications (tasks are listed in detail in the Appendix hereto).
5. Implementation:
Agencies, organizations and enterprises shall, based on their tasks assigned in the Directive and Working Agenda of their own, focus on implementing the tasks right from the first days and months of 2020; building and launching emulative movements to reach affiliated individuals and organizations, and striving to complete the assigned tasks.
The Ministry’s Office shall be responsible for monitoring, expediting and submitting quarterly/6-month/yearly reports to the Minister on the implementation of this Directive. The Department of Planning and Finance shall preside over, and cooperate with the Ministry's Office in, compiling and preparing legally required reports of the Ministry of Information and Communications on the implementation of the Government's Resolution No. 01/NQ-CP dated January 1, 2020 for submission to the Ministry of Planning and Investment, the Government Office./.
