APPROVAL FOR DETAILED PLANNING FOR SEAPORTS IN THE SOUTH CENTRAL COAST (GROUP 4) BY 2020 WITH AN ORIENTATION BY 2030

Pursuant to the Government's Decree No. 92/2006/ND-CP dated September 07, 2006 on formulation, assessment, ratification and management of socio-economic development master plans and the Government's Decree No. 04/2008/ND-CP dated January 11, 2008 on amendments to Decree No. 92/2006/ND-CP;

At the request of the Standing Member of the Assessment Council and Director of Planning and Investment Department,
HEREBY DECIDES:
Article 1. Grant of approval for detailed planning for seaports in the South Central Coast (Group 4) by 2020 with an orientation by 2030 with the following contents:
I. Planning scope
- This planning covers the seaports in coastal provinces of the South Central Coast, including: Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan.
- Serving scope: The abovementioned provinces, provinces in the Central Highlands (including Gia Lai, Kon Tum, Dak Lak, Lam Dong), some provinces in the South of the Lao People's Democratic Republic (Laos) and in the North of the Kingdom of Cambodia (Cambodia).
II. Viewpoint and development objectives
1. Viewpoint
- Attach special importance to the development of multipurpose terminals and terminals dedicated to large ships in Quy Nhon, Van Phong and Cam Ranh area in order to promote economic growth in both South Central Coast and Central Highlands.

- Develop dedicated terminals in association with economic zones and industrial centers in the region such as Vinh Tan Thermoelectric Center, Ninh Thuan Nuclear Power Center, and bauxite - alumina production center in the Central Highlands in order to serve operations in the region and promote development of relevant services.
- Make the best use of favorable natural conditions for suitable and stable development of floating terminals and cargo transshipment areas on the way so as not to cause adverse impacts on other socio-economic development plans and to strictly comply with regulations on environmental protection, maritime safety and security for the purpose of reducing investment and maritime shipping costs, and the pressure of road transport and vehicular weight inspection.
- Planning-based sizes of ships (deadweight tonnages) are used as the basis for making investment in seaport public infrastructure but are not used as the basis for prohibiting ships with larger sizes from making ocean voyages on shipping lanes, and entering/leaving seaports. A ship which has a larger size but has technical specifications conformable with a wharf’s receiving capacity, and technical standards and regulations for the shipping lane (the width, depth and clearance height, etc.), and satisfied all safety conditions may enter seaports in this group.
- The upgrade and/or investment in wharves/terminals must take into account the construction of auxiliary works (warehouse, goods yards, etc.) and the investment in loading/unloading equipment in a comprehensive manner in conformity with the sizes of received ships and seaport design capacity.
2. Development objectives and orientation
a) General objectives
- Build multipurpose and central ports to meet the sea transport of goods in the region and make connection with international gateway and transshipment ports of Vietnam as the basis for balanced and uniform development of seaports and relevant infrastructure, connected to the attraction zone of seaports, and as the motive for socio-economic development and assurance of national defense and security in each province, the key economic zone of the Central Vietnam and relevant areas.
- Meet the demand for transport of raw materials, fuels and products serving establishments engaging in metallurgy, petrochemistry and mining, etc. in order to speed up the industrialization and modernization of provinces in the region.
b) Specific objectives:

- 56 - 62,5 million tonnes/year by 2020 (in which the quantity of general cargo and container cargo accounts for 23 - 26 million tonnes/year).
- 133 - 150 million tonnes/year by 2030 (in which the quantity of general cargo and container cargo accounts for 48 - 56 million tonnes/year).
III. Planning contents
1. Detailed planning for Group 4 ports
The group of seaports in the South Central Coast (Group 4) has 05 seaports: Quy Nhon, Vung Ro, Khanh Hoa, Ninh Thuan and Binh Thuan. To be specific:
a) Quy Nhon seaport: a national central multipurpose terminal (Class I) which comprises the following primary terminals: Quy Nhon - Thi Nai, Nhon Hoi and Tam Quan, De Gi terminals.
Estimated capacity of goods movement: 18 – 20 million tonnes/year by 2020; 52,3 – 58,3 million tonnes/year by 2030. Estimated capacity of container movement: 0,19 – 0,2 million TEU/year by 2020; 0,6 – 0,7 million TEU/year by 2030. To be specific:
- Quy Nhon - Thi Nai terminals: multipurpose and container terminals for receiving ships with a deadweight tonnage of up to 50.000, with dedicated terminals for ships with a deadweight tonnage of 5.000 – 10.000 tonnes. These are primary terminals of Quy Nhon seaport. Including:
+ Quy Nhon terminal: By 2020, existing multipurpose terminals shall be upgraded to receive container ships with a deadweight tonnage of 30.000 - 50.000 tonnes and a new terminal will be constructed at the upstream of the seaport to receive general cargo ships with a deadweight tonnage of up to 30.000 tonnes.

