ON PEDAGOGY IMPROVEMENT FACILITIES FOR VOCATIONAL TRAINING TEACHERS

Pursuant to Law on Vocational Education dated November 27, 2014;

Pursuant to Law on Education dated June 14, 2019;

Pursuant to Decree No. 14/2017/ND-CP dated February 17, 2017 of the Government on functions, tasks, powers and organizational structure of Minister of Labor – War Invalids and Social Affairs;

Pursuant to Decree No. 15/2019/ND-CP dated February 1, 2019 of the Government on elaborating to Law on Vocational Education;

At request of General Department of Vocational Education;

Minister of Labor – War Invalids and Social Affairs promulgates Circular on pedagogy improvement facilities for vocational training teachers.

GENERAL PROVISIONS

Article 1. Scope and regulated entities

1. This Circular prescribes pedagogy improvement facilities for vocational training teachers in preliminary level, intermediary level and college level.

2. This Circular applies to academies, research institutes, higher education institutions, universities, colleges and relevant agencies, organizations and individuals.

Article 2. Improvement program

1. Pedagogy improvement program for preliminary level teachers shall conform to Circular No. 38/2017/TT-BLDTBXH dated December 29, 2017 of Minister of Labor – War Invalids and Social Affairs.

2. Pedagogy improvement programs for intermediary level teachers and college level teachers shall conform to Circular No. 28/2018/TT-BLDTBXH dated December 25, 2018 of Minister of Labor – War Invalids and Social Affairs.

Chapter II

FACILITIES ELIGIBLE FOR PROVIDING PEDAGOGY IMPROVEMENT FOR VOCATIONAL TRAINING TEACHERS

1. Perform teacher training and improvement functions and tasks

2. Develop, appraise and issue improvement programs and documents on the basis of vocational training programs for pedagogy teachers under Article 2 hereof.

3. Have adequate facilities and equipment according to Article 2 hereof.

4. Develop teaching staff satisfactory to Article 4 hereof.

5. Have at least 5 years of training, improving vocational training teachers.

Article 4. Regulations on teaching staff

1. Have adequate staff for teaching, among which, number of full-time teachers must teach at least 70% of pedagogy improvement program.

2. Full-time and part-time lectures must have at least master degrees, university degrees in pedagogy major or certificates for college-level pedagogy profession or certificates for pedagogy improvement for university, college or equivalent lecturers and at least 5 consecutive years in teaching in college level or higher education level or above.

3. Have at least 30% of full-time teachers specialized in pedagogy, education administration or educational psychology.

IMPLEMENTATION

Article 5. Responsibilities of General Department of Vocational Education

1. Consolidate lists of academies, research institutes, higher education institutions, universities and colleges wishing to provide pedagogy training satisfactory to standards under Chapter II hereof and request Minister of Labor – War Invalids and Social Affairs to consider and decide.

2. Publicize list of pedagogy improvement facilities on website of Ministry of Labor – War Invalids and Social Affairs (General Department of Vocational Education) as per the law.

3. On an annual basis, consolidate implementation results of improvement and issuance of pedagogy profession certificates of pedagogy improvement facilities.

4. Organize inspection for eligibility and implementation of pedagogy improvement affairs of pedagogy improvement facilities according to this Circular.

Article 6. Responsibilities of pedagogy improvement facilities

1. Develop, appraise and issue pedagogy improvement programs and documents for pedagogy teachers on the basis of pedagogy improvement programs specified under Article 2 hereof to guarantee suitability for improvement beneficiaries; provide reference materials to serve academic activities.

2. Develop plans and organize pedagogy improvement for vocational teachers, ensure compliance with regulations and law.

4. Collect, manage and use expenditure on providing pedagogy improvement; issue pedagogy certificates for vocational teachers as per the law.

5. Consolidate and submit reports on pedagogy improvement results and issuance of pedagogy certificates for vocational teachers to Ministry of Labor – War Invalids and Social Affairs (General Department of Vocational Education) before January 31 of the immediate following year.

Article 7. Transition clauses

Within 6 months from the effective date hereof, facilities assigned by Ministry of Labor – War Invalids and Social Affairs to conduct pilot implementation of providing pedagogy improvement for vocational education shall continue to provide pedagogy improvement.

Article 8. Entry into force

1. This Circular comes into force from March 10, 2021.

2. Difficulties that arise during the implementation of this Circular should be reported to the Ministry for consideration./.
