DECISION

TEMPORARILY ISSUING THE LIST OF DISCARDED MATERIALS PROCESSED INTO RAW MATERIALS WHICH ARE ALLOWED TO BE IMPORTED

THE MINISTER OF SCIENCE, TECHNOLOGY AND ENVIRONMENT

Pursuant to the Governments Decree No. 22/CP of May 22, 1993 on the tasks, powers and organizational structure of the Ministry of Science, Technology and Environment;
Pursuant to the Governments Decree No. 175/CP of October 18, 1994 guiding the implementation of the Law on Environmental Protection;
Pursuant to the Prime Ministers Decision No. 46/2001/QD-TTg of April 4, 2001 on the management of goods export and import in the 2001-2005 period;
At the proposals of the Director of Environment Department, the Director of Legal Department and the Director of the Ministrys Office,

DECIDES:

Article 1.- To temporarily issue together with this Decision the list of discarded materials processed into raw materials, which are allowed to be imported.

Article 2.- Discarded materials prescribed in the list issued together with this Decision shall be allowed to be imported only after they are completely cleaned from toxic chemicals, radioactive substances, inflammables, explodables, organic compounds of animal or plant origins which are in danger of causing epidemics, and medical wastes.

Discarded materials prescribed in the list issued together with this Decision must be treated to eliminate impurities such as oil, grease, rubber, plastic, oil tar and other impurities.

The import of discarded materials processed into raw materials for use for other purposes is strictly prohibited.

Article 4.- Organizations and individuals that import discarded materials processed into raw materials on the list issued together with this Decision shall have to carry out import procedures according to current law provisions.

Article 5.- This Decision takes effect 15 days after its signing.

Article 6.- The Director of Environment Department, the Director of Legal Department, the Director of the Ministrys Office, as well as concerned organizations, individuals and agencies shall have to implement this Decision. In the course of implementing this Decision, if any troubles arise, they must promptly report them to the Ministry of Science, Technology and Environment.

1. Metal or alloy odds and ends in various forms, left after processing.

2. Used steel tracks, steel sleepers, steels in plate, round, section, pipes, steel wire and net of various types.

3. Pig-iron and steel recovered from the dismantlement or disassembly of constructional works such as bridges, towers, houses and workshops.

4. Pig-iron and steel recovered from the dismantlement or disassembly of transport means, machinery and other used objects of pig-iron and steel.

5. Used coppers and copper alloys in plate, piece, pipe.

6. Used aluminum and aluminum alloys in plate, piece, pipe.

7. Used zinc and zinc alloys in plate, piece, pipe.

8. Used nickel and nickel alloys in plate, piece, pipe.

9. Used electric wire and electric cables, of copper or aluminum, already separated from the insulating cover of plastic, rubber or other electric-insulating materials.
