DECISION

GRANTING APPROVAL FOR AIR TRANSPORT DEVELOPMENT PLANNING TO 2020 AND A VISION TO 2030

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Law on Civil Aviation of Vietnam dated June 29, 2006;

At the request of the Ministry of Transport,

HEREBY DECIDE:

Article 1. Grant approval for Vietnam air transport development planning in a period to 2020 and a vision to 2030 as follows:

I. DEVELOPMENT TARGETS:

- Develop civil aviation sector into an important economic sector of the country, make a contribution toward boosting socio-economic development, industrialization and modernization of the country;

- Accelerate development of air transportation market along with assurance of security, safety for aviation activities in all areas including air transportation, flight operations, airports, airfields...meeting economic development tasks associated with National defense and security;

- Meet demands for air transportation; ensure service quality meet international standards;

- Develop fleets of aircraft, infrastructure of airports, facilities to ensure flight operations toward high and synchronous technology;

- Develop airlines in terms of scale and quality to be able to compete in the domestic and international markets;

- Develop Vietnam’s aviation industry from receiving and owning transferred technology into designing and manufacturing specialty facilities;

II. DEVELOPMENT ORIENTATION:

Air traffic should be safe, popular and convenient, making positive contribution to the industrialization, modernization and development of the country. To the year 2030, Vietnam's aviation industry shall keep pace with the countries in the region and in the world.

1. Development target:

- Average growth rate:

+ Total passenger transport market: 17.3% (2007 – 2010); 16% (2010 – 2015); 14% (2015 – 2020) and 7.5% (period to 2030);

+ Total cargo transport market: 17.5% (2007 – 2010); 16% (2010 – 2015); 18% (2015 – 2020) and 14% (period to 2030);

+ Passenger services in airports: 18.3% (2007 – 2010); 15% (2010 – 2015); 13.6% (2015 – 2020) and 7.7% (period to 2030);

+ Cargo services in airports: 16% (2007 – 2010); 17% (2010 – 2015); 17% (2015 – 2020) and 14% (period to 2030);

+ Total passenger transport market: 17.3% (2007 – 2010); 16% (2010 – 2015); 14% (2015 – 2020) and 7.5% (period to 2030);

+ Transport volume handled by Vietnamese airlines:

- In 2010: 15.2 million passengers and 20,161 million passenger-kilometers (pkm); 0.25 million tonnes of cargo and 486 million tonnes – kilometers (tkm)

- In 2015: 32.5 million passengers and 37,145 million pkm; 0.52 million tonnes of cargo and 856 million tkm;

- In 2020: 63 million passengers and 63,725 million pkm; 01 million tonnes of cargo and 1,580 million tkm;

- In 2030: 132 million passengers and 125,000 million pkm; 3.2 million tonnes of cargo and 3,400 million tkm;

+ Airport operation capacity:

- In 2010: 32.4 million passengers and 0.62 million tonnes of cargo;

- In 2015: 65 million passengers and 1.4 million tonnes of cargo;

- In 2020: 123 million passengers and 3.1 million tonnes of cargo;

- In 2030: 260 million passengers and 11.5 million tonnes of cargo;

+ Air traffic control capacity:

- In 2010: 366,000 flights and 461 million kilometers (km);

- In 2015: 480,000 flights and 588 million km;

- In 2020: 631,000 flights and 751 million km;

- In 2030: 1,000,000 flights and 1.2 billion km;

2. Air route network:

a) To 2020:

Air route network is constructed following the hub-and-spoke model with increased number of flights and good transshipment services at two hubs Hanoi and Ho Chi Minh City. In the air route network, for Vietnamese airlines, international routes in Northeast Asia and Southeast Asia regions are the key routes; domestic and Indochina routes are attached with essential meaning and intercontinental routes with long-term strategic significance.

- Route network in Northeast Asia region:

+ Expand the route network with wide-body aircraft heading to Japan, Korea, China, Taiwan, Hong Kong and by increasing number of flights and destinations; To 2020, the route network shall connect international airports to four destinations in Japan (Tokyo, Osaka, Fukuoka, Nagoya), seven in China (Beijing, Shanghai, Kunming, Guangzhu, Nanning, Shenzhen and Hainan Island), two in Taiwan (Taipei, Kaohsiung), one in Hong Kong, three in Korea (Seoul, Busan, Jeju).

