CIRCULAR

AMENDING AND SUPPLEMENTING CIRCULAR NO. 20/2012/TT-BTTTT DATED DECEMBER 04, 2012, OF THE MINISTER OF INFORMATION AND COMMUNICATIONS, PROMULGATING THE NATIONAL TECHNICAL REGULATION

Pursuant to the June 29, 2006 Law on Standards and Technical regulations;

Pursuant to the November 23, 2009 Law on telecommunication;

Pursuant to the November 23, 2009 Law on Radio frequency;

Pursuant to the Government’s Decree No. 127/2007/ND-CP dated August 01, 2007 detailing and guiding implementation of a number of Articles of Law on Standards and Technical regulations;

Pursuant to the Government’s Decree No. 187/2007/ND-CP dated December 25, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications and Decree No. 50/2011/ND-CP dated June 24, 2011 amending Decree No. 187/2007/ND-CP dated December 25, 2007;

At the proposal of Director of Science and Technology Department;

The Minister of Information and Communications promulgates Circular amending and supplementing Circular No. 20/2012/TT-BTTTT dated December 04, 2012, of the Minister of Information and Communications, promulgating the national technical regulation,

Article 1. To amend and supplement Circular No. 20/2012/TT-BTTTT dated December 04, 2012, of the Minister of Information and Communications, promulgating the national technical regulation as follows:

1. To amend and supplement a number of provisions of the national technical regulation on digital terrestrial television receivers DVB-T2, sign QCVN 63:2012/BTTTT at the enclosed Annex 1;

2. To amend and supplement a number of provisions of the national technical regulation on digital video broadcasting transmitting signal DVB-T2, sign QCVN 64:2012/BTTTT at the enclosed Annex 2;

Article 2. This Circular takes effect on August 15, 2013.

Article 3. The Chief of office, Director of Science and Technology Department, heads of agencies, units of Ministry of Information and Communications, Directors of the provincial/municipal Services of Information and Communications and relevant organizations and individuals shall implement this Circular.

ANNEX 1

AMENDING AND SUPPLEMENTING A NUMBER OF PROVISIONS OF THE NATIONAL TECHNICAL REGULATION ON DIGITAL TERRESTRIAL VIDEO BROADCASTING RECEIVERS DVB-T2, SIGN QCVN 63:2012/BTTTT
(Promulgated together with Circular No. 15/2013/TT-BTTTT dated July 01, 2013 of the Ministry of Information and Communications)

1. Reference documents [2], [4], [21] section “1.3. Reference documents” is amended as follows:

2. To supplement section “1.4.8. Up Converter)” as follows:

3. To remove the abbreviated words, interpretation on the abbreviated words “AC3” and “E-AC3” of section “1.5. the abbreviated words”

4. To amend and supplement section "2.1.3. Adaptation of electromagnetic field” as follows:

“Receivers must abide by requirement on adaptation of electromagnetic field in national standard TCVN 7600:2010 (IEC/CISPR 13:2009)[4].”

5. To amend the last paragraph of section “2.2.3.1. Handling of PSI/SI signal tables” as follows:

"Receivers must have ability to handle the following tables: NIT, PAT, PMT, SDT, EIT, TDT. The above information tables are described in regulation for the broadcasting signal part of DVB-T2.”

6. To amend, supplement section “2.2.6. Logic channel numbering (LCN) as follows:

“Receivers must have ability to handle service information from Logical Channel Number table to support the numbering, arranging and searching channel.

Receivers support LCN by using the logic channel description set with descriptor_tag of 0x83 in the following structure and syntax:

In which:

descriptor_tag: set 0x83;

service_id: 16bite string used to identify service in transmitted data stream (TS);

visible_service_flag: Signal flag showing service, valued at “1” if service may be presented and selected in list of services on receiver; valued at “0” if service fails to be presented and selected in list of services on receiver;

Reserved: Reserved string for use in future, including 5 bites, set “1”;

logical_channel_number: 10 bite string to present the priority level when arranging order of services.

