DECISION
APPROVING THE TASK OF ADJUSTING THE MASTER PLAN ON CONSTRUCTION OF HAI PHONG CITY UP TO 2025
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Construction Law dated November 26, 2003;
At the proposal of the Ministry of Construction in Document No. 43/TTr-BXD dated August 2, 2007, and the President of Hai Phong City People’s Committee in Document No. 14/TTr-UBND dated May 28, 2007,
DECIDES:
Article 1.
1. Scope of planning
The scope of study for planning covers the entire administrative territories of Hai Phong city and its surrounding provinces, including Quang Ninh, Ninh Binh, Nam Dinh, Thai Binh and Hai Duong.

2. Nature
To be a first-grade urban area and a major center of the country for economy, industry, trade, port services, education and training, finance and banking, and tourist services.
3. Scale
- Population: By 2025, the city's total population will reach 2,200,000, with 1,700,000-1,800,000 living in existing inner-city areas, including 1,400,000-1,500,000 in central areas, and 310,000-370,000 living in satellite urban areas, towns and townships.
- By 2025, land for urban construction will reach around 25,500-26,500 ha, of which around 21,100-22,000 ha will be for central urban areas and 4,490-4,500 ha for satellite urban areas.
4. Objectives, viewpoints
a) Objectives: To build Hai Phong into a modern and sustainably developed city, ensuring harmony between economic development and environmental protection; conservation of cultural and historical relics and sights of beauty; and defense and security in the direction of regional association, in order to turn Hai Phong into a civilized city which makes major contributions to the development of the northern region as well as the whole country: to step by step make the city a center of Southeast Asia for industry, port services, tourist services, trade and finance.
b) Viewpoints
- To bring into play Hai Phong city's role and position in the northern coastal region and the northern key economic region, and the world.

- To develop Hai Phong into a modern city with its own identity, bringing into play the city’s advantages of possessing mountains, rivers and sea to create its urban attractiveness while conserving its natural landscape and improving the people’s living conditions. ~
5. Principal norms
a) Norms for urban construction land
Land for urban construction will average at 145-160 m2/person, of which land for civil construction will average at 61-65.5 m2/person; for tree planting and sports and physical training, at 17-19 m2/person; and for construction of public welfare works, at 4.5-6.5 m2/person.
b) Technical infrastructure norms:
- Transport: Land for traffic (mobile and static) will reach 19-21m2/person; land for traffic will account for 20-23% of the land for urban construction; the density of main traffic will be 4.5-5 km/km2;
- Water supply: Water supply for daily life will be 180 liters/person/day in inner-city areas and 120-180 liters/person/day in suburban areas; water supply for industrial production will be 22-45 m3/ha. Water will be supplied to 100% of urban inhabitants;
- Electricity supply: Electricity for daily life will reach 2,400 kWh/person/year in urban areas and 750-1,000 kWh/person/year in suburban areas; electricity for industrial production will be 300 kWh/ha; electricity for public services and business activities will be 50% of the norm set for the supply for daily life;
- Drainage and environmental sanitation: The norm for collection and treatment of wastewater will be 90% of the water supply norm corresponding to each category of water users. 90% of collected and treated wastewater will meet treatment requirements. 90% of garbage will be collected and treated.

The Hai Phong city development orientations are identified based on its socio-economic relation with the northern coastal region and key economic region as well as with the country, region and world, which covers:
a) To propose Hai Phong city’s development model on the principles of connecting with the northern coastal region's urban areas and associating urban development space with natural landscape and ecology:
b) To propose orientations for development of the city’s space, including central urban areas, satellite urban areas towns and townships to ensure the city's sustainable development;
c) To propose schemes on division of functional zones and identification of areas for urban development, areas for development of industry; agriculture, fisheries; ecology; and tourist resorts, and nature conservation areas.
d) To propose economic-technical norms suitable to the city’s development model, the geographical, geological and meteorological conditions of each region and each functional zone, and with each development period of the city;
e) To propose functional zones and city space organizational structure, including:
- Civil zone:
+ Old inner-city areas: To focus on their upgrade and renewal in association with new construction without largely changing the land use structure. After relocation of inhabitants, the port area will be used for development of urban functional zones, with priority given to public service works, trees and business offices.
+ Newly developed areas:

