AMENDING AND SUPPLEMENTING THE PRIME MINISTER’S DECISION NO. 22/2009/QD-TTG OF FEBRUARY 16, 2009, APPROVING THE MASTER PLAN ON RADIO AND TELEVISION TRANSMISSION AND BROADCASTING THROUGH 2020

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the November 23, 2009 Law on Telecommunications;

Pursuant to the November 23, 2009 Law on Radio Frequencies;

Pursuant to the Government’s Decree No. 25/2011/ND-CP of April 6, 2011, detailing and guiding the implementation of a number of articles of the Law on Telecommunications;

Pursuant to the Government’s Decree No. 132/2013/ND-CP of October 16, 2013, detailing functions, tasks, powers and organizational structure of the Ministry of Information and Communications;

Article 1. To amend and supplement the Prime Minister’s Decision No. 22/2009/QD- TTg of February 16,2009, approving the master plan on radio and television transmission and broadcasting through 2020, with the following contents:

1. To amend Clause 4, Section I, Article 1 as follows:

“To step by step form and develop a transmission and broadcasting market with the participation of enterprises of all economic sectors in order to attract resources for the development of radio and television technical infrastructure to serve socio-economic development and ensure the State’s unified and effective management.”

2. To amend Point b, Clause 2, Section III, Article 1 as follows:

“To establish Vietnam’s terrestrial digital television regulations and standards based on the application of the European standards on second-generation terrestrial digital television (DVB-T2) and subsequent versions for application to terrestrial digital television in Vietnam.”

3. To amend the second paragraph of Point b, Clause 3, Section III, Article 1 as follows:

Enterprises licensed to provide terrestrial digital television and cable television transmission and broadcasting services, and expanding television coverage and providing services in any localities shall arrange time volume in accordance with regulations of the Ministry of Information and Communications in, transmitting television programs to serve essential political and propaganda tasks of the State.”

Article 2. This Decision takes effect on March 15,2015.

Article 3. Ministers, heads of ministerial-level agencies, heads of government- attached agencies, chairpersons of provincial-level People’s Committees, the general directors of the Vietnam Television Station and Radio Voice of Vietnam, and general directors or directors of radio and television transmission and broadcasting enterprises shall implement this Decision.-