+ Tan Cang Quy Nhon terminal (under the planning for expansion of Quy Nhon seaport by 2020): the existing terminal will be upgraded to receive container ships with a deadweight tonnage of up to 50.000 tonnes, with a capacity of movement of 1,5 - 2 million tonnes/year.
+ Thi Nai terminal: a local multipurpose terminal. By 2020, the existing terminal will be upgraded to receive ships with a deadweight tonnage of up to 30.000 tonnes. Estimated capacity of goods movement: 0,9 – 1,2 million tonnes/year by 2020; 1,7 – 2,0 million tonnes/year by 2030.
+ Tan Cang Mien Trung terminal: The existing terminal will be upgraded to receive ships with a deadweight tonnage of 15.000 - 20.000 tonnes. Estimated capacity of goods movement: 0,4 – 0,6 million tonnes/year by 2020; 0,8 – 1,0 million tonnes/year by 2030.
+ Dong Da terminal: An oil terminal serving the relocation of Quy Nhon and An Phu oil terminals according to the schedule for expansion of Quy Nhon seaport. Size of received ships: up to 10.000 tonnes. Estimated capacity of movement: 1,0 – 1,3 million tonnes/year.
- Nhon Hoi terminals: dedicated terminals with terminals for general goods directly serving Nhon Hoi economic zone and supporting Quy Nhon - Thi Nai terminals when terminals in this region have operated at full capacity. By 2020, cement terminals will be constructed to receive ships with a deadweight tonnage of up to 10.000 tonnes, with a movement capacity of 0,9 - 1,2 million tonnes/year. In the next periods, terminals will be developed in conformity with the development of Nhon Hoi economic zone and investor’s capacity.
- Other local multipurpose terminals such as De Gi and Tam Quan terminals. Expected capacity of movement: about 0,5 million tonnes/year.
b) Vung Ro (Phu Yen) seaport: A local multipurpose terminal (Class II) with dedicated terminals, including Tay Vung Ro, Dong Vung Ro and Bai Goc terminals.
Estimated capacity of goods movement: 5,8 – 6,3 million tonnes/year by 2020; 16,0 – 17,2 million tonnes/year by 2030. To be specific:
- Tay Vung Ro terminals: Multipurpose and dedicated terminals.