Expansion to the east and northeast: To develop Cat Hai island, Trang Cat and Dinh Vu areas, and eight communes of Thuy Nguyen district, into Dinh Vu-Cat Hai economic zone, which is an economic complex with a port, industries, urban areas, and tourist and recreational services.
To develop the area along Pham Van Dong road into Road 353 new urban area.
Expansion to the northeast: To expand Hong Bang district to An Duong district to form a northwestern urban area.
Expansion to the south: To develop Kien An district into a new urban area, combining tourist sites and training institutions with landscape along Lach Tray river.
+ Suburban areas: To develop Cat Ba island and Do Son into an international tourist hub. To develop a system of satellite urban areas and townships; to develop a number of new townships in An Lao, Tien Lang, Vinh Bao, Thuy Nguyen and Kien Thuy districts into ecological urban areas attached to agricultural production zones. To study and plan the building of consolidated rural residential areas with improved technical infrastructure.
- Thirty three industrial parks and clusters with a total area of around 4,600 ha: To basically maintain their current locations and study adjustments to some inappropriately located ones; to develop industrial parks mostly in rural districts. Land for industries will be around 14,500-15,500 ha. Land for warehousing will be around 3,000-3,500 ha.
- Systems of general centers, specialized centers (for culture, training, scientific research, heath, physical training, sports, tourist resorts. . .) and urban area centers.
- Systems of green parks, water surface, open space, especially the landscape along Bach Dang, Lach Tray, Canl and Da Do rivers and tree areas in urban centers to create beautiful scenes; to associate rivers with reservoirs in performing the functions of waterway transport, water drainage and regulation, and creation of beautiful scenes.
- Defense areas: To rearrange existing defense areas in conformity with the master plan while meeting requirements on combined economic and defense activities.

f) To propose orientations for the city's architectural development:
On the basis of development viewpoints and objectives, and orientations for the city's space development, to study development orientations for the architecture and view of new urban areas, renovated old urban areas, and important functional zones; to pay special attention to building, upgrading and renewing the existing city center with a view to ensuring modernization and preservation of valuable architectural and cultural works; to study designs for important urban areas to provide a basis for construction management.
g) To propose orientations for development of technical infrastructure systems
Synchronous and modern urban technical infrastructure systems must be designed and built according to the city's development viewpoints and objectives, satisfy utility requirements, and ensure good view, safety and environmental sanitation.
- Transport:
+ To identify external traffic networks on the basis of research into regional relations and local traffic (airway, railway, road and waterway, especially the sea port system), and inland port systems;
+ To propose solutions on underground traffic system, and public means of transport and their routes;
+ To propose allocation of land for static traffic (bus stations, ground and underground parking areas).
- Preparations of construction techniques: To set construction height limits for each area and main traffic routes; to work out solutions on rainwater drainage (basin, drainage direction and sluice system), combining sluice systems with reservoirs, anti-flooding and -tide measures.

- Electricity supply: To identify electricity supply sources, capacity, demand for additional charge, locations and sizes of transformer stations and main distribution networks.
- Water drainage and environmental sanitation: To identify sizes and locations of wastewater treatment stations and solid waste treatment zones; main drainage networks and environmental protection solutions; and locations and areas of the city's cemeteries.
- To adopt a planning on a modern system of post and telecommunication for the entire city.
h) To assess environmental impacts and propose solutions to reduce such impacts.
i) To identify prioritized programs and projects suitable to resource forecasts; to propose mechanisms and policies on management of urban planning and architecture and solutions for implementation of the scheme on adjustment of the master plan on construction of Hai Phong city up to 2025.
j) To draft regulations on construction management according to the scheme on adjustment of the master plan on construction of Hai Phong city up to 2025.
7. Dossier
The dossier of the scheme on adjustment of the master plan on construction of Hai Phong city up to 2025 shall be compiled according to Article 17 of the Government’s Decree No. 08/2005/ND-CP dated January 24, 2005, on construction plannings, and the Construction Ministry’s Circular No. 15/2005/TT- BXD dated August 19, 2005, guiding the elaboration, appraisal and approval of construction plannings.

- Time for elaborating the scheme: 18 months after the task of design is approved.
Article 3.
This Decision takes effect on the date of its signing.
The Ministry of Construction, the People's Committee of Hai Phong City, and concerned ministries and branches shall implement this Decision.
