CIRCULAR
PROVIDING FOR 2010 AS THE BASE YEAR REPLACING THE BASE YEAR 1994 IN ORDER TO CALCULATE CRITERIA OF MAKING STATISTICS ACCORDING TO THE COMPARATIVE PRICES
Pursuant to the the Law on Government organization of December 25, 2011;
Pursuant to Statistics Law of June 26, 2003;
Pursuant to the Government’s Decree No. 116/2008/ND-CP, of November 14, 2008 defining the functions, tasks, powers and organizational structure of the Ministry of Planning and Investment;
Pursuant to the Decision No. 54/2010/QD-TTg , of August 24, 2010 of the Prime Minister, defining the functions, tasks, powers and organizational structure of the Statistical Directorate affiliated the Ministry of Planning and Investment;
At the proposal of the Director General of Statistical Directorate;
The Ministry of Planning and Investment provides for 2010 as the base year replacing the base year 1994 in order to calculate criteria of statistics according to the comparative prices as follow:

Article 5. The implementation responsibility
1. Organizations, individuals in Article 4 shall implement in accordance with this Circular.
2. The Statistical Directorate shall inspect, supervise the implementation of this Circular.
Article 6. Effect
1. This Circular takes effect on June 01, 2012 and replaces the Decision No. 192 TCTK/TH, of August 07, 1995 of the Director General of Statistical Directorate, on issuing the 1994 fixed price table.
2. In the course of implementation, any arising problems should be reported to the Ministry of Planning and Investment (the Statistical Directorate) for timely consideration and correction.