+ Bai Chua multipurpose terminal: A potential terminal capable of receiving ships with a deadweight tonnage of 10.000 - 20.000 tonnes.
+ Vung Ro oil terminal: The existing scale will be maintained with 01 floating terminal for ships with a deadweight tonnage of 5.000 tonnes. Estimated capacity of movement: 0,1 – 0,2 million tonnes/year by 2020; 0,2 – 0,3 million tonnes/year by 2030.
- Dong Vung Ro and Bai Goc terminals: Terminals dedicated to oil refinery with multipurpose terminals directly serving Vung Ro oil refinery plant and Bai Goc. 01 terminal for receiving crude oil ships with a deadweight tonnage of up to 300.000 tonnes, and 4-5 terminals for exporting oil products, dry cargo and multipurpose ships with a deadweight tonnage of 10.000 - 50.000 tonnes will be constructed. Estimated capacity of movement: 4,8 - 5,2 million tonnes/year by 2020; 14,5 - 16 million tonnes/year by 2030. Development conditions, scale and progress of these terminals will be conformable with the investment progress of the oil refinery plant.
c) Khanh Hoa seaport: a national central multipurpose terminal (Class I) which may be developed into an international transshipment port at Van Phong (Class IA) in the future. This seaport comprises the following primary terminals: Dam Mon (in the North of Van Phong bay), Nam Van Phong, Nha Trang and Cam Ranh.
Estimated capacity of goods movement: 15,9 – 18,6 million tonnes/year by 2020; 39,7 – 46,2 million tonnes/year by 2030. Estimated capacity of container movement: 10.000 – 20.000 TEU/year by 2020; 0,11 – 0,13 million TEU/year by 2030. To be specific:
- Dam Mon terminals (in the North of Van Phong bay): Multipurpose and container terminals which have terminals for international passenger ships and other cargo ships, directly serve Hon Gom and Bac Van Phong industrial - urban areas, are capable of receiving ships with a deadweight tonnage of up to 100.000 tonnes, may be developed into an international container transshipment port in the future, and comprise the following primary terminals:
+ Dam Mon sand terminal: a terminal dedicated to sand loading, whose scale is kept unchanged to receive ships with a deadweight tonnage of 30.000 tonnes; estimated capacity of goods movement: 0,1 million tonnes/year. This terminal will be relocated to serve the construction of international container transshipment terminals when requested.
+ Dam Mon multipurpose terminal: a new terminal will be constructed to receive general cargo ships with a deadweight tonnage of 50.000 - 100.000 tonnes by 2020, and 4 new terminals will be constructed by 2030. Estimated capacity of movement: 1,3 – 1,5 million tonnes/year by 2020; 5,5 – 6,0 million tonnes/year by 2030.
+ Van Phong international transshipment port: At the beginning period, a multipurpose terminal will be constructed to serve operations of industrial parks and import/export of goods of Khanh Hoa province and its vicinities according to the Document No. 238a/TTg-KTN dated February 04, 2016 of the Prime Minister; estimated capacity of goods movement 1,0 - 2,0 million tonnes/year. It will be developed in accordance with the Planning for Van Phong international transshipment port approved by the Ministry of Transport under the Decision No. 2972/QD-BGTVT dated August 05, 2014.
+ Dam Mon international passenger terminal: a potential terminal for international passenger ships, directly serving passengers who visit Van Phong bay. A terminal will be developed to receive international passenger ships with a deadweight tonnage of up to 225.000 GT.

+ Hon Khoi terminal: a local dedicated terminal for salt products and general cargo. Size of received ships: 3.000 tonnes. Estimated capacity of movement: 0,6 – 0,7 million tonnes/year by 2020; 0,7 – 1,0 million tonnes/year by 2030.
+ Nam Van Phong multipurpose terminal: Size of received ships: 10.000 - 50.000 tonnes. Estimated capacity of movement: 1,0 - 1,5 million tonnes/year by 2020; 2,0 – 3,0 million tonnes/year by 2030.
+ Van Phong petroleum service base terminal: a dedicated terminal that serves Van Phong petroleum service base, petroleum service ships, handling of general cargo, equipment and comprises liquid cargo terminals receiving petroleum, LPG and chemical ships with a deadweight tonnage of up to 50.000 tonnes, and will be developed with a scale/progress conformable with investors’ demand and capacity.
+ Van Phong cement terminal: a dedicated terminal serving Nghi Son cement grinding station and Long Son cement packing and distribution plant. It comprises 02 terminals for ships with a deadweight tonnage of 15.000 – 21.000 tonnes, capacity of movement: 0,5 – 1,0 million tonnes/year by 2020, and 1,0 – 2,0 million tonnes/year by 2030.
+ Nam Van Phong oil refinery complex terminal: comprises 01 terminal for crude oil ships with a deadweight tonnage of 320.000 tonnes (permanent or SPM terminal), terminals for liquid cargo ships with a deadweight tonnage of 10.000 - 50.000 tonnes, and 01 terminal for dry cargo ships with a deadweight tonnage of 10.000 tonnes. Development scale and progress are conformable with the construction progress of Nam Van Phong oil refinery complex.
+ Van Phong petroleum bonded warehouse terminal: a terminal dedicated to petroleum products of Van Phong petroleum bonded warehouse. It comprises 01 terminal for crude oil ships with a deadweight tonnage of 320.000 tonnes and 4 existing terminals for ships with a deadweight tonnage of 10.000 - 150.000 tonnes which may be developed into 6 terminals. Estimated capacity of movement: 4,5 – 5,0 million tonnes/year by 2020; 7,6 – 8,0 million tonnes/year by 2030.
+ Ninh Phuoc building material terminal: by 2020, 03 terminals will be constructed to receive ships with a deadweight tonnage of 8.000 - 15.000 tonnes, with capacity of movement of 1,0 - 1,5 million tonnes/year; by 2030, the terminal projecting into the sea will be prolonged to receive ships with a deadweight tonnage of 30.000 - 50.000 tonnes, with capacity of movement of 3,0 - 4,5 million tonnes/year.
+ Van Phong power center terminal: a dedicated terminal for import of coal serving Van Phong power center. Scale of received ships: up to 100.000 tonnes; estimated capacity of movement: 3,6 - 4,1 million tonnes/year. This terminal will be developed in conformity with the investment progress of Van Phong power center.
+ Other terminals (shipbuilding and ship repair, etc.): Size of received ships: up to 80.000 tonnes, unloaded. Estimated capacity of movement: 0,2 – 0,5 million tonnes/year.

