ANNOUNCEMENT

VERDICT OF DEPUTY PRIME MINISTER LE VAN THANH AT THE MEETING WITH THE MINISTRY OF INDUSTRY AND TRADE (MOIT) ON COMPLETION OF THE NATIONAL POWER DEVELOPMENT PLAN FOR 2021 – 2030, WITH A VISION TOWARD 2045 (PDP8)

On November 05, 2021, at the headquarters of the Government, Deputy Prime Minister Le Van Thanh chaired a meeting with the heads of MOIT on completion of PDP8 in order to be prepared for the conferences with experts, scientists, managers and local governments as requested by the Prime Minister. The meeting was attended by Mr. Dang Hoang An – Deputy Minister of f Industry and Trade, Mr. Nguyen Cao Luc, Deputy Chief of the Government Office, Mr. Cao Xuan Thanh – Deputy Chief of National Steering Committee for Power Development, and heads of some relevant agencies and units. After listening to the Ministry of Industry and Trade's report and discussion of the participants, Deputy Prime Minister Le Van Thanh has given the verdict below:

1. The Government recognizes MOIT's effort in completion of PDP8 as directed by the Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Van Thanh in Document No. 133/TB-VPCP dated May 29, 2021, document No. 91/TB-VPCP dated May 03, 2021 and Document No. 189/TB-VPCP dated July 17, 2021 of Government Office. The PDP8 Appraisal Council also had a meeting and gave comments on PDP8, which were the basis for the Ministry of Industry and Trade to submit Report No. 6277/TTr-BCT dated October 08, 2021 to the Prime Minister.

2. PDP8 is a highly complicated plan and has received a lot of attentions from Vietnamese and foreign scientists experts, agencies, units, and local governments. Recently, it still receive comments on how to take advantage of regions, new technology and environmental safety for sustainable development of the power sector, ensuring national energy security according to Vietnam's National Energy Development Strategy by 2030 with a vision towards 2045 in Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo.

Pursuant to directives of the Prime Minister Pham Minh Chinh, Deputy Prime Minister Le Van Thanh hereby requests that the Ministry of Industry and Trade continue to complete the draft PDP8 and prepare documents serving the PDP8 conferences with experts, scientists and local governments. To be specific:

a) Regarding contents of PDP8:

- Continue to review the power source development plan towards assurance of intra-regional balance between supply and demand (the North, the Central Region, the South); combine reasonable and economical use of the existing transmission grids and development of new transmission grids to achieve the most efficiency; assess more thoroughly the optimal and rational backup power sources of the national electricity system and regional electricity systems, with consideration for operation plan to ensure power supply in case the power source ratio is smaller than 100% compared to the planning, and prepare a plan for balancing backup power excluding solar power.

- Clarify the criteria for identification of key and prioritized projects in PDP8.

b) Preparation for conferences: the Ministry of Industry and Trade shall review and consolidate comments provided by Vietnamese and foreign organizations, experts, scientists and local governments on PDP8 to have an impartial view on power sources, grid, use, prices, etc. Propose participants, prepare contents and agendas of conferences to ensure transparency and democracy; submit a report to Deputy Prime Minister Le Van Thanh before November 10, 2021.
