CIRCULAR

ON AMENDMENTS TO CIRCULAR NO. 05/2017/TT-BLDTBXH DATED MARCH 2, 2017 OF THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS ON REGULATIONS OF ENROLLMENT AND DETERMINATION OF ENROLLMENT TARGETS AT INTERMEDIATE AND COLLEGE LEVEL

Pursuant to Law on vocational education dated November 27, 2014;

Pursuant to the Government's Decree No. 14/2017/ND-CP dated February 17, 2017 defining functions, tasks, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to the Government's Decree No. 143/2016/ND-CP dated October 14, 2016 on conditions for investment and operation in vocational education sector;

At the request of Director General of General Department of Vocational Education,

The Minister of Labor, War Invalids and Social Affairs promulgates a Circular on amendments to Circular No. 05/2017/TT-BLDTBXH dated March 2, 2017 of the Minister of Labor, War Invalids and Social Affairs on regulations of enrollment and determination of enrollment targets at intermediate and college level.

Article 1. Amendments to certain articles of Circular No. 05/2017/TT-BLDTBXH dated March 2, 2017 of the Minister of Labor, War Invalids and Social Affairs on regulations of enrollment and determination of enrollment targets at intermediate and college level

1. Clause 2 Article 2 shall be amended as follows:

“2. This Circular does not apply to enrolment at intermediate and college level associated with teaching discipline and not applies to any candidates applying for studying foreign-associated education programs and studying abroad.”

2. Point b Clause 2 Article 3 shall be amended as follows:

“b) At college level:

- Upper secondary graduate students or equivalent;

- Holders of Diploma Level 4 of VQF and upper secondary school diplomas or those who studied and passed academic subjects of upper secondary schools as prescribed by the Ministry of Education and Training;

- Lower secondary graduate students wishing to engage in advanced standing to college’s degree program who studied and passed academic subjects of upper secondary schools as prescribed by the Ministry of Education and Training and hold a Diploma Level 4 of VQF.”

3. Article 5 shall be amended as follows:

“Article 5. Procedures and application for admission at intermediate level or college level

1. An application for admission shall consist of:

a) An application form for admission to vocational education using the form prescribed in Appendix 03 issued herewith;

b) Valid copies of necessary documents subject to requirements and criteria for assessment or examination of each school (if any).

2. Methods of application for admission

a) Filling in the application forms for admission and submitting them to lower secondary schools, upper secondary schools, continuing education centers or to Departments of Labor, War Invalids and Social Affairs or the schools registered for enrollment;

b) Online registering on the website of vocational education enrollment of General Department of Vocational Education: http://tuyensinh.gdnn.gov.vn or website of Department of Labor, War Invalids and Social Affairs or website of the school;

c) Online registering through the “Chọn nghề” (Major selection) software installed in mobile devices (smartphones, tablets).

3. Submission of applications:

a) Application form for admission to vocational education: To be submitted in person as prescribed in Point a Clause 2 of this Article or registered online as prescribed in Point b and c Clause 2 of this Article;

b) Valid copies of necessary documents subject to requirements and criteria for assessment or examination of each school (if any): To be submitted in person at the school applied for or submitted by post at the request of the school.

4. The schools shall publish methods of submission of applications and enrollment fees with conditions favorable for candidates.”

4. Article 25 shall be amended as follows:

“Article 25. Responsibilities of General Department of Vocational Education, the Ministry of Labor, War Invalids and Social Affairs

1. Provide specific guidelines for enrollment activities at immediate and college level; and provide centralized management, direction and assistance for local governments and schools in enrollment activities.

2. Inspect and oversee enrollment activities, determination and achievement of enrollment targets by schools as prescribed by law.

3. Take charge and cooperate with Ministries and agencies; the People’s Committees of provinces and central-affiliated cities shall inspect the secondary check results of their affiliated schools if they receive any claim from candidates.”

5. Title of Article 26 shall be amended as follows:

“Article 26. Responsibilities of Ministries, ministerial agencies, Governmental agencies”

6. Article 26a shall be added as follows:

 “Article 26a. Responsibilities of the People’s Committees of provinces and central-affiliated cities

1. Direct Departments of Labor, War Invalids and Social Affairs to guide lower secondary schools, upper secondary schools, continuing education centers in selectivity, enrollment to vocational education besides admission to higher education; help learners to register for admission to vocational education levels using the application form for admission to vocational education to reach selectivity targets after secondary schools to vocational education as prescribed in Decision No. 522/QD-TTg dated May 14, 2018 of the Prime Minister on approval for Scheme of “Vocational guidance and orientation of selectivity of compulsory education students in the period of 2018 - 2025” and send to Department of Labor, War Invalids and Social Affairs for being consolidated and forwarded to schools for which candidates apply;

2. Direct Department of Labor, War Invalids and Social Affairs to cooperate with relevant agencies in holding the vocational education enrollment consultancy days. The number of series of enrollment consultancy days in a year shall be subject to decision of the province.”