+ Mui Chut oil terminal: Capacity of this terminal will be gradually reduced and it will cease to operate by 2020. All petroleum and oil products imported to serve Nha Trang City shall be imported at Van Phong and Cam Ranh terminals.
+ Other terminals (dedicated, terminals serving Naval Academy, etc.) shall be developed to meet the market demand and local master plan.
- Cam Ranh terminals: Multipurpose and container terminals that are capable of receiving ships with a deadweight tonnage of 10.000 - 50.000 tonnes, and have terminals dedicated to building materials, cement, petroleum and passenger ships with a deadweight tonnage of up to 225.000 GT. There are the following primary terminals:
+ Ba Ngoi multipurpose terminal: 04 terminals may be developed to receive ships with a deadweight tonnage of 30.000 - 50.000 tonnes. Estimated capacity of movement: 3,4 – 3,8 million tonnes/year by 2020; 7 – 7,5 million tonnes/year by 2030.
+ Cam Ranh cement terminal: capable of receiving ships with a deadweight tonnage of 5.000 - 10.000 tonnes. Estimated capacity of movement: 0,5 – 1 million tonnes/year.
+ Other terminals (dedicated to petroleum and oil, building materials, LPG, etc.) will be constructed and developed to meet the market demand, demands of enterprises, and the local master plan for construction.
+ Cam Ranh international terminal: this terminal provides maritime services, serves ship repair and shipbuilding, and offshore petroleum structures, and is capable of receiving international passenger ships with a deadweight tonnage of 225.000 GT. Capacity of movement: 100 arrivals/year.
- Truong Sa, Sinh Ton island terminal: developed to meet demands of island districts and serve the people’s livelihood and national defense - security.
d) Ninh Thuan seaport: a local multipurpose terminal (Class II) with dedicated terminals, including Ninh Chu, Ca Na, and terminals serving Ninh Thuan nuclear power plant.

- Ninh Chu terminal: a local multipurpose terminal. Estimated capacity of movement: 0,1 - 0,2 million tonnes/year by 2020. By 2030, 2-3 terminals will be developed to receive ships with a deadweight tonnage of 2.000 - 10.000 tonnes, and capacity of movement: 0,5 - 1,0 million tonnes/year.
- Ca Na terminals: Dedicated and multipurpose terminals directly serving Ca Na industrial park and this region.
+ Existing salt terminals will be upgraded to receive ships with a deadweight tonnage of 3.000 - 5.000 tonnes, and capacity of movement of 0,1 - 0,2 million tonnes/year, and will be relocated according to the development progress of terminals serving Ca Na industrial park.
+ Terminals serving Ca Na industrial park will be developed with scale and capacity conformable with the investment progress of the industrial park and the investor’s capacity and demands.
- Ninh Thuan nuclear power center terminals I, II: dedicated terminals directly serving construction and operations of nuclear power plants.
dd) Binh Thuan seaport: a local multipurpose terminal (Class II) that comprises: Phan Thiet, Phu Quy, Vinh Tan, Son My, Hoa Phu and offshore petroleum terminals.
Estimated capacity of goods movement: 15,8 – 17,5 million tonnes/year by 2020; 24,3 – 27,7 million tonnes/year by 2030. To be specific:
+ Phan Thiet terminal: a satellite local multipurpose terminal directly serving Phan Thiet city. Size of received ships: 2.000 - 3.000 tonnes. Estimated capacity of movement: 0,2 – 0,3 million tonnes/year.
+ Phu Quy terminal: a satellite local multipurpose terminal directly serving Phu Quy island district and capable of receiving ships with a deadweight tonnage of 2.000 tonnes. The existing terminal will be upgraded by 2020. Estimated capacity of movement: 0,3 – 0,4 million tonnes/year.

