DECISION
ON THE APPLICATION OF DUTY QUOTA TO GOODS IMPORTED INTO VIETNAM
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Government’s Resolution No. 05/2002/NQ-CP of April 24, 2002;
At the proposal of the Minister of Trade,
DECIDES:
Article 1.- To apply duty quota to import goods on the list prescribed in the Appendix to this Decision.
Article 2.- As from July 1, 2003, to experimentally apply duty quota to 03 commodity categories: cotton, raw material tobacco and salt; for the remaining commodity categories in the Appendix to this Decision, to assign the Ministry of Trade to assume the prime responsibility and coordinate with the Ministry of Finance and concerned production-managing ministries or branches in deciding the time of duty quota application in 2004, depending on the practical situation on the production and export/import of these commodities.
Article 3.- The volume of, and method to administer, duty quota for each commodity category shall be decided by the Ministry of Trade after consulting with the Ministry of Finance and concerned production-managing ministries.

Article 5.- This Decision takes effect 15 days after its publication in the Official Gazette.
Article 6.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the provincial/municipal People’s Committees shall have to guide and implement this Decision.
