APPROVAL FOR PLANNING OF NATION-WIDE EXHIBITION FAIR CENTER SYSTEM DEVELOPMENT BY 2020, WITH A VISION TO 2030

MINISTER OF INDUSTRY AND TRADE

Pursuant to Decree No. 95/2012/ND-CP dated November 12, 2012 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 92/2006/ND-CP dated September 07, 2006 of the Government on formulating, approving and managing the overall planning of socio-economic development; Decree No. 04/2008/ND-CP dated January 11, 2008 of the Government amending and adding a number of articles of Decree No. 92/2006/ND-CP dated September 07, 2006 of the Government;

Pursuant to Decision No. 27/2007/QD-TTg dated February 15, 2007 of the Prime Minister approving the scheme on commercial development in the country by 2010 with a vision to 2020;

In furtherance of direction of the Prime Minister in dispatch No. 9051/VPCP- KTTH dated October 29, 2013 of the Government Office on Planning of nation-wide exhibition fair center system development by 2020, with a vision to 2030;

Article 1. Approval for planning of nation-wide exhibition fair center system by 2020, with a vision to 2030 with the following contents:

I. DEVELOPMENT VIEWPOINT

- Developing exhibition fair centers to become the type of commercial infrastructure mainly carrying out trade promotion activities in domestic and foreign markets.

- Developing exhibition fair centers both meets the enterprises’ demand for display and introduction of goods and services, advertising and propagation of brand to expand market share and market development and becomes the place to provide the business and production entities and consumers with diverse information about market and also has the spillover effects and positively contributes to the economic and commercial development of the whole region, the country and foreign countries;

- Developing exhibition fair centers towards modern and professional direction with multiple size and levels, gradually participating in international integration while ensuring the requirement for national defense, security and maintaining independence and national sovereignty, environmental protection and contributing to preservation and promotion of traditional cultural values and national identity;

- Developing exhibition fair centers on the basis of mobilization and use of social resources in which the resources of enterprises of all economic sectors are mainly. The State gives the priority to the support of investment for a number of major exhibition fairs with national size and international level;

II. DEVELOPMENT OBJECTIVES

Synchronously developing exhibition fair center network, focusing on two sizes: national size and size of economic region with sufficient capacity to undertake the majority of the activities of commercial promotion of business community for the domestic market and foreign customers.

Striving that 70% (by 2020) and 100% (by 2030) the exhibition fair centers shall reach the international standards of modern and professional level meeting the requirements for space, location and technology, specialized technical equipment to carry out the purposes and performance to organize and provide the exhibition fair services.

Developing exhibition fair centers of group A at national and international level (collectively referred to as national level) with position and role as the core center in Hanoi, Da Nang, HCM City and Can Tho;

From these core centers, pervasively developing exhibition fair centers of group B at regional or sub-region level, economic corridors and belts or urban clusters (collectively referred to as regional level) with position and role as the satellite centers in large urban areas, urban centers of the regions, sub-regions, economic corridors and belts or urban cluster.

IV. DEVELOPMENT PLANNING

1. Planning criteria

- The size and design structure of works are in the direction of complex with a variety of functional space, can be flexibly adjusted depending on the purpose, nature, size and level of organization of exhibition fair events and consistent volume, structure, frequency of activities of exhibition fair and trade promotion of the business community in the area.

- Built in large commercial, industrial and economic centers with strong influence and pervasion, especially near the concentrated commodity production areas having convenient traffic center and establishments providing other relevant services such as post offices, telecommunications, banking, insurance, hotels, restaurants, supermarkets and tourism and entertainment services ...

- Having sufficient area for the layout of functional subdivision, especially the display subdivision (indoor, outdoor) and the ancillary services area (conferences, seminars, event organization, media, technology, living activities, storage of vehicles ...). Thus, the minimum area for a center of group A is 30 ha, particularly the indoor display area contains 1,000 stalls; the corresponding areas as above for a center of group B is 10 ha and 500 stall respectively. The minimum service (operation) of the center of group A is 100 km and 50 km for the center of group B.