+ Vinh Tan power center terminal: a dedicated terminal directly serving Vinh Tan power center and the transshipment of coal for some coal-fired thermal power plants in the region. 6 - 8 terminals will be constructed to receive ships with a deadweight tonnage of 30.000 – 100.000 tonnes, capacity of movement: 10 - 11 million tonnes/year by 2020, and 12 - 15 million tonnes/year by 2030.
+ Son My terminal: a LNG terminal serving LNG warehouses, Son My power center, capable of receiving ships with a deadweight tonnage of up to 100.000 tonnes, capacity of movement: 4,5 - 6,0 million tonnes/year by 2030.
+ Hoa Phu oil terminal: a floating terminal for ships with a deadweight tonnage of 10.000 tonnes, capacity of movement: 0,1 – 0,2 million tonnes/year by 2020, and 0,2 – 0,4 million tonnes/year by 2030.
+ Offshore (petroleum) terminal will serve the development of PetroVietnam and be capable of receiving ships with a deadweight tonnage of 150.000 tonnes. Estimated capacity of movement: 4,5 – 5,0 million tonnes/year by 2020; 6,0 – 7,0 million tonnes/year by 2030.
(Estimated capacity of good movement, scale, functions and capacity of each seaport in the Group are provided in the Appendix enclosed to this Decision).
2. Plan for investment and upgrade of shipping lanes
- The existing routes of Quy Nhon lane will be upgraded to receive ships with a deadweight tonnage of 50.000 tonnes in conformity with the plan for expansion of Quy Nhon seaport and the quantity of ships entering the seaport. Nhon Hoi lane routes will be constructed in a manner suitable for the development of Nhon Hoi terminals and investors’ capacity.
- Shared navigational channels at Nam Van Phong and Cam Ranh terminals will be constructed and declared. Pilot boarding and landing, and health quarantine areas will be established at Vinh Tan terminals.
- Routes of Cam Ranh lane and Ninh Chu lane will be dredged to be capable of receiving ships with a deadweight tonnage of 50.000 tonnes and 2.000 tonnes or larger respectively in the form of private sector involvement in conformity with the regional socio-economic development.

Binh Dinh, An Phu oil terminals will be relocated according to the planned progress for expansion of Quy Nhon seaport.
4. Infrastructure development
- Some sessions of Highway 19 will be upgraded to connect Quy Nhon seaport with Gia Lai.
- Highway 26 will be upgraded to connect Van Phong terminals with Dak Lak; Highway 29 will be upgraded to connect Vung Ro terminals with Dak Lak;
5. Investment projects given priority by 2020
- Construction and declaration of shared navigational channels at Nam Van Phong terminals.
- Establishment of pilot boarding and landing, and health quarantine areas at Vinh Tan terminals.
- Relocation of oil terminals and construction of multipurpose terminals at Quy Nhon seaport according to the approved planning.
- Dredging of routes of Cam Ranh, Ninh Chu lanes in the form of private sector involvement according to the planning.

- Construction of inland ports at Highway 19 area to support operation of Quy Nhon seaport.
- Upgrading of Highway 19 with 2 lanes to meet Class-III standards.
IV. Policies and solutions for implementation
1. Solution for managing the planning implementation
- Do research on application of port management and operation board at new Van Phong terminals.
- Enhance private involvement sector in development of seaport infrastructure under PPP form (BOT, BTO, etc.). Enhance investment promotion, encourage and enable all domestic and foreign economic sectors to invest in seaport development under regulated investment forms; encourage investors of economic zones and industrial zones to invest in seaport infrastructure and port-connecting infrastructure.
- State budget shall focus on investment in public infrastructure works (shipping lanes, breakwaters, etc.) attached to important seaports/ terminals. The investment in terminals under this planning shall be carried out under the form of private sector involvement. Investors shall be responsible for sources of capital of their proposed terminals and efficiency of their investment in seaports and port-connecting infrastructure.
- If an investor applies for being invested in a wharf/terminal with a scale (in term of deadweight tonnage of received ships) larger than the planned scale, Ministry of Transport shall considers approving the investor’s application on the basis of specific types of goods, types of ships receiving goods at the port but such invested wharf/terminal shall not cause change in the port’s purposes; at the same time, that investor must assume responsibility for investment efficiency of his/her project.
- Keep boosting administrative procedure reform in management of investment and port operation towards simplification and international integration. Improve state management during the planning implementation.

- Detailed planning for construction of terminals should take into account the planning for office of port authorities and regulatory bodies at new terminals to ensure conveniently and effectively state management of them.
2. Solutions for floating terminals and transport hubs
- The planning for floating terminals and transshipment hubs shall be formulated and managed properly. Stable and long-term investment in and operation of these floating terminals and transshipment hubs are encouraged in conformity with the port master planning and in the same manner as wharves/terminals.
- Temporary floating terminals and transshipment hubs shall not be included in the planning but shall be licensed to operate for a fixed period of not exceeding 5 years when wharves, terminals, floating terminals and/or transshipment hubs under the planning in the region are unable to meet the actual demands for goods movement. Investors must stop operation and dismantle floating terminals upon expiration of operation license.
Article 2. Management and organization of planning implementation
1. Vietnam Maritime Administration
- Preside over and cooperate with departments/ boards/ regulatory bodies of provinces or cities and relevant agencies in publishing and managing implementation of approved planning.
- Preside over and cooperate with departments/ boards/ regulatory bodies of provinces or cities and relevant agencies in counseling Ministry of Transport to consider approving new investment or upgradation of wharves/terminals.
- Take charge of appraising and requesting the Ministry of Transport to consider and decide the updates or adjustments to the scale, functions or construction progress of wharves/terminals.

- Do research and propose specific policies for management and operation of permanent/temporary floating terminals and transport hubs.
- Regularly cooperate with local governments and relevant authorities in carrying out inspection of the implementation of planning for seaport development, proposing actions against projects that fail to comply with the planning; submit annual consolidated report on the planning implementation to Ministry of Transport.
2. Provincial People’s Committees
- Give instructions in formulation of local planning in conformity with the approved detailed planning for the Group of seaports; pursuant to the approved planning, strictly manage land area dedicated to port construction; provide land area according to the planning for harmonious development of ports and infrastructure connected thereto, logistics centers and maritime service centers in order to ensure smooth operation of seaports.
- Before allocating land/ waters within the planning area for construction of seaports/terminals or issuing a certificate of investment to a seaport construction project, people’s committees of provinces/ cities must send written request to the Ministry of Transport for its opinions about contents related to the port planning (the purpose, scale, time and investment progress) as regulated, and cooperate with local governments in managing the planning implementation.
- Instruct provincial competent authorities to strictly cooperate with Vietnam Maritime Administration in preparing, appraising and applying for approval for detailed planning for terminals; propose updates, supplements or adjustments to the detailed planning for seaports/ terminals to Ministry of Transport in accordance with regulations.
Article 3. This Decision comes into force from the day on which it is signed and supersedes the Decision No. 1764/QD-BGTVT dated August 03, 2011 of the Minister of Transport.
Article 4. Chief of Office, Chief Inspector of the Ministry of Transport, Directors of Departments, Director of Vietnam Maritime Administration, heads of relevant organizations and individuals are responsible for the implementation of this Decision./.