+ Focus on exploitation of third and forth freedom in combination with sixth freedom between destinations in Northeast Asia region and the countries in Southeast Asia and Australia. Extend exchanging fifth freedom with the countries in Northeast Asia;

- Route network in Southeast Asia region:

Carry out liberalization of air transportation (including fifth freedom in SEAN); To 2020, route network in Southeast Asia region:

+ Route network in Vietnam – Laos – Cambodia - Myanmar Sub-region: Strongly hold competitive advantages in Bangkok gateway, increase number of flights on the routes between Vietnam (Hanoi and HCMC) and Cambodia (Phnom Penh and Siem Reap), trans-indochina routes, Co Do Hue - Siem Reap – Luang Prabang routes; open routes from Hanoi and Ho Chi Minh City to Yangon (Myanmar), routes from Da Nang to Vientiane; Increase exploitation of sixth freedom to support long-haul flights in route networks of Vietnamese airlines;

+ Increase flights on routes from Ho Chi Minh City/Hanoi to Bangkok, Kuala Lumpur, Singapore, open routes from Da Nang to these points; For routes with two flights/day, wide-body aircraft may be exploited in combination to increase efficiency and capacity of cargo transport; Study development of routes linking Hanoi, Ho Chi Minh City with secondary airfields in Thailand and Malaysia; Open Ho Chi Minh City – Jarkata route and Hanoi - Jarkata route in combination with fifth freedom through other points in Southeast Asia; Re-open Ho Chi Minh City – Manila route;

+ Encourage development of international routes between Hai Phong, Hue, Nha Trang, Can Tho, Phu Quoc and countries in the region;

- Route network in South Asia, South Pacific and Middle East:

Increase exploitation of wide-body aircraft heading to Australia (Melbourne, Sidney); open routes to India, third point in Australia; open routes to New Zealand through exploitation of fifth freedom at the points in Southeast Asia; open routes to one or two points in Middle East (UAE, Qatar);

- Long-range route network:

+ Increase direct routes from Hanoi, Ho Chi Minh City to Paris (France), Moscow (Russia) and Frankfurt (Germany); study to exploit other large transshipment hubs in Europe (London, Amsterdam...); Gradually and selectively open routes to Switzerland, Vienna, Ukraine, Scandinavia...and Far East regions of Russia and North America (new points in the U.S and Canada), Middle East, Africa and South America;  

+ Sooner open routes to the U.S in combination with exploitation of fifth freedom in Northeast Asia or Europe;

- Domestic route network:

+ North – South axis routes: increase flights on routes linking major economic, political and cultural hubs of the country like Hanoi, Da Nang and Ho Chi Minh City;

+ Expand exploitation of interregional routes between Hanoi, Ho Chi Minh City and Hai Phong, Son La, Quang Ninh, Lao Kai (Northern Vietnam); Vinh, Dong Hoi (Zone 4 and North Central Vietnam); Da Nang, Hue, Chu Lai (Central Vietnam); Cam Ranh (Southern Vietnam); Buon Ma Thuot, Lien Khuong (Central Highlands); Phu Quoc, Can Tho (key economic and tourist zones); 

+ 2008 – 2010 period, open new local and interregional routes: Ho Chi Minh City – Chu Lai – Hanoi, Hanoi – Da Nang – Quy Nhon, Can Tho – Da Nang – Hanoi; Hanoi – Buon Ma Thuot; Ho Chi Minh City – Dong Hoi – Hanoi; Hue – Da Lat; increase flights on Hanoi – Da Lat route;

+ 2010 – 2015 period: Open more interregional routes Ho Chi Minh City - Na San; Hanoi - Da Nang - Phu Quoc; study exploitation of interregional routes not linking Hanoi, Ho Chi Minh City and Da Nang among tourist centers like Hai Phong, Vinh, Dong Hoi, Hue, Cam Ranh, Lien Khuong, Buon Me Thuot, Can Tho, Phu Quoc...

+ 2015 – 2020 period: Keep increasing domestic route network; open new interregional routes including routes not linking Hanoi, Ho Chi Minh City and Da Nang hubs;

- Route network for cargo transport:

+ Before 2015, exploit cargo aircraft on routes to Europe, the U.S, Japan and China;

+ Develop Chu Lai Airport into a transshipment hub in the region in 2010 – 2020 period;

b) To 2030:

- Expand international route network, especially intercontinental routes to Hanoi, Ho Chi Minh City, Da Nang (passengers) and Chu Lai (cargo); Open new international routes linking international airports with new points in Europe, North America, Middle East, Africa and South America;

- Keep increasing domestic route network; open new interregional routes including routes not linking to Hanoi, Ho Chi Minh City and Da Nang hubs;

- Focus efforts on development of route network according to multimodal transport model, ensuring balanced development and close connection between other forms of transportation;

3. Fleets of aircraft:

a) To 2020:

- Types of aircraft:

+ Short-range aircraft (for flights taking less than four hours to complete): mainly for domestic route network and Southeast Asia route network. Aircraft from 65 – 100 seats (ATR-72, fleets of aircraft similar to Canadian, Brazilian, Russian and Japanese technologies), aircraft from 150 – 200 seats (A318/319/320/A321 and other types of B737) are planned to be used.

