DECISION

APPROVING THE PLANNING ON SUSTAINABLE DEVELOPMENT OF COMMUNICATIONS ON PHU QUOC ISLAND, KIEN GIANG PROVINCE, IN THE PERIOD FROM NOW TO THE YEAR 2010 AND ORIENTATIONS TO THE YEAR 2020

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Political Bureaus conclusions in the Party Central Committees Notice No. 85/TB-TW dated October 30, 2002, on orientations, tasks and solutions for socio-economic development in the Mekong river delta region in the 2001-2010 period;
At the proposal of the Ministry of Transport in Report No. 6122/TTr-BGTVT dated October 3, 2005,

DECIDES:

Article 1.

To approve the Planning on sustainable development of communications on Phu Quoc island, Kien Giang province, in the period from now to the year 2010 and orientations to the year 2020, with the following principal contents:

1. The Planning's objectives:

2. The Planning's tasks:

To plan development of the system of highways, seaports and airports to ensure the handling of passengers and cargoes arriving at Phu Quoc island in the period from now to the year 2020:

- By air: 2.3 million passengers/year.

- By sea: 0.99 million - 1.03 million passengers/year.

- Cargoes to be handled at seaports: 1 .075 million tons/year

3. Orientations for planning communications development to the year 2020:

a) Highways:

- Requirements: To ensure smooth traffic among population quarters, economic zones, tourist and holiday resorts on high-quality roads, which are not wide but ensure high speed and with clean and beautiful landscapes along both sides.

- Specific targets:

* The An Thoi-Suoi Cai section: 38 km long, land take: 47 m, roadbed width: 26 m, with lane separators.

* The Suoi Cai-Bai Thom section: 11 km long, land take: 30 m, roadbed width: 16.5 m.

+ The island's ring road: 132 km long, with the following sections:

* The An Thoi-Cua Lap section: 4 lanes, land take: 42 m, roadbed width: 26 m, with lane separators.

* The Cua Lap-Duong Dong-Cua Can section: 2 lanes, roadbed width: 12 m.

* Remaining sections: 2 lanes, roadbed width: 7.5 m.

+ Branch roads, including 17 sections of 87.1 km long, of which 11 existing sections of 61.1 km long shall be upgraded and 6 new sections of 26 km long shall be built with the following specifications:

* The section south of Duong To airport: 4 lanes, roadbed width: 26 m, with lane separators.

* The section from Cua Lap linked with the south-north trunk-road, and Suoi Tranh-Ham Ninh section: 2 lanes, roadbed width: 12 m.

For sections running through tourist resorts, the distances between road and seashore must be large enough for tourism exploitation.

For sections running through primitive forests, impacts on the environment and roadside trees must be minimized according to the planning of the Ministry of Construction.

+ Public traffic system: To build bus routes, bus stations and parking lots.

b) Seaports:

To ensure the handling of the entire number of passengers and volume of cargoes stated in Clause 2, Article 1 of this Decision. Port areas are specifically planned as follows:

- In An Thoi bay: To plan one projecting wharf for ships of a tonnage of up to 3,000 DWT, to build 2 buoy wharves for ships of a capacity of 2,000 passengers or cargo ships of a tonnage of up to 30,000 DWT.

- In Vinh Dam (Dam bay): To plan one buoy wharf for ships of a capacity of 2,000 passengers; a domestic passenger port in the north of the bay, including projecting wharves for mooring 8 domestic passenger ships; a cargo port zone south of the bay for ships of between 1,000 and 3,000 DWT, and a storm-shelter area for fishing ships in the bay.

- In Duong Dong: To plan one buoy wharf for ships of a capacity of 2,000 passengers, and one wharf for coastal passenger ships; to build breakwaters and renovate channels in Duong Dong river mouth.

- In Mui Dat Do: To plan a passenger port for mooring of ships of a capacity of 2,000 passengers.

c) Airports:

- To keep Duong Dong airport for operation and handling of ATR72 and FOKKER 70 aircraft, with a capacity of 300,000 passengers/year.

- To build Duong To airport, which can receive between 2 million and 2.5 million passengers/year.

4. Planning for the period from now to the year 2010:

a) Highways:

- The south-north trunk-highway: 49 km long, with asphalt-concrete surface, shall be invested in according to the planning.

- For the island's ring road: To invest in the An Thoi-Cua Lap-Duong Dong-Cua Can-Ganh Dau- Bai Thom-Ham Ninh section of 110 km long, with asphalt-concrete surface.

- Branch roads: To upgrade 11 existing sections of 61 km long with asphalt-concrete surface; to build Duong Dong bridge; and to completely build static traffic works.

b) Seaports:

- In Dam bay: To build a buoy wharf for passenger ships with a capacity of up to 2,000 passengers, a pier and 2 projecting wharves which can accommodate 4 coastal passenger ships or speed ships, sea tour boats.

- In Duong Dong: To build a port, including one buoy wharf, which can accommodate passenger ships of a capacity of 2,000 passengers, and a wharf for domestic passenger ships; to invest in construction of breakwaters and renovation of Duong Dong channels.

- In Mui Dat Do: To study the construction of a passenger port for passengers ships of a capacity of up to 2,000 passengers.

- To build wharves for small-sized tourist boats.

c) Airports:

To build Duong To airport and put it to operation after 2010.

5. Investment capital sources:

- Infrastructure works: trunk-highway, Suoi Cai-Ganh Dau section, island's ring road, and seaports shall be built with central budget capital; local budgets shall contribute 50% of ground clearance funds.

- To arrange appropriate capital sources for investment in Duong To airport.

Article 2.

Management and organization of implementation of the Planning:

- To assign the People's Committee of Kien Giang province to publicize and manage the Planning.

- Major infrastructure works such as the airport, seaport, the trunk-highway, Suoi Cai-Ganh Dau section, and island's ring road shall be managed by the Ministry of Transport.

- Urban works for tourist and civil purposes shall be managed by local authorities.

Article 3.

This Decision takes effect 15 days after its publication in CONG BAO. The Minister of Transport, the president of the People's Committee of Kien Giang province, and concerned ministers, heads of ministerial-level agencies and heads of government-attached agencies shall have to implement this Decision.