- Being consistent with regulations of law on environmental protection, national defense and security, social order and safety, traffic safety, urban architecture and landscape, fire and explosion prevention and fighting, climate change and sea level rise.

Hanoi capital sub-region: building 01 exhibition fair center of group A (national level) with a total area of ​​100 ha (located in the population of works along with the National Conference Center, National Sports Center) and structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 1,000 standard stalls or higher; being the core centers to organize the exhibition fair activities of commodity and services and promote the multi-sectoral general trade with national and international size and level and service scope and influence in the country and abroad;

Southest coastal economic sub-region: Building 01 exhibition fair center of group B (regional level) with total area of 30 ha with structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 500 standard stalls or higher; being a satellite center to organize the exhibition fair activities of commodity and services and promote the specialized or general trade, possibly with national and international size and level but its direct service scope is within provinces in the region or sub-region (Ha Nam, Nam Dinh, Thai Binh, Ninh Binh and Hung Yen).;

+ Midland and northern mountains:

Northwest economic sub-region: Building 01 exhibition fair center of group B (regional level) with total area of 50 ha with structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 500 standard stalls or higher; being a satellite center to organize the exhibition fair activities of commodity and services and promote the specialized or general trade, possibly with national and international size and level but its direct service scope is within provinces in the region or sub-region (Hoa Binh, Son La, Dien Bien, Lai Chau, Lao Cai, Yen Bai);

Northeast economic sub-region: Building 01 exhibition fair center of group B (regional level) with total area of 50 ha with structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 500 standard stalls or higher; being a satellite center to organize the exhibition fair activities of commodity and services and promote the specialized or general trade, possibly with national and international size and level but its direct service scope is within provinces in the region or sub-region (Bac Ninh, Bac Giang, Phu Tho, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan, Lang Son, Thai Nguyen, Quang Ninh).

- - Central - Highlands: In addition to strengthening, upgrading and continuing to promote the performance of the existing exhibition fair center in Da Nang city corresponding to the center of group A with national level as a core center; building 03 more exhibition fair centers (of group B, regional level) in the areas of economic regions and sub-regions.

+ North Central region and Central coast:

North Central economic sub-region: Building 01 exhibition fair center of group B (regional level) with total area of 50 ha with structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 500 standard stalls or higher; being a satellite center to organize the exhibition fair activities of commodity and services and promote the specialized or general trade, possibly with national and international size and level but its direct service scope is within provinces in the region or sub-region (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue).

+ The Central Highlands:

East Truong Son economic sub-region: Building 01 exhibition fair center of group B (regional level) with total area of 30 ha with structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 500 standard stalls or higher; being a satellite center to organize the exhibition fair activities of commodity and services and promote the specialized or general trade, possibly with national and international size and level but its direct service scope is within provinces in the region or sub-region (Kon Tum, Gia Lai, Dak Lak, Dak Nong and Lam Dong).

- The South: In addition to strengthening, upgrading and continuing to performance the performance of the existing exhibition fair centers in HCM city (Saigon exhibition and convention center -SECC) corresponding to the center of group A, national level as a core center; Tan Binh international exhibition center and HCM City International Exhibition & Convention Centre (HIECC) corresponding to the center of group B, regional level) and in Can Tho (Can Tho exhibition fair center corresponding to the center of group A, national level as a core center); building two more exhibition fair centers (group B, regional level) in the areas of economic region and sub-region.

+ Southeast region:

East-West economic sub-region: Building 01 exhibition fair center of group B (regional level) with total area of 70 ha with structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 800 standard stalls or higher; being a satellite center to organize the exhibition fair activities of commodity and services and promote the specialized or general trade, possibly with national and international size and level but its direct service scope is within provinces in the region or sub-region (Tay Ninh, Binh Phuoc, Binh Duong, Dong Nai, Ba Ria - Vung Tau).