+ Medium-range aircraft (for flights taking less than 10 hours to complete): mainly for Northeast Asia, South Asia and Australian route networks. Aircraft from 250 – 350 seats (B777-200ER, B787-8, A350-800) and aircraft of A330 and similar lines (for leased aircraft) are planned to be used.

+ Long-range aircraft (for intercontinental routes): mainly for network of routes to Europe, North America in combination with cargo transportation. Aircraft from 300 seats and over (B787-9, A350-900) and aircraft of A340, B777-200LR and similar lines (for leased aircraft) are planned to be used. A380 line shall be studied to put into operation in the long run.

+ Cargo aircraft: use aircraft of 20 – 30 tonnes in cargo mass for cargo delivery in the region; 70 – 100 tonnes in Europe and North America; Dedicated cargo aircraft by Boeing, Airbus, Russia, Japan or similar;

- Number of aircraft:

Number of aircraft (both passenger and cargo) to the year 2020: from 140 – 150 aircraft (70 – 80 of which are under ownership), including:

+ Short-range aircraft: 60 – 70 aircraft of which 30 – 35 aircraft are under ownership.

+ Medium-range aircraft: 30 – 35 aircraft of which 17-20 aircraft are under ownership.

+ Long-range aircraft: 20-24 aircraft of which 10-12 aircraft are under ownership.

+ Cargo aircraft: 8-10 aircraft of which 3 - 5 aircraft are under ownership.

- For Vietnam airlines company limited:

+ 2007 – 2010: Invest 16 aircraft (Ten A321 aircraft and six ATR72-500 aircraft)

+ 2011 – 2015: Invest 16 aircraft (Ten A321 aircraft, four B787-9 aircraft, one A350-900 aircraft and one ATR72-500 aircraft). Total aircraft put into operation shall be 104.

+ 2016 – 2016: Invest 13 aircraft (Four B787-9 aircraft, nine A350-900 aircraft). Total aircraft put into operation shall be 150.

(Abovementioned number do not include eight B787-9 aircraft and ten A321 aircraft currently invested in Vietnam Aircraft Leasing Company by Vietnam Airlines) 

b) To 2030:

Continue efforts on the investment in aircraft fleets with great importance attached to the fleets used for intercontinental routes in order to increase flights and competitiveness of Vietnamese airlines on routes to Europe and America under the planning for air route development; Aircraft fleets belonging to Vietnam Airlines shall be from 230 – 250 aircraft of which over 50% in ownership shall be maintained.

4. Airport - airfield network:

a) To 2020:

Airport network To 2020 shall be planned on the basis of hub and spoke model with Hanoi, HCMC and Da Nang as three hubs linking with domestic and international routes. Airport network planning to 2020 shall also take into account demands for appropriate development of airports in the areas of great importance in economy and national defense and security in order to accelerate development of these areas through opening domestic interregional and international routes on demand;

To 2020, 26 airports shall be put into operation comprising ten international airports like Hanoi, Cat Bi, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Tan Son Nhat, Long Thanh, Can Tho, Phu Quoc airports and 16 domestic airports like Dien Bien Phu, Na San, Lao Kai, Quang Ninh, Gia Lam, Vinh, Dong Hoi, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Lien Khuong, Rach Gia, Ca Mau, Con Son and Vung Tau airports.

Total area of land for airports To 2020 is approximately 23,000 ha of which the area under management of Civil Aviation is appr. 11,200 ha, the land shared with military appr. 6,500 ha and the land under management of the military appr. 5,300 ha.

On the basis of zone development planning and local planning, in the period to 2020, research and planning for construction of airfields shall be carried out to serve air traffic activities in general, operating air taxi with helicopters and small size planes in remote regions and provinces without airports.

Division of airports by region:

- Northern region includes nine airports: Two international airports (Noi Bai and Cat Bi), seven domestic airports (Dien Bien, Na San, Lao Kai, Gia Lam, Quang Ninh, Vinh, Dong Hoi).

- Central region includes seven airports: Four international airports (Da Nang, Chu Lai, Phu Bai, Cam Ranh), three domestic airports (Phu Cat, Tuy Hoa, Pleiku).