7. Article 26b shall be added as follows:

 Article 26b. Responsibilities of the Department of Labor, War Invalids and Social Affairs

1. Provide guidelines for enrollment to vocational education at lower secondary schools, upper secondary schools, continuing education centers; notify procedures for submission and application for admission to vocational education; cooperate with relevant entities in holding vocational education enrollment consultancy days.

2. Direct and issue application forms for admission to vocational education to lower secondary schools, upper secondary schools, continuing education centers in the provinces; receive application forms for admission to vocational education to lower secondary schools, upper secondary schools, continuing education centers, consolidate application forms and send to equivalent schools; direct and guide schools in enrollment activities.

3. Direct and guide vocational education institutions to do enrollment activities and manage learners as per the law.

4. Send periodic reports to the General Department of Vocational Education as prescribed in this Circular.

5. Perform other tasks as prescribed in this Circular.”

8. Article 27 shall be amended as follows:

“Article 27. Responsibilities of schools

1. Formulate enrollment regulations as prescribed in this Circular; take initiative in cooperating with Departments of Labor, War Invalids and Social Affairs and relevant entities in issuing application forms for admission to vocational education to lower secondary schools, upper secondary schools, continuing education centers and on the websites of schools.

2. Ensure the truthfulness and accuracy of data about lecturers, teachers; facilities in determining annual enrollment targets.

3. Provide sufficient information upon request of General Department of Vocational Education affiliated to the Ministry of Labor, War Invalids and Social Affairs for verifying the registered enrollment targets.

4. Send a report on enrollment results of the previous year and register the enrollment targets in the next year on schedule as prescribed.

5. Inspect and oversee stages in enrollment activities in accordance with Regulations of the school.”

Article 2. Entry into force

1. This Circular comes into force from April 22, 2019.

2. The difficulties that arise during the implementation must be reported to the Ministry of Labor, War Invalids and Social Affairs for consideration./.

GUIDELINES FOR

Filling in application form for admission to vocational education

The candidate completely fills in from fields 1 to 10 (compulsory fields (*) must be filled in) and some fields below should be noted:

1. Field 1, 2: Fill in full name, date of birth according to academic transcripts (or ID card, if any);

2. Field 4: Tick boxes where appropriate if the candidate was graduated from lower secondary school or upper secondary school. Specify grade in which the candidate is (For example: 12th grade; 9th grade).

3. Field 6: Fill in phone number of the recipient of the notice and phone number of the candidate (if any), the phone number of the candidate shall be inserted following the phone number of the recipient;

4. Field 7: Insert name and address of the recipient of notice. Address must consist of: house number, street, village, commune (ward), suburban district (urban district, district-level town, provincial-affiliated city), province (central-affiliated city).

5. Field 9: Fill in accurate name of the schools applied for and the school's code. Each application form for admission is only valid for a single school.

6. Field 10:

* The candidate finds out about major and school for which he/she applies before registration. There are 3 basic options to find out about above information:

 (1) Refer to the book “Những điều cần biết về tuyển sinh giáo dục nghề nghiệp” (What you need to know about vocational education enrollment) issued annually on the website of the General Department of Vocational Education (http://gdnn.gov.vn); (2) Access to website http://tuyensinh.gdnn.gov.vn/ and search by province to get information about schools and majors of schools; (3) Install “Chọn nghề” (Major selection) software in the mobile phone (smartphone only) to find out about majors and schools.

Following options (2) and (3), the candidate may apply for admission online and apply for from 1 to 3 options of majors.

* Regarding academic degree: Tick (x) boxes where appropriate:

- Intermediate level: a one- to two-year program (exclusive of duration for academic subjects to be taken by those who have not obtained high school graduation diploma or equivalent). Eligible candidates: Lower secondary graduate students or equivalent and higher;

- College level: a two- to three-year program (exclusive of duration for academic subjects to be taken by those who have not obtained high school graduation diploma or equivalent). Eligible candidates:

(1) Upper secondary graduate students or equivalent;

(2) Holders of Diploma Level 4 of VQF and upper secondary school diplomas or those who studied and passed academic subjects of upper secondary schools as prescribed by the Ministry of Education and Training.

(3) Lower secondary graduate students wishing to engage in advanced standing to college’s degree program that studied and passed academic subjects of upper secondary schools as prescribed by the Ministry of Education and Training and hold a Diploma Level 4 of VQF.
