DECISION

RATIFYING THE ZONING PLAN FOR RESTORATION OF SUBMERGED FORESTS (PROJECT AREA) IN CA MAU, BAC LIEU, SOC TRANG AND TRA VINH PROVINCES

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;
At the proposals of the Minister of Agriculture and Rural Development, the Minister of Planning and Investment and the Minister of Science, Technology and Environment, and of the People
s Committees of Ca Mau, Bac Lieu, Soc Trang and Tra Vinh provinces,

DECIDES:

Article 1.- To ratify the zoning plan for restoration of coastal submerged forests in Ca Mau, Bac Lieu, Soc Trang and Tra Vinh provinces in order to protect the coast safety and ecological environment, thus contributing to the sustainable development of forestrial, fishery and agricultural production, and the socio-economic stabilization in these localities.

Article 2.- The plan for zoning of submerged forests of the above-said 4 provinces covers the vital protection zones, less vital zones (buffer zones) and economic zones. The boundaries between the zones are delineated on the overall zoning map of a scale of 1:100,000 and detailed maps of a scale of 1:10,000 (particularly for Soc Trang province: a scale of 1:5,000) as proposed by the Ministry of Agriculture and Rural Development on April 26, 1999.

The total acreage of submerged forests to be restored as from 1999 is 44,400 hectares.

Article 3.- The task of managing and protecting submerged forests:

2. For protection forests in less vital zones: 60% of the acreage of such forests shall be reserved for development of submerged forests according to the model of planned afforestation of production forests, the remaining acreage (40%) shall be reserved for aquacultural and agricultural development and other requirements. The activities allowed or not allowed to be conducted in protection forests shall comply with the content of the zoning plan report.

3. The presidents of the Peoples Committees of the provinces in the project area shall base themselves on the general zoning plan for restoration of submerged forests of the four provinces to ratify specific plans for their respective localities, and at the same time assign the functional branches and grassroots units to monitor, manage and disseminate such plans among the people in the project area for implementation.

Article 4.- This Decision takes effect after its signing. The ministers, the heads of the concerned agencies, the presidents of the Peoples Committees of Ca Mau, Bac Lieu, Soc Trang and Tra Vinh provinces shall have to implement this Decision.