- Southern region includes ten airports: Four international airports (Tan Son Nhat, Long Thanh, Can Tho, Phu Quoc), six domestic airports (Buon Ma Thuot, Lien Khuong, Rach Gia, Ca Mau, Con Son, Vung Tau).

- Small airfields, dedicated airfields and helipads:

+ Carry out research and planning for construction of airfields to serve activities of helicopters and small size planes in remote areas and provinces without airports like Lai Chau, Cao Bang, Lang Son, Kon Tum, Dak Nong, Thanh Hoa, Ha Tinh, Quang Tri, Binh Thuan, An Giang... meeting demands for development and in accordance with regional and local planning; In the period to 2020, prioritize construction planning for Lai Chau, Cao Bang and Phan Thiet airfields.

+ To make maximum use of capability of the airports as well as ensure efficiency in the operation, to 2020, exploitation of air traffic activities in general (agriculture, forestry, geology, search and rescue, training, sports...) shall be carried out in the airports under the planning mentioned above. In the period after 2020, on the basis of actual demands, dedicated airfields shall be studied, planned to serve such purposes.

+ Helicopters serving passenger and cargo transportation, national economy shall continue to be exploited in the airports under the planning as mentioned above. For demands for exploitation of helicopters, small-size planes serving other purposes (serving activities of organizations, businesses and individuals), helipads shall be considered for licensing on the basis of regional planning, requirements for national defense and security in localities;

b) To 2030:

- Airport – airfield network:

+ Continue to develop existing airports including ten international airports (Hanoi, Cat Bi, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Tan Son Nhat, Long Thanh, Can Tho, Phu Quoc airports) and 16 domestic airports (Dien Bien Phu, Na San, Lao Kai, Quang Ninh, Gia Lam, Vinh, Dong Hoi, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Lien Khuong, Rach Gia, Ca Mau, Con Son and Vung Tau airports). Study locations and scale of international airports in the area of Hanoi Capital when demands for passenger transportation in the area exceed 50 million passengers/year; If market demand is big enough, a number of airfields like Lai Chau, Cao Bang, Phan Thiet airports may be developed into airports.

+ Total land area of airports, airfields to 2030 is appr. 25,000 ha.

+ In this period, research and planning for more small airfields shall be carried out to serve activities of helicopters, air taxi operations, and air traffic activities in general in provinces and cities where airports are not available.

- International airports:

+ Continue investment and expansion of Long Thanh International Airport in the next period to ensure it takes the role of Tan Son Nhat International airport and becomes the most important airport in Southern region, largest international airport and passenger transport hub of international standard in the region. Long Thanh International Airport shall reach 4F according to ICAO’s standards with total capacity from 80 – 100 million passengers/year.

Post-2020 period: Noi Bai International Airport shall reach 4F according to ICAO’s standards and First grade military airfield. Total capacity shall reach 50 million passengers/year.

+ Expand passenger and cargo service facilities in Cat Bi International Port, reaching capacity of 4 – 5 million passengers/year and 80 – 100,000 tonnes of cargo/year;+ Continue to expand and increase exploitation of Da Nang International Airport in accordance with political and socio-economic development in Da Nang City in particular and in the Central region in general. Capacity of Da Nang International Airport shall reach 10 -15 million passengers/year and 250,000 - 300,000 tonnes of cargo/year in the 2020 - 2030 period.

+ Expand passenger and cargo service facilities in Phu Bai International Port, reaching capacity of 5 million passengers/year and 200,000 – 300,000 tonnes of cargo/year; Continue to develop Chu Lai International Airport into the cargo transport hub in the region through investing in a second runway (4,000 m x 60 m), a cargo terminal and passenger terminal with capacity of 5 million tonnes/year and 4 million passengers/year respectively;

+ Expand passenger service facilities in Cam Ranh International Port, reaching capacity of 4 million passengers/year and 200,000 – 300,000 tonnes of cargo/year; Increase navigation equipment meeting CAT – II standard of ICAO;

+ Expand passenger and cargo service facilities in Can Tho International Port, reaching capacity of 5 million passengers/year and 400.000 – 500,000 tonnes of cargo/year; Increase navigation equipment meeting CAT – II standard of ICAO;

Prioritize development of Phu Quoc into an airport of the tourist and trade center, ensuring exploitation of B747 aircraft with capacity 6 million passengers/year and 300,000 tonnes of cargo/year.

- Domestic airports:

Continue to expand and increase capability of domestic airports, especially airports located in the areas with potential for tourist and economic development and playing an important role in national defense like Quang Ninh, Cam Ranh, Lien Khuong, Phu Quoc, Con Son and Ca Mau...

5. Flight operation management:

a) To 2020:

- Air traffic:

+ Organize airspace for new CNS/ATM; Construct modern air routes appropriate to airport – airfield network planning and new air traffic management (ATM) including various types of airports; Deploy investment, organization of air traffic flow management; Continue to complete international and domestic route system in Hanoi and HCMC FIR (Flight information region); Carry out reduced vertical separation minimum (RVSM) according to ICAO;

+ Implement the program for automation of flight operation management along with the process of changing into new CNS/ATM system consistent with general process of the region and the world.;

- Communication, navigation and surveillance:

+ Communication: Expand and increase overlapping coverage by means of VHF; guarantee provision of stations in subdivisions; Apply data communication technology and air/ground aeronautical telecommunication network (ATN) in two flight information regions; Expand and increase capability of Point-to-point satellite communication network on North - Center - South axis and to/from information stations, domestic airports; Study and apply ground ATN across the country;

+ Navigation: Replace all NDB navigation with DVOR/DME navigation; Study and gradually apply satellite navigation technology in new CNS/ATM program;

+ Surveillance: Maintain and increase capability of surveillance system according to traditional technology (Radar) Gradually deploy Automatic dependent surveillance – broadcast (ADS–B) in both flights information regions;

- Meteorology:

+ Complete investment in automated weather observing systems for domestic airports; special meteorological radar networks for international airports;

+ Establish meteorological database network (connecting, exchanging and storing figures and other meteorological data) in combination with the construction of numerical meteorology forecast models at meteorological service supply facilities. Complete deployment of D-ATIS at all international airports according to ICAO standards;

- Aeronautical Information Service:

+ Deploy the project for automation of aeronautical Information Service (AIS): the system shall automatically process and print aeronautical map including digital maps;

+ Construct aeronautical obstruction management system and deploy the program for the construction of quality control system (ISO 9000) for aeronautical information services; Carry out connection to global automatic aeronautical information system since 2016;

- Search and rescue:

+ Focus efforts on investment in search and rescue force for Vietnam Air Traffic Management Corporation, airports in terms of facilities, people along with completion of operating mechanism;

+ Invest in Computer-based program for crash plane search assistance including search and rescue database (connecting, exchanging, and storing search and rescue figures including figures from satellite stations/LUT helping positioning planes in distress);

+ Invest in four aircraft dedicated for search and rescue, bringing the total number to six aircraft in 2020 (invested by the Ministry of National Defense);

- Facilities equipped on aircraft:

+ Equip facilities on the aircraft to meet requirements of RNAV/RNP, RVSM and FANS 1/A (Future Air navigation system);

+ Deploy aeronautical operation control (AOC) and public passenger communication (PPC) in accordance with aeronautical telecommunication network (ATN) throughout the civil aviation Sector (of which deployment of ACARS shall be prioritized in the short term);

- Flight testing and inspection

+ Complete investment in equipment, personnel and process of operation so that at the beginning of 2010, the civil aviation Sector itself can perform flight testing and inspection for the entire facilities serving air navigation management under ICAO’s regulations;

+ Continue completion of facilities, infrastructure and personnel serving flight testing and inspection; As of 2016, study and invest in a fleet of flight inspection aircraft for the entire Sector as well as participate in flight inspection contracts with other countries;

b) To 2030:

- Air traffic:

+ Complete the program for automation of flight management

+ Complete the process of changing into new CNS/ATM system consistent with general process of the region and the world;

+ Complete investment program for the air traffic flow management (ATFM);

- Communication, navigation, surveillance: Complete changing all communication, navigation and surveillance facilities into new CNS/ATM;

- Meteorology:

+ Complete deployment of D-ATIS at all the airports;

+ Complete connection to global meteorological information system;

+ Complete construction of numerical meteorology forecast models for individual airports, airfields;

- Aeronautical information:

- Search – rescue: Continue investment in planes and facilities dedicated to search and rescue activities;

- Flight testing and inspection: Continue completion of facilities, infrastructure and personnel serving flight testing and inspection;

6. Aeronautical industry:

a) To 2020:

- Aircraft engineering:

+ Establish entities specializing in supply of aircraft engineering services on the basis continued development of existing aircraft care and maintenance service providers in order to achieve JAR/FAR 145, ensuring capability to supply aircraft engineering services to domestic and international airlines;

+ Form an alliance with similar partners for supply of technical equipment, care and maintenance services to establish a common material and equipment system to ensure more flexibility and efficiency in operations; Cooperate with foreign partners in the construction of wide-body aircraft maintenance facilities in Chu Lai and Long Thanh airports with the aim of exporting aircraft maintenance services to other airports in the region;