LCN will be numbered from 1 to 999. In which, channels are numbered from 1 to 799 by service providers; the reserved LCN channels are numbered from 800 to 999.”

7. To amend section “2.3.2. RF Output Connector" as follows:

“STB must have RF output connectors according to standard IEC 60169-2 [10], male connector type.“

8. To amend section “2.3.5. RCA audio interface" as follows:

“STB must have audio output similar RCA, female connector type according to standard IEC 60603-14 [12], male connector type.“

9. To amend section “2.3.6. Conditional access support interface" as follows:

“In case of having conditional access support interface , receiver must have at least an CI interface in accordance with standard ETSI EN 50221 [13] or CI Plus interface of version 1.3 [21].”

10. To amend section “2.4.22.4. HE-AAC support on similar audio output interface" as follows:

“In case of having similar audio port (RCA), receiver must have ability to decode and downmix sound coded HE-AAC to put out similar audio port (RCA).“

11. To amend point 2, section “3.1.2.2. Procedures for measuring" as follows:

“2. Use DVB-February mode corresponding to: 32k expanding, 256 QAM revolving, GI 1/16, PP4, R2/3, TR-PAPR;”

12. To amend point 4, section “3.1.2.2. Procedures for measuring" as follows:

“4. Start with frequency 178 MHz (Channel 6);”

13. To amend point 2, section “3.2.2.2. Procedures for measuring" as follows:

“2. Use broadcasting frequency UHF IV/V 666 MHz and input level of receiver is -50 dBm. Select DVB-T2 mode corresponding to:

·         Single PLP mode;

·         UHF: 32k standard/expanding, 256 QAM revolving, GI1/16, PP4, R2/3, TR-PAPR; 32k, 256 QAM, GI1/128, PP7, R5/6.”

14. To amend section “3.6.1. Configuration of measuring" as follows:

Phrase “B mode (Multiple PLP)” is amended into phrase “A mode (Single PLP)”.

AMENDING AND SUPPLEMENTING A NUMBER OF PROVISIONS OF THE NATIONAL TECHNICAL REGULATION ON DIGITAL VIDEO BROADCASTING TRANSMITING SIGNAL DVB-T2, SIGN QCVN 64:2012/BTTTT
(Promulgated together with Circular No. 15/2013/TT-BTTTT dated July 01, 2013 of the Ministry of Information and Communications)

1. To amend the first paragraph of “Foreword” as follows:

“QCVN 64:2012/BTTTT is elaborated on the basis of documents of  ETSI EN 302 755 V1.2.1 Digital Video Broadcasting (DVB); Frame structure, channel coding and modulation for a second generation digital terrestrial television broadcasting system (DVB-T2), DVB Document A14-2, Digital Video Broadcasting (DVB); Measurement guidelines for DVB systems; Amendment for DVB-T2 system.”

2. To remove the abbreviated words, interpretation on the abbreviated words “AC3” and “E-AC3” of section “1.4. The abbreviated words”

3. To amend section “2.4. Coding repair of errors and modulation " as follows:

“Require for bite-interleaved coding and modulation is prescribed in Article 6 of Standard ETSI EN 302 755 v1.2.1.”

4. To amend section “2.5. Creation, coding and modulation of signal layer 1"as follows:

“Require for generation, coding and modulation of layer 1 signaling is prescribed in Article 7 of Standard ETSI EN 302 755 v1.2.1.”

5. To amend section “2.6. Frame structure" as follows:

“Require for frame builder is prescribed in Article 8 of Standard ETSI EN 302 755 v1.2.1.”

6. To amend section “2.7. OFDM generation " as follows:

·         Subtitles must be coded under bitmap according to EN 300 743 v1.3.1

·         All subtitles must be supported at least two languages of Vietnamese and English.

8. To amend reference documents [1], section “Folder of reference documents” as follows:
