DECISION

PUBLICIZING THE VIETNAM POST AND TELECOMMUNICATIONS GROUP'S SERVICE CHARGES FOR INTERNATIONAL TELECOMMUNICATIONS CIRCUIT LEASING VIA SUBMARINE OPTICAL CABLES, APPLICABLE TO INTERNET EXCHANGE SERVICE PROVIDERS (IXP) FOR INTERNATIONAL INTERNET CONNECTION

THE MINISTER OF POST AND TELEMATICS

Pursuant to the Govemment's Decree No. 90/2002/ ND-CP of November 11, 2002, defining the functions, tasks, powers and organizational structure of the Ministry of Post and Telematics;
Pursuant to the Prime Minister's Decision No. 217/ 2003/QD-TTg
of October 27, 2003, on management of post and telecommunications service charges;
At the proposal
of the Vietnam Post and Telecommunications Corporation (now the Vietnam Post and Telecommunications Group) in Official Letter No. 1821/GC-TT of April 6, 2006, on the plan on reduction of circuit leasing charges;
At the proposal of the director of the Finance­Planning Department;

DECIDES:

Article 1.- To promulgate the Vietnam Post and Telecommunications Group's charges for international telecommunications circuit leasing via submarine optical cables, applicable to Internet exchange service providers (IXP) for international Internet connection as follows:

1. Connection fees shall be set by the Vietnam Post and Telecommunications Group.

2. Monthly charges for circuit leasing via submarine optical cables (Vietnam-bound half circuits)

2.1. Inter-provincial long-distance circuit leasing charges (if any): To assign the Vietnam Post and Telecommunications Group to set specific charge levels based on the Table of charge levels for leasing

inter-provincial telecommunications circuits connected to the international circuit. The total charge amounts payable by customers for inter-provincial transmission circuits from the effective date of this Decision shall not be higher than the charge levels for circuits of the same speed applied before that date.

Article 2.- The charge rates specified in the Table enclosed with this Decision are exclusive of value added tax.

Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO". All previous regulations contrary to this Decision are hereby annulled.

Article 4.- The director of the Office, the director of the Finance-Planning Department and heads of concerned units under the Ministry of Post and Telematics, the Vietnam Post and Telecommunications Group. and concerned units shall have to implement this Decision.