+ Associate long-term aircraft investment program with cooperation and participation in the production of aircraft spare-parts and structures; Encourage domestic enterprises to form international joint ventures or allow full investment by foreign companies to carry out projects on investment and production of aircraft structures, spare-parts in Vietnam

- Other technical facilities:

+ Establish the Aeronautical engineering service company on the basis of existing Technical Service Center affiliated to Vietnam Air Traffic Management Corporation with the aim of ensuring full provision of machinery and equipment maintenance, repair and installation services; production of products like light signals, signs, navigation instruments...), machinery, instruments, equipment, software products and other services in the area of air navigation management;

+ Encourage domestic enterprises to form international joint ventures or allow full investment by foreign companies to carry out projects on investment and production of aeronautical technical facilities;

b) To 2030:

- Aircraft engineering:

+ Form a number of domestic companies or joint ventures with foreign partners as foundations for aeronautical industry development with the aim of providing services of repairs and overhaul of planes and engines which are currently carried out by Vietnamese enterprises and airlines;

+ Gradually come to manufacturing part of aircraft spare parts; Promote establishment of joint ventures on production of part of the aircraft structure;

+ Invest in development of an aeronautical industry complex comprising facilities carrying out aircraft repair and maintenance, research, design and production of spare-parts and special purpose equipment of regional stature in Long Thanh International Airport;

- Other technical facilities:

+ Form a large-scale and independent aeronautical industry and technical service development company responsible for repairs, maintenance and production of non-aeronautical spare parts and products; Encourage establishment and create favorable conditions for technical companies to take part in the supply of services and production of a number of equipment according to demands of aeronautical industry market;

+ Encourage enterprises at home and abroad to invest in and manufacture aeronautical facilities and spare parts in Vietnam;

7. Aviation enterprises:

a) To 2020:

- Air transport enterprises:

+ Continue to develop Vietnam Airlines as  the core of Vietnam’s air transport force of stature in the Asia Western Pacific region; consider regional and domestic markets as the key in combination with gradual development of intercontinental and interregional markets; Carry out equitization of Vietnam Airlines with controlling shares being held by the State;

+ Develop Jetstar Pacific Airlines into a low-cost joint-stock airline serving domestic market and international routes to Northeast Asia and Southeast Asia markets; Increase charter capital and expand participation of shareholders including foreign shareholders on the viewpoint that Vietnamese shareholders shall hold from 70% and over;

+ Develop Vietnam Air Services Company into a joint-stock company combining supply of flight services for national economy, express delivery, short-distance cargo transport with development of normal passenger and cargo transport services;

+ Develop Service Flight Corporation providing offshore flight services for oil and gas, expanding out to foreign markets, developing flight services for national economy, tourism;

+ Create favorable conditions for newly established airlines like Viet Jet Air, Indochina Airlines, Mekong Aviation to develop with the aim of ensuring fair competition, stable market growth, enhanced supply capacity in accordance with demands for development in each period; Continue to allow establishment of more airlines providing domestic and international flights with domestic route network depending on each period including North – South axis routes and other interregional routes; For international routes, newly established airlines shall carry out gathered flights to destinations in ASEAN, China and may expand to Northeast Asia, Australia after 5 – 7 years; encourage use of Cat Bi, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Can Gio and Phu Quoc as base airports; The State encourages establishment of other airlines providing air transport services in general.

- Public service suppliers:

+ Sooner carry out equitization of Airport Operation Corporations and establishment of Long Thanh International Airport Investment Joint-Stock Company with controlling shares being held by the State; Continue construction and establishment of technical and commercial service companies at international airports in combination with converting a number of airports belonging to airport operation companies into independent accounting units; Before 2010, convert Air Traffic Technical Company Limited (ATTECH) and aeronautical information center affiliated to Vietnam Air Traffic Management Corporation into independent accounting units;

+ Expand and allow enterprises outside the Sector to participate in supply of non-aeronautical services at airports; Step up joint ventures and associations with foreign partners on investment programs, projects on aeronautical services requiring large capital, sophisticated technologies and depending much on global service network like the project on establishment of Chu Lai international cargo transshipment hub, the project on construction of Long Thanh International Airport...

