To: The People’s Committees of provinces:

Implement the Government's Resolution No. 01/NQ-CP dated January 8, 2022 on main tasks and solutions for implementation of socio - economic development plan and state budget estimate of 2022 to develop the program for national digitalization (according to Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister) and project on the development of cashless payment in Vietnam (according to Decision No. 1813/ Decision-TTg dated October 28, 2021 of the Prime Minister), the Ministry of Information and Communications requests the People’s Committees to develop digitalization and cashless payment in schools, educational institutions, hospitals and medical facilities to be specific:

The Ministry of Information and Communications requests the People Committee to direct the Department of Information and Communications to take charge and cooperate with the Department of Health, the Department of Education and Training, the local branches of the Vietnam State Bank in formulating and submitting the Plan for support and development of digitalization and cashless payment in local schools, educational institutions, hospitals and medical facilities to the People's Committee for approval with a number of following contents:

1. Objectives

- Promote application of digital technology, digital platforms, development of digitalization and digital payment to create an environment for the purpose of the formation of digital citizens and digital entrepreneurs in the future in schools and educational institutions

- Promote use of digital platforms, implementation of digitalization, digital payment to create a convenient, safe digital health environment and best protection for people's health in hospitals and medical facilities

- Targets of 2022:

+ The local schools, educational institutions (50%) and the local hospitals, medical facilities (50%) shall use digital platforms for the purpose of digitalization;

+ The quantity and value of transactions of cashless payment in local schools, educational institutions, hospitals and medical facilities shall reach 50%.

2. Scope and regulated entities

a) Local schools, educational institutions, hospitals, medical facilities and people that use education and health services

b) Department of Information and Communication, Department of Education and Training, Department of Health, local branches of the Vietnam State Bank of Vietnam

c) Educational digital platform providers, medical digital platform providers, payment service providers and local banks;

d) Agencies and units under the Ministry of Information and Communications: Department of Enterprise Management, Authority of Information Technology Application, Press and Communication Agencies (Department of Press, Authority of Broadcasting and Electronic Information, Department of Grassroots Information, Department of External Information, Vietnamnet and Journal of Information and Communication);

3. Main contents and duties:

3.1. Support digitalization and develop cashless payment in schools and educational institutions

a) Support and develop digitalization in schools and educational institutions

- Assist schools and educational institutions to rent, purchase and use measures, educational digital platforms, infrastructure, storage, transmission lines, network connection and facilities, e-teaching and e-learning equipment, implement digitalization of education and training activities.

- Thoroughly apply digital technology and digital platforms to management, teaching and learning; digitalize documents and textbooks; formulate a platform to share teaching and learning resources in both offline and online forms.

- Apply the online teaching and learning platform to connection and the entire teaching - learning - exams process online of students, teachers, thereby, formulate an ecosystem of the development of digital education and ensure the quality of online exams.

- All schools and educational institutions shall develop online teaching and learning, in which pilot training programs that allow students to study online with at least 20% of the program's content. Apply digital technology to assignments and check on students' preparation before class.

- Apply digital platforms to administration of schools and educational institutions according to digital data and digital technology. In particular, learners, teachers, administrators, employees and activities shall be managed according to digital profile in uniformity. Strengthen communication between schools and parents and students via applications and digital platforms.

b) Develop cashless payment in schools and educational institutions

- Direct and assist schools and educational institutions to cooperate with credit institutions, payment service providers and relevant units in accepting payment for tuition and educational service fees by cashless payment:

+ Schools and educational institutions shall be ready to have cashless payment equipment according to at least 3 of 4 methods, including: QR code (Transfer/Payment), website (Transfer/Payment), Mobile Money and card (POS); integrate payment module with management software of schools and educational institutions;

+ Schools, educational institutions, banks, credit institutions and payment service providers shall agree on a form of information on cashless payment applied to tuition and educational service fees with some compulsory information, including: full name of a payer or a receiver; payment reason; invoice code/number to facilitate processing

3.2. Support digitalization and develop cashless payment in hospitals and medical facilities

a) Support and develop digitalization in hospitals and medical facilities

- Evaluate and select excellent digital platforms for medical digitalization (medical digital platforms) that are promoted and provided by Vietnamese technology enterprises for the purpose of recommendations; information about digitalization on websites and web portals for dissemination of information in hospitals and medical facilities. The local authorities may refer to some measures and medical digital platforms that were evaluated by the Ministry of Information and Communications and updated on the web portal.

