d) Assistance for more than 70% loss of area for hybrid rice seedlings: VND 30,000,000/ha; 30 – 70% loss: VND 15,000,000/ha;

dd) Assistance for more than 70% loss of area for corn and other crops: VND 2,000,000/ha; 30 – 70% loss: VND 1,000,000/ha;

e) Assistance for more than 70% loss of area for industrial crops and perennial fruit trees: VND 4,000,000/ha; 30 – 70% loss: VND 2,000,000/ha;

2. Assistance for loss of livestock and poultry:

a) Natural disaster-inflicted loss

- Poultry: VND 10,000 – 20,000/head;

- Pigs: VND 750,000/head;

b) Epidemics-inflicted loss: The levels of breeding stock assistance are specified in the Prime Minister’s Decision No. 719/QD-TTg dated June 05, 2008 on assistance policy for prevention and combat of epidemic diseases of livestock and poultry and Decision No. 1442/QD-TTg dated August 23, 2011 on amendments and supplements to a number of articles of the Prime Minister's Decision No. 719/QD-TTg.

3. Assistance for aquaculture:

a) Assistance for 30-70% loss of area for traditional fish farming: VND 3,000,000 – 7,000,000/ha; more than 70% loss: VND 7,000,000 – 10,000,000/ha;

b) Assistance for 30-70% loss of area for extensive shrimp farming: VND 2,000,000 – 4,000,000/ha; more than 70% loss: VND 4,000,000 – 6,000,000/ha;

c) Assistance for 30 – 70% loss of area for intensive shrimp farming: VND 4,000,000 – 6,000,000/ha; more than 70% loss: VND 6,000,000 – 8,000,000/ha;

d) Assistance for 30 – 70% loss of area for intensive whiteleg shrimp farming: VND 10,000,000 – 20,000,000/ha; more than 70% loss: VND 20,000,000 – 30,000,000/ha;

dd) Assistance for 30 - 70% loss of area for oyster farming: VND 20,000,000 – 40,000,000/ha; more than 70% loss: VND 40,000,000 – 60,000,000/ha;

e) Assistance for 30 - 70% loss of area for pangasius fish farming: VND 10,000,000 – 20,000,000/ha; more than 70% loss: VND 20,000,000 – 30,000,000/ha;

Based on farming methods, type and quantity of stock according to regulations on level of production and actual loss of breeding stock, presidents of the People’s Committees of provinces and central-affiliated cities shall make decisions on provision of assistance for households suffering damage as prescribed and to households who develop aquatic types of the same subject group but not in excess of the prescribed level of assistance.

4. If assistance is provided in the form of plant seeds or seedlings, breed animals or aquatic organisms, the level of assistance shall be equal to the amount of money converted at the time of assistance.”

Article 2. The Ministry of Finance shall preside over and cooperate with the Ministry of Agriculture and Rural Development in instructing the implementation of this Decision.

Article 3. Implementary provisions

1. This Decision takes effect from December 30, 2012.

2. Ministers, heads of ministerial-level agencies, heads of governmental agencies, presidents of People’s committees of provinces, central-affiliated cities shall be responsible for executing this Decision./.