- Vietnam Airlines Corporation:

Establish and put Vietnam Airlines Corporation into operation as a business of large scale, great potential and ensuring consistent development throughout the Sector and meeting the country’s demands for development.

b) To 2030:

- Air transport enterprises: From 2020 to 2030, based on market demands, continue to promote establishment of more airlines exploiting domestic and international routes; Continue to prioritize and encourage development of aviation business enterprises in general;

- Airport operation enterprises: Complete the model for airport operation enterprise organization by separating international and domestic airports to establish airport enterprises operating under independent accounting regime and affiliated to regional Airport Operation Corporation.

- Vietnam Airlines Corporation: Complete and continue expansion of activities to make Vietnam Airlines become a business of regional stature operating in domestic and international markets.

8. Human resources and training institutions:

a) To 2020:

- Human resources:

+ Maintain growth of employment at a level below 50% of production growth; ensure growth of employment in accordance with labor productivity growth; According to the planning to 2015, the entire Sector shall have over 30,000 employees, up 5%/year on average;

+ Step up addition of training institutions, training and re-training institutions at home and abroad to ensure a sufficiency of human resource which is appropriate to the mechanism and qualified to meet demands for management and production according to international standards and practices; Pilot force must meet over 80% of the demand. Specific technical labor force must meet over 90% of the demand for organization of operation, maintenance of aircraft fleets, flight operation management facilities and facilities at airports...

+ Complete mechanism of human resources throughout the Sector with priority being placed on training and development of high-level specialized technical labor force, staff holding university degrees on engineering, computer and management; Establish human resource structure to the year 2015 as follows:

▪ By qualification: Employees holding postgraduate degrees and over accounting for 3% - 5%; university and college degrees 35% - 40%; intermediate degrees 15% - 20%; technical workers 20% - 25%; and primary degrees 10% - 15%;

▪ By age: Average age is from 36 – 38 (of which employees under 30 account for 40% - 43%, from 30 – 40 30% - 33%, from 40 – 50 18% - 22% and over 50 5% - 10%)

- Training institutions:

+ Focus efforts on development of Vietnam Aviation Academy with three fronts: infrastructure, teams of instructors and curricula; To 2010, Vietnam Aviation Academy must meet state standards for higher education. As of 2009, minimum number of majors at university level shall be five and such majors shall be also used for training at post-graduate level.

+ Before 2010, incorporate Vietnam Aviation Academy and Aviation Science Institute into a training and scientific research institution of national stature, establish Sub-institute 2 of Vietnam Aviation Academy in the North; Encourage training institutions outside the Sector to cooperate with Vietnam Aviation Academy in organizing training human resources for the Sector, especially at university and postgraduate level;

+ Combine development of basic pilot training institutions with investment and development of training institutions to form specialized training institutions which unify and satisfy basic demand for pilot and flight attendant training as well as regular training in limited professional competence for units in the Sector;

+ Invest and construct a training center in air traffic management;

+ Call for private Sector involvement in training, recruitment of pilots and flight attendants; Allow organizations at home and abroad to establish training institutions in Vietnam as well as encourage individuals to spend their own funds for pilot training with the aim of sharing financial burden with the airlines as well as meeting demands for pilots in the future;

b) To 2030:

- Human resources:

+ Continue to focus efforts on development of human resources with top priority being placed on development of pilots, technical and computer engineers, managers and high-level technicians; To 2020, ensure employment force in the Sector meet 100% of the demand for pilots, management, operation, maintenance and most of the demand for the repair of specialized facilities;

+ Carry out training and development of human resources in association with re-structuring employment force appropriately; In this stage, main additional human resources are direct labor, high-level personnel aimed at bringing into play the Sector’s program for modernization;

- Training institutions:

+ Continue to invest and develop Vietnam Aviation Academy into the center for training and scientific research of national stature with scientific research duties being prioritized in this stage;

+ Expand market and operation of training institutions abroad;

9. Demand for capital

- To 2020: Total capital for prioritized projects to 2020 is appr. VND 227,880 billion (equivalent to US$ 14.2 billion) of which:

+ Capital for aircraft fleets: VND 117, 000 billion (equivalent to US$ 7.3 billion);

+ Capital for infrastructure of airports: VND 90,200 billion (equivalent to US$ 5.6 billion);

+ Capital for infrastructure for air traffic management: VND 5,000 billion (equivalent to US$ 313 million);

+ Capital for development of aeronautical industry: VND 15,400 billion (equivalent to US$ 960 million)

+ Other investments: VND 260 billion (equivalent to US$ 16 million)

- To 2030: Total capital for prioritized projects to 2030 is appr. VND 323,000 billion (equivalent to US$ 20.5 billion)

+ Capital for aircraft fleets: VND 165, 000 billion (equivalent to US$ 10.3 billion);

