DECISION
PUBLICIZING CHARGES FOR INTERPROVINCIAL TELECOMMUNICATIONS CIRCUIT LEASING SERVICES PROVIDED BY THE VIETNAM POST AND TELECOMMUNICATIONS GROUP
THE MINISTER OF POST AND TELEMATICS
Pursuant to the Government's Decree No. 90/2002/ ND-CP of November 11, 2002, defining the functions, tasks, powers and organizational structure of the Ministry of Post and Telematics;
Pursuant to the Prime Minister's Decision No. 217/ 2003/0D- TTg of October 27, 2003, on management of post and telecommunications service charges;
Considering the proposal of the Vietnam Post and Telecommunications Corporation (now the Vietnam Post and Telecommunications Group) in Official Letter No. 1821/GC-TT of April 6, 2006, on the plan on reduction of circuit leasing charges;
At the proposal of the director of the Finance Planning Department;
DECIDES:
Article 1.- To issue together with this Decision the Table of charges for inter-provincial telecommunications circuit leasing services provided by the Vietnam Post and Telecommunications Group.
Article 2.- The charge levels specified in the Table issued together with this Decision are exclusive of value added tax.
Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO". All previous regulations contrary to this Decision are hereby annulled.

SPECIFIC PROVISIONS
1. Inter-provincial telecommunications circuit leasing charge areas are defined in the Table in an attached appendix (not printed herein). The terminal points of inter-provincial telecommunications circuits are inter-provincial long-distance transmission centers of the Vietnam Post and Telecommunications Group which are located in provinces and centrally-run cities. Charge levels specified in this Table are exclusive of charges for the connection of inner-provincial transmission circuits to inter-provincial circuits.
2. To assign the Vietnam Post and Telecommunications Group to set specific charge levels based on the Table of charges for leasing inner-provincial telecommunications circuits, applicable to innerprovincial transmission circuits (including local transmission part) for connection to inter-provincial circuits. The total amounts payable by customers for inner-provincial transmission circuits from the effective date of this Decision shall not be higher than the charge levels for leasing circuits of the same speed applied before that date.
3. The Vietnam Post and Telecommunications Group shall:
- Set installation and connection fees.

- Reduce charges for long-term customers (on annual lease ) by no more than 15% of the floor charge levels specified by the Ministry.
- When issuing decisions on specific charge levels according to its competence, the VNPT shall have to notify the Ministry of Post and Telematics thereof 10 working days before these decisions take effect.
4. Applicable subjects:
- Customers provided with inter-provincial circuit leasing services by the Vietnam Post and Telecommunications Group.
- For enterprises licensed to provide telecommunications services, the floor charge levels specified in the Table for inter-provincial private circuit leasing shall apply.
