Foreword

The QCVN 01 - 134: 2013/BNNPTNN is compiled by the Technical Committee for National Technical Regulation on Grinding Facility, Milled of Paddy and Rice, proposed by the Department of Agro-Forestry-Fishery Processing and Commerce and Salt Sector, promulgated by the Ministry of Agriculture and Rural Development under Circular No. 12/2013/TT-BNNPTNT dated February 6, 2013 of the Ministry of Agriculture and Rural Development.

1. GENERAL PROVISIONS

1.2. Regulated entities

This Regulation applies to organizations and individuals exporting rice and other relevant organizations, individuals.

1.3. Definitions

In the Regulation, the terms below are construed as follows:

1.3.1. Paddy means rice of Oryza sativa L. that has been harvested and not been husked.

1.3.2. Brown rice means the remaining part of paddy that has been husked.

1.3.3. Rice means the remains of paddy that has been husked and partially, entirely removed of bran and embryo.

2. TECHNICAL PROVISIONS

2.1. Infrastructure requirements

2.1.1. Location

- Grinding facilities, mills of paddy and rice shall not be flooded or inundated by rain, high tide (or protected from being flooded by preventive, protective measures).

- Grinding facilities, mills of paddy and rice shall be located where accessible by convenient traffic (road or waterway traffic) for handling and transport of paddy and rice.

- Grinding facilities, mills of paddy and rice shall be located away from sources of contamination.

2.1.2. Premise of processing facilities

Processing facilities shall be large enough to include paddy, rice grinding and milling lines with minimum capacity of 10 tonne of paddy/hour, satisfy technical requirements regarding paddy and rice processing technology procedures.

2.1.3. Internal road

Road shall be built to meet hygiene standards, fitted with proper, closed-loop gutters that do not contaminate and ensure proper hygiene.

2.1.4. Facility structure

- Facilities of grinding facilities, mills of paddy and rice shall have arrangement that is suitable and convenient for production.

- Foundation: shall be made of concrete with sufficient strength and not subsided.

- Floor: shall be rammed, not be subsided, be tiled with brightly-colored, watertight, non-slip, non-toxic materials that are easy to clean and disinfect and properly drain.

- Wall: shall be of bright colors, watertight materials that are easy to clean and disinfect.

- Roof: shall be pitched or dome-shaped, watertight, damp-proof, fitted with ventilation and light-transmitting openings.

- Doors: shall be completely tight when shut and watertight.

- Windows: shall be easy to clean and designed in a way that they catch little dust.

2.1.5. Ventilation system

Ventilation system (both mechanical and natural ventilation) suitable with characteristics of grinding facilities, mills of paddy and rice shall be required to maintain proper ventilation, sanitation and environmental hygiene, keep out dust.

- Lighting system (including electric lights and natural light-transmitting openings) shall provide sufficient lighting as per the law.

- Lights shall be safely guarded to prevent shattering and prevent shattered shards from mixing with products.

2.1.7. Waste collector and treatment system

- Garbage bins shall be placed where convenient in facilities and production areas.

- A system for regular waste collection and treatment shall be required.

2.1.8. Toilet

- Toilets shall be fitted with adequate and hygienic equipment and sinks and located in convenient areas separate from production areas. A minimum of one toilet shall be required of every 25 people.

- Hygiene areas shall be fitted with lighting system, ventilation system, and drainage system. Toilets shall be built in a closed manner that does not affect nearby areas.

2.2. Technical equipment requirements

2.2.1. Analysis apparatus

Specialized analysis and testing equipment satisfying technical requirements shall be required in order to analyze, evaluate, and classify paddy, rice based on criteria regarding humidity, impurity, complete grain, damaged grain, unripe grains, etc. Primary equipment in analysis and inspection apparatus includes:

- Analytical balance;

- Technical scale of up to 0,01 g accuracy;

- Temperature control dry cabinet.

- Desiccators, sample container with lid;

- Magnifier of x5 to x12;

- Heated bath, pH meter, graduated beaker, pipettes, glass disks and cups;

- Sampling tools or trovels, white glazed tray, brush, tweezers;

- Metal screener with bottom retainer and lid; size of screening holes shall meet technical requirements;

- Husking machines (or sample grinding machines) for husking paddy sample;

- Mortar or sample mills (for milling brown rice sample);

- Hygrometer;

- Grain size meter;

- Milling meter.

2.2.2. Grinding machines

Shall ensure adequate capacity and satisfy technical requirements. Grinding machine and mill system consists primarily of:

- Cleaning equipment;

- Dehusking machine;

- Paddy separator;

- Grain separator.

2.2.3. Mills, polishers, segregators, color sorters and mixers

Shall ensure adequate capacity, satisfy technical requirements, and consist primarily of:

- Milling machines;

- Polishing machines;

- Rice dehumidifiers;

- Screener;

- Color sorters.

2.2.4. Packaging line

Packaging lines shall have sufficient capacity satisfying technical requirements in product packaging. Packaging lines shall consist primarily of:

- Quantifying equipment including: product tanks, scales;

- Packaging equipment including: conveyor belt system, packaging machine, labeling machine.

2.3. Sanitation requirements

- Facility interior sanitation: shall be maintained on a regular basis, including machinery, equipment, ceiling, roof, floor, doors, air ducts, vents; general periodic cleaning shall be required.

- Facility exterior sanitation: shall be maintained on a regular basis; gutter and drain system shall be cleared and no containing stagnant water.

3. FIRE SAFETY, STORM AND FLOOD PROTECTION, AND OCCUPATIONAL SAFETY REQUIREMENTS

- Fire prevention and firefighting regulations shall be required.

- Adequate fire prevention and firefighting equipment, facilities shall be required; fire safety regulations shall be adhered to.

- Fire prevention and firefighting plans and response forces shall be established for emergency situations.

- Equipment and organization of fire prevention, firefighting shall conform to Decree No. 35/2003/ND-CP dated April 4, 2003 of the Government and Circular No. 04/2004/TT-BCA dated March 31, 2004 of the Ministry of Public Security.

3.2. Storm and flood protection requirements

- Flood protection regulations shall be required.

- Flood prevention plans and response forces shall be required for emergency situations.

- Flood protection equipment shall be required.

- Equipment and organization of storm and flood protection shall conform to Ordinance No. 9-L/CTN dated March 20, 1993 of the President and Decree No. 32/CP dated May 20, 1996 of the Government.

- Officials and employees working in grinding facilities and mills of paddy, rice shall be fitted with personal protective equipment and receive training regarding electricity safety and operation of machinery, equipment.

- Separate dressing rooms for employees to put on/take off protective clothing before starting and after finishing work.

4. REGULATIONS ON MANAGEMENT

4.1. This Regulation, upon being published, shall serve as the basis for organizations, individuals exporting rice to invest in construction of grinding facilities and mills of paddy, rice and application, certification of eligibility for rice export.

4.2. This Regulation serves as the basis to enable state authority to inspect, evaluate, and verify eligibility for rice export of organizations, individuals.

5. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

Organizations, individuals under Section 1.2 are responsible for adhering to this Regulation.

6. ORGANIZING IMPLEMENTATION

7.1. The Ministry of Agriculture and Rural Development shall cooperate with ministries, central departments, authorities, and local governments (where grinding facilities and mills of paddy, rice serving rice export are located) shall publicize, guide, and inspect compliance with this Regulation.