+ Mekong Delta:

Southwest coastal belt economic sub-region: Building 01 exhibition fair center of group B (regional level) with total area of 30 ha with structured design of complex in synchronization with multiple functional subdivisions, including the indoor display subdivision with an area sufficient for 500 standard stalls or higher; being a satellite center to organize the exhibition fair activities of commodity and services and promote the specialized or general trade, possibly with national and international size and level but its direct service scope is within provinces in the region or sub-region (An Giang, Kien Giang, Bac Lieu and Ca Mau).

V. SOLUTIONS AND MAIN DEVELOPMENT POLICY

- Expanding and diversifying forms of investment under the motto “State and people working together”, flexibly applying the supporting and incentive policies in accordance with specific socio-economic conditions of each local society on credit, tax, rate, charges, fees, technology transfer, franchise ... and other policies to encourage investment in other forms of BOT, PPP ... gradually implementing the mechanism in which the state shall fund to build exhibition fair centers (keyand urgent) and transfer them to enterprises for leasing, business and operation;

- Evaluating and selecting a number of key and urgent projects with important role and capacity to create major breakthrough for investment with priority. Focusing on allocation, combination with enhanced management of effective use of incentive sources and investment support of the State under current policies for these works.

- Arranging land reserve suitable for development of exhibition fair center system. The local should initiatively and flexibly in the implementation of land policies to generate funds to support the construction of exhibition fair centers. Widely implementing the land use right auction for projects with favorable business location.

- Focusing on training and retraining of human resources development to perform the management, construction, operation and utilization of exhibition fair centers while boosting the application of information technology and modern management technology in organization and operation of these centers in combination with increased investment in advanced technical means and equipment for these centers to ensure that they are fully capable of performing the long-term function and purpose with high efficiency, competitiveness and integration with the region and the world.

- Implementing policies to encourage community of business and production enterprises especially the commodity circulation and export and import enterprises to use more and more services of exhibition fair center to reduce the costs, enhance competitiveness, expand market share and perform brand advertising for enterprises and initiate a driving force to promote constant development of exhibition fair centers;

- Improving the quality and effectiveness of state management in the process of implementing the development plan of exhibition fair center system compatible and in synchronization with the socio-economic development planning, construction and urban and other specialized planning such as trade planning, transport planning, planning of industrial parks, concentrated goods production areas, economic and border economic zones .. . of industries, localities and the country.

VI. IMPLEMENTATION ORGANIZATION

1. The Ministry of Industry and Trade shall:

- Publicize the Decision on approving the Planning of nation-wide exhibition fair center system development by 2020 with a vision to 2030;

- Assume the prime responsibility for and coordinate with the Ministries, sectors and provincial-level People’s Committees concerned to implement the Planning of nation-wide exhibition fair center system development by 2020, with a vision to 2030; guide organizations and individuals in implementing regulations of law on construction investment, operation and utilization of exhibition fair centers; organize periodic inspection, examination and evaluation of implementation of Planning; proactively review and decide the adjustment of Planning to suit the actual conditions of each area in the event of socio-economic changes and needs for services of exhibition fair;

2. Ministries, sectors and provincial-level People’s Committees, within their function, duties and power, are responsible for coordinating with the Ministry of Industry and Trade to implement this planning, ensuring the consistency and synchronization in accordance with the planning and development plans of sectors, localities and entire country;

3. The provincial-level People’s Committees shall arrange land reserve to build the exhibition fiar centers in accordance with this Planning; coordinate with the Ministry of Industry and Trade and other ministries and sectors concerned to guide the organizations and individuals to implement the regulations of law on construction investment and management of process of utilization and operation of exhibition fair centers;

Article 3. This Decision shall enter in to force on the date of its signature;

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, Chairman of People's Committees of provinces and centrally-affiliated cities and the organizations and individuals concerned are liable to execute ths Decision. /.
