DECISION
ON PROMULGATION OF THE REGULATION ON FUNCTIONS, TASKS, ENTITLEMENTS AND ORGANIZATIONAL STRUCTURE OF PROVINCIAL INTERNATIONAL QUARANTINE CENTERS

Pursuant to the Government's Decree No. 49/2003/ND-CP dated May 15, 2003 defining the functions, tasks, entitlements and organizational structure of the Ministry of Health;
Pursuant to the Government's Decree No. 171/2004/ND-CP dated September 29, 2004 on organization of specialized agencies affiliated to provincial the People’s Committees;
Pursuant to the Joint Circular No. 11/2005/TTLT-BYT-BNV dated April 12, 2005 of the Ministry of Health and the Ministry of Home Affairs on functions, tasks, and entitlements of specialized agencies that assist the People’s Committees in local health tasks;
At the request of the Director of Organization and Personnel Department and the Director of General Department of Preventive Medicine,

Article 2. This Decision takes effect after 15 days from the day on which it is published in the Official Gazette. The Decision No. 3889/2003/QD-BYT dated July 22, 2003 of the Minister of Health on promulgation of the Regulation on functions, tasks and organizational structure of International Quarantine Centers affiliated to Services of Health of provinces is abrogated.
Article 3. The Director of Organization and Personnel Department, the Director of General Department of Preventive Medicine, Directors of Services of Health, and heads of relevant units are responsible for the implementation of this Decision./.

Article 1. Position and roles
Provincial International Quarantine Centers are affiliated to Services of Health, under the comprehensive management of Directors of Services of Health, and must follow professional instructions of the Ministry of Health.
Article 2. Legal status
Every Provincial International Quarantine Center has a legal status, a separate office building, a seal (in both Vietnamese and English), and may open accounts at State Treasuries.
Chapter 2
FUNCTIONS, TASKS, AND ENTITLEMENTS
Article 3. Functions
Provincial International Quarantine Centers shall advise Directors of Services of Health and perform professional tasks related to quarantine within the province.

2. Organize the following operations:
a) Quarantine services, surveillance of infectious diseases and threats to public health according to the laws of quarantine.
b) Medical inspection, medical procedures, and issuance of certificates to quarantined entities;
c) Inspection and supervision of quarantine services applied to providers of foods, drinks, and clean water at border checkpoints;
d) Taking of measures for prevention of vectors and items that carry infectious diseases, the threats to public health at border checkpoints;
dd) Cooperation with Health Education Center and media agencies in the province to spread information about quarantine;
e) Scientific research and application of technological advances to quarantine; provision of training in professional skills and foreign languages for the quarantine staff;
g) Cooperation with relevant agencies in inspection and assessment of the activities related to quarantine that take place within the province;
h) Collection, transfer, and management of quarantine fees;

k) Statistics and reporting practice;
l) Other tasks assigned by the Director of the Service of Health and those defined by law.

ORGANIZATIONAL STRUCTURE
Article 5. Organizational structure
1. Executives:
Every Provincial International Quarantine Centers has a Director and several Deputy Directors.
2. Administrative departments:
a) Planning and Finance Department;

3. Medical Departments:
a) Quarantine Department;
b) Health Management Department;
c) Medical Procedure Department;
d) Testing Department.
If the border checkpoints in the province are far away from the center, a unit that consists of sufficient personnel from the departments above shall be sent to the checkpoint. The staff shall be sent in turn to ensure the fulfillment of tasks.
Article 6. Payroll and limit on employees
The payroll and limit on employees of a Provincial International Quarantine Centers must comply with law.

Article 8. Tasks of departments
1. Planning and Finance Department shall:
a) Make monthly, quarterly and annual operation plans; summarize plan implementation;
b) Prepare medicines, chemicals, supplies and equipment necessary for the operation of the Center and border checkpoints;
c) Administer, allocate budget, dispense medicines, chemicals, supplies and equipment necessary for quarantine according to the approved plans; make payments in accordance with law;
d) Cooperate in providing training courses, refresher courses, holding seminars in quarantine;

2. Personnel and Administration Department shall:
a) Administer personnel; provide benefits, award commendations, and take disciplinary actions in accordance with law;
b) Perform administrative tasks serving the operation of the Center;
c) Take charge in holding seminars, conventions, providing training and education in quarantine;
d) Administer assets of the Center.
3. Quarantine Department shall:
a) Monitor the infectious diseases and threats to public health in accordance with law;
b) Carry out medical inspection and issue certificates to quarantined entities;
c) Inspect and supervise the provision of quarantine services applied to providers of foods, drinks, and clean water at border checkpoints;

a) Give inoculation and issue certificates of inoculation in accordance with law;
b) Cooperate with relevant agencies in monitoring the health of passengers that enter Vietnam and the Vietnamese people that have lived overseas for more than one year before going back to Vietnam.
5. Medical Procedure Department shall:
a) Take measures for prevention of vectors and items that carry infectious diseases, the threats to public health at border checkpoint;
b) Carry out medical procedures for quarantined entities;
c) Cooperate with relevant agencies in processing the foods that are contaminated with poisons, bacteria, or residue of pesticides;
6. Testing Department shall:
a) Run the tests serving quarantine in accordance with law;
b) Running quick tests at border checkpoints to detect pathogens such as bacteria, viruses, harmful chemicals, colorings, molds and fungi, etc. in food, and other tests related to quarantine./.