+ Capital for infrastructure of airports: VND 124,000 billion (equivalent to US$ 7.8 billion);

+ Capital for infrastructure for air traffic management: VND 5,000 billion (equivalent to US$ 400 million);

+ Capital for development of aeronautical industry: VND 27,000 billion (equivalent to US$ 1.7 billion)

+ Other investments: VND 450 billion (equivalent to US$ 30 million)

- Forecast sources:

+ State budget capital;

+ ODA;

+ Capital from enterprises (including capital from equitization);

+ Mobilized capital (loans, project bonds...);

+ Capital from investors at home and abroad;

10. Solutions:

- Create fair business and competition environment among airlines and enterprises involved in aviation activities;

- Carry out arrangement, innovation, development and enhancement of enterprises in the Sector; Encourage establishment of new airlines on the basis of market demand and participation of businesses of different sectors in aviation service business;

- Strengthen and hasten integration and global competition; Have general policies on development of combined aviation and tourism sectors;

- Focus efforts on investment and development of aviation in localities, especially air traffic management and infrastructure of airports situated in island areas, the Central Highlands, Northwestern, Mekong Delta areas and areas of potential for tourism development and capable of receiving big planes around the clock;

- Put priority on development of aeronautical industry; Effectively deploy programs of applied research serving development of aeronautical industry; construct infrastructure of communication network, software technology, along with environmental protection;

- Focus efforts on resources with priority placed on development of aircraft fleets, infrastructure of airports (especially the airports serving as cargo and passenger hubs like Noi Bai, Tan Son Nhat, Long Thanh and Chu Lai airports) with the aim of making substantial changes to capability and service quality of the Sector in the future

- Solutions for development of human resources:

+ Diversify ways of training: short-term, long-term training, domestic and overseas training;+ Apply public recruitment through examinations, probation on the basis of a standardized, strict, scientific and unbiased system; Prioritize use and development of human resources then and there and apply incentives for employees working in domestic airports, airports in remote and island areas;

- Solutions for creating capital for development

+ The state shall prioritize use of state budget for aviation traffic infrastructure development; Capital sources for development of aircraft fleets, aeronautical industry and synchronous service facilities...are mainly from enterprises, organizations and individuals;

+ The Ministry of Transport shall establish and submit to the Prime Minister the Project on establishment of the state’s centralized funds for maintenance and investment in infrastructure of airports mobilized from part of the source paid to state budget by enterprises affiliated to Civil Aviation Administration of Vietnam, from collection of fees for use of infrastructure of aviation traffic through air tickets, airport fees, surcharges via oil and gas price...

+ Step up mobilization of capital sources from enterprises, economic organizations and individuals..., from equitization, issuance of stocks, project bonds serving the project on development of aircraft fleets, expansion of production and business by enterprises;

+ Diversify forms of investment, encourage expansion of foreign direct investment through various forms; Encourage FDI, BT, BOT, BOO, PPP...for development of Chu Lai, Long Thanh airports, new airports, airfields, aeronautical industry (repair, maintenance of airplanes, production of spare parts, material, equipment...), other commercial and technical facilities at airports;

11. Implementation of the planning:

- The Ministry of Transport shall preside over and cooperate with ministries, departments, People’s committees of central-affiliated cities and provinces in organizing management and implementation of this Planning.

- Based on the Planning, the Ministry of Transport shall direct Civil Aviation Administration of Vietnam and relevant organizations to carry out the establishment and approval for detailed plans on an annual, five-year basis in accordance with the country’s socio-economic development; instruct inspection of the implementation of the Planning; propose necessary measures to implement this Planning, make submission to the Government, the Prime Minister for consideration and decision; organize a preliminary summing- up of the implementation of this Planning;

- People’s committees of central-affiliated cities and provinces shall be responsible for tightening management of land funds, construction of the works in the areas around airports, airfields according to law provisions with the aim of meeting demand for development and construction of aviation traffic infrastructure under the Planning in association with local development planning, and at the same time providing directions, duties and issues that need to be immediately addressed in 2007 - 2015 period and supplementing the approved detailed planning in connection with this Planning.

- The Ministry of Natural Resources and Environment shall preside over and cooperate with ministries, departments, People’s committees of central-affiliated cities and provinces in organizing supervision and management of environmental protection during the implementation of this Planning; proposing necessary measures to ensure the investment and development are closely associated with environmental protection;

Article 2. This Decision takes effect after 15 days since the date of signing

Article 3. Ministers, heads of ministerial-level agencies, Governmental agencies, presidents of People’s committees of relevant provinces and cities shall be responsible for executing this Decision.