- Assist hospitals and medical facilities to rent, purchase and use medical digital platforms, in which focus on digital platform of management of hospital and medical facility; remote medical examination and treatment platform; electronic prescription management platform; personal health record management platform; vaccination management platform; online health consultation platform and equipment for medical examination and treatment and medical profession.

- Assist hospitals and medical facilities with infrastructure, storage, transmission lines, network connection and facilities, digitalization equipment, application of digital technology to administration and professional activities.

- Formulate a system of health care and disease prevention according to digital technology; thoroughly apply digital technology at medical facilities to contribution towards avoiding overloading hospitals and improving the quality of medical examination and treatment; replace paper medical records with electronic medical records and establish smart hospitals.

b) Develop cashless payment in hospitals and medical facilities

- Direct and assist hospitals and medical facilities to cooperate with credit institutions, payment service providers and relevant units in accepting payment for the hospital fees by cashless payment:

+ Hospitals and medical facilities shall be ready to have cashless payment equipment according to at least 3 of 4 methods, including: QR code (Transfer/Payment), website (Transfer/Payment), Mobile Money and card (POS); integrate payment module with management software of hospitals and medical facilities

+ Hospitals and medical facilities shall arrange with units and medical staffs to support and direct patients and relevant partners to make cashless payments for hospital fees and other service fees of hospitals and medical facilities; maximize the quantity and value of cashless payment in the total quantity and value of payment

3.3. Promote dissemination of information, training and protection of users in digitalization and cashless payment at schools, educational institutions, hospitals and medical facilities.

a) Promote dissemination of information about digitalization and cashless payment in schools, educational institutions, hospitals and medical facilities.

- Focus on dissemination of information about digitalization and cashless payment in schools, educational institutions, hospitals and medical facilities for all citizens, enterprises, officials, public employees and employees with many diverse forms via the mass media (the Radio and Television Stations of provinces, the Newspapers of provinces, grassroots information systems, the websites of provinces and provincial authorities, the People's Committees of districts, communes, journals, newsletters, etc..).

- Organize emulation, commendation, honor, ranking and evaluation of schools, educational institutions, hospitals and medical facilities with criteria for digitalization and cashless payment.

- Mobilize and encourage organizations and enterprises to provide educational digital platforms, medical digital platforms; local banks, local payment service providers to have incentives, including fee exemption, reduction, promotion, discount... for schools, educational institutions, hospitals, medical facilities and users of these facilities when they use digital platforms, measures, digital services and cashless payment.

b) Organize training courses, dissemination of knowledge and skills in digitalization and cashless payment in schools and educational institutions

- Organize training courses regarding digital knowledge and skills, use educational digital platform apps, open spend accounts and make cashless payment applied to managers, teachers, students and parents in the local area.

- Promote the teaching and learning about STEM/STEAM in schools and educational institutions ; organize competitions for digital skills, robotic, STEM/STEAM education in educational institutions from primary to high schools.

- Support activities of promotion and dissemination of information about excellent educational digital platforms; make introduction and connection with local schools and educational institutions to promote use these platforms.

c) Organize training courses, dissemination of knowledge and skills in digitalization and cashless payment in hospitals and medical facilities

- Organize training courses regarding digital knowledge and skills, use educational digital platform apps, open spend accounts and make cashless payment applied to managers, nurses, doctors and workers in local hospitals, medical facilities and people.

- Organize competitions for learning about electronic health services, telehealth consultation, cashless payment services in hospitals and medical facilities.

- Organize seminars, training courses and tutorials on digitalization and cashless payment in local hospitals, medical facilities.

- Support activities of promotion and dissemination of information about excellent medical digital platforms; make introduction and connection with local hospitals, medical facilities to promote use these platforms.

d) Protection of users in digitalization and cashless payment

- Successfully implement measures for assurance about security, safety and confidentiality of digitalization activities, electronic payments and dispute settlement mechanisms that may arise in from use of digital technology, digital platform, cashless payment to protect the legal rights and interests of parents, students and schools, educational and training institutions, patients, users of health services, hospitals and medical facilities.

- Promote dissemination of information and knowledge about fraudulent acts, measures for identification of risks, prevention and assurance about security, safety and confidentiality of use of digital technology, digital platforms, cashless payment in schools, educational institutions, hospitals, medical facilities; cooperate in answering questions and handling complaints to ensure the legal rights and interests of users.
